ADOPTING THE ASPEN AREA COMMUNITY PLAN (AACP) .

RESOLUTION NO. PZ-93-~
WHEREAS, The Aspen Planning and Zoning Commission and the Pitkin
County Planning and Zoning Commission (hereinafter "Commissions")
have the responsibility and the authority to adopt comprehensive
plans for Aspen and Pitkin CoUnty; and
WHEREAS, in 1976 the Commissions adopted the Growth Management Plan
for the Aspen metro area, and in 1966 adopted the Aspen Area
General Plan. The City and County juridictions again joined
together in the development of the Aspen Area Community Plan, which
encompasses the Aspen metro area from Independence Pass to the
intersection of Highway 82 and Brush Creek Road. This area is more
specifically illustrated in the Aspen Area Community Plan; and
WHEREAS, the planning process and development of the AACP has taken
approximately two and a half years. The AACP process began with
the gathering of information in the summer of 1990, extensive
community-wide meetings were held throughout 1990 and into the fall
of 1991, and finally five Issue Committees, which ultimately
developed the plan, were formed; and
WHEREAS, the following documents were prepared for the development
of the plan'

WHEREAS, the AACP was developed as a CHARACTER BASED plan by the
citizens of the community. The five Issue Committees were formed
to research and develop recommendations on specific issue topics
such as character, housing, growth, transportation and open space/
recreation/environment. An Oversight Committee comprised of
appointed and elected officals provided guidance and worked with
the Citizen Issue Committees to develop the final recommendations
for the plan. These committees met extensively, volunteering over
600 hours of time and energy per person; and
WHEREAS, in January of 1991 the first draft of the plan was issued,
and in September of 1992 the second draft was issued. Between
October of 1992 and December of 1992 many revisions were made by
the Commissions for the final document; and
WHEREAS, the following duly noticed public hearings and special
meetings were held by the Commissions in order to review the AACP
document and to solicit comments from the public on the proposed
AACP-

December 16, 1992 - special meeting
January 12, 1993 - public hearing; and
WHEREAS, the Commissions requested that the Aspen City Council and
the Pitkin County Board of County Commissioners review the AACP
and provide comments to the Commissions. The Board of County
Commissioners and the City Council held joint meetings on December
2 and December 8, 1992 to review the plan and provide comments; and
WHEREAS, the appendix of the AACP is intended to be considered part
of the AACP document, as it specifically outlines the background
information and work associated with the plan which has been made
part of the public record; and
WHEREAS, the Board of County Commissioners and Aspen City Council
approved Resolution No. 93-
formally endorsing the AACP on
February 2, 1993.
NOW THEREFORE BE IT RESOLVED by the Aspen Planning and Zoning
Commission and the Pitkin County Planning and Zoning Commission
that it does hereby adopt the Aspen Area Community Plan (AACP).
APPROVED by the Commissions at a special meeting on January 12,
1993.
