HomeMy WebLinkAboutresolution.apz.016-94 RE~OLUT~ON OF THE ~SPEN PLANN~NO ~ND ~ON~N~ COIOf~SS~ON FOR THE ~FPROVAL OF ~RO~TH HAN~EIIENT EXEHPT~ON FOR ~ Clt~q~E ~N USE FROH OFFICE ~ LODGE TO RES~DENT~i%L FOR THE TRUSCOTT PLACE AFFORI)~BLE HOUSING COMPLEX LOCATED ~T ~955~ HIOH~'~Y S2 Resolution No. 94- /~ ~HEREAS, pursuant to Section 24-8-104 B.l.b. of the Municipal Code, the Planning and Zoning Commission may grant a project exemption from growth management competition for a change in use provided that it can be demonstrated that the proposal will cause minimal impact to the city; and WHEREAS, the Aspen/Pitkin County Housing Authority (APCHA) submitted an application to the Planning office to change 1,375 square feet of office space to a 1,100 square foot, two bedroom affordable housing unit and 275 square feet of manager's office; and #a~REAS, the APCHA also requested to officially change 50 lodge units into bona fide studio affordable residential units by adding kitchens to the units; and WHEREAS, the proposal includes converting 8-10 parking spaces previously used for office parking to residential parking; and WHEREAS, the Planning office considered the application and determined that the conversion of the lodge and office space to residential use will result in a decrease in employee generation and an increase in affordable housing on the property, there will be no exterior changes to the property, and parking will be available for the change in use since the 1989 conditional use approval; and WHEREAS, the Planning and Zoning Commission reviewed the proposal and the Planning office comments at a regular meeting on April 6, 1993, found that it complies with the criteria established for GMQS Exemption for change in use, and voted 6-0 to approve the GMQS Exemption. NOW, THEREFORE BE IT RESOLVED by the Commission: that it hereby approves the Truscott Place GMQS Exemption to change the use of 50 lodge units into studio affordable housing units by adding kitchens and to change the use of 1,375 square feet of office space to a 1,100 square foot two bedroom affordable housing unit and a 275 square foot manager's office. The following condition shall apply to this approval: 1) The APCHA shall adhere to all representations made in the application and at hearings before the Planning and Zoning Commission.
