HomeMy WebLinkAboutresolution.apz.008-87RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION RECOMMENDING THAT THE ASPEN CITY COUNCIL A?.TOCATE MONIES IN THE 1988 BUDGET FOR THE IMPLRMENTATION OF THE PARKING ASPECTS OF THE ASPEN AREA COMPREHENSIVE PLAN: .TRA~_SPOR~ATION ET.RMENT Resolution No. ~ Wq~REAS, the City Council of Aspen (hereinafter "Council) endorsed the Aspen Area Comprehensive Plan: Transportation Plan (hereinafter "Plan") on August 10, 1987; and W~RF~AS, the Aspen Planning and Zoning Commission (herein- after "Commission,,) adopted the Aspen Area Comprehensive Plan: Transportation Element on September 8, 1987; and WHEREAS, the Plan identifies the Rio Grande site and the Bell Mountain Lodge block as locations for the development of parking facilities in the near-term; and W~K~EAS, the earliest possible date for construction of a parking facility is the Spring of 1989, due to the time needed for planning and the development review process; and ~F~a{EAS, in order to accommodate a Spring, 1989 construction date the City must identify a funding source and develop prelim- inary plans, preliminary operating programs and preliminary financing packages, as well as detailed construction plans; and WHEREAS, planning for the Rio Grande site should include participation from the Pitkin County Library, Leisure Services, Caps, Engineering Department, RFTA, Finance Department, Planning Office and City/County Manager's Office; and WHEREAS, planning for the Rio Grande site will include the four-step SPA process; and Wq~EREAS, planning for the Bell Mountain Lodge Block must be a joint public/private effort; and WHEREA~, the Commission has received requests from the downtown business community for a solution to the parking problem; and WHEREAS, the Commission agrees with the Council that the parking problem must be addressed; and WI{EREAS, the Commission understands that the Council has many competing demands for budget monies. NOW, TItEREFORE, BE IT RESOLVED by the Commission that the Council allocate an appropriate amount of money in the 1988 budget to allow the City staff to complete the review process and develop the appropriate financial,site and operating plans so that construction of a parking facility(ies) can commence in the Spring of 1989.
