RECOMMENDING TH~ CREATION OF A SPECIAL AT.r.F.y TRASH, UTILITY
AND PARKING IMPROVEMENT DISTRICT FOR THE ALLRy BETWEEN
HOPKINS STREET AND HYMAN STREET FOR BLOCK 88
Resolution No. PZ-88- ~
WHEREAS, the Aspen Planning and Zoning Commission
(hereinafter "Commission") has reviewed and approved the
Conditional Use application submitted by Harley Baldwin for the
Brand Building on August 2, 1988; and
WHEREAS, at that meeting the Commission recognized a need
expressed by the City Engineering Department to keep trash
dumpsters, parking and utility boxes outside of the public right-
of-way (alley), however, the Commission also recognized the need
to maintain historic structures which are typically built from
setback line to setback line thereby allowing no room for trash
dumpsters; and
WHEREAS, the owner of the Brand Building, Harley Baldwin, is
willing to participate in the district; and
WHEREAS, the Commission voiced general concerns regarding
historic preservation and safety issues related to encroachments
into the public right-of-way.
NOW, THEREFORE, BE IT RESOLVED that the Aspen Planning and
Zoning Commission recommends that the city Council explore the
creation of a Trash, Utility and Parking Improvements District
for Block 88 in the alley between Hopkins and Hyman Street.
