HomeMy WebLinkAboutresolution.apz.005-89RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION STATING THE POSITION OF THE COMMISSION WITH RESPECT TO THE USE OF THE RIO GRANDE RIGHT-OF-WAY AS A VALLEY LONG TRANSPORTATION CORRIDOR Resolution No. 89-5 WHEREAS, the Aspen Planning and Zoning Commission (hereafter "Commission") has historically viewed the Rio Grande Right-of-Way as a future alternate valley long transportation corridor; and WHEREAS, the Commission has historically acted to maintain the contiguity of the Right-of-Way so that rail service to Aspen could be re-established in the future; and WHEREAS, the Commission believes that commuter rail service affords the City of Aspen the best opportunity to divert commuters presently using Highway 82 as well as to reduce the impacts on the City's parking resources; and WHEREAS, the Commission is concerned about the environmental and ecological impacts of another highway (busway) on the valley and its residents; and WHEREAS, the Commission is concerned that a paved road (busway) will adversely impact valley land use planning; and WHEREAS, the Commission believes conversely that commuter rail service on the Right-of-Way allows County Planning and Zoning Commissions greater flexibility in locating developments in ways that can be less dependent on automobiles. NOW, THEREFORE, BE IT RESOLVED by the Aspen Planning and Zoning Commission that it supports re-activation of the Rio Grande Right-of-Way for commuter rail service and that it supports the Corridor Feasibility Study by the Roaring Fork Transit Agency in so far as it will adequately cover ALL of the lesser expensive rail options.
