HomeMy WebLinkAboutapz.res.003-90RESOLIJTION OF TNE ASPEN PLANNING AND ZONING COMMISSION RECOMMENDING THAT THE CITY COUNCIL OF ASPEN ENDORSE AN AMENDMENT TO THE ASPEN AREA COMPREHENSIVE PLAN: TRANSPORTATION ET.RMENT TO INCLUDE THE MAIN STREET AND MIDLAND RIGHTS OF WAYS FOR PUBLIC TRANSPORTATION PURPOSES Resolution No. 90-~3 WHEREAS, the Aspen Planning and Zoning Commission (hereinafter "Commission") is authorized to periodically review, revise, amend and extend in greater detail elements of the Aspen Area Comprehensive Plan; and WHEREAS, Kaiser Engineers, Inc. was commissioned by the Roaring Fork Transit Authority (hereinafter "RFTA") through Pitkin County and Aspen to undertake a study of the Rio Grande right-of-way for Public Transportation purposes (hereinafter "Study"); and WHEREAS, RFTA appointed a Project Management Committee (hereinafter "PMC") to work with Kaiser to develop the Study; and WHEREAS, a representative of the Commission is serving on the Project Management Committee; and WHEREAS, the Final Report of the Study developed by Kaiser and the PMC was completed in March, 1990; and WHEREAS, the Final Report of the Study identified three (3) alternative alignments for Public Transportation into Aspen from Glenwood Springs; and WHEREAS, of the three (3) way, Midland right-of-way and alignments: Rio Grande right-of- Main Street right-of-way only the Rio Grande right-of-way is identified in the Aspen Area Comprehensive Plan: Transportation Element (hereinafter "Transportation Element"); and WHEREAS, the Commission supports the concept of Public Transportation between Aspen and Glenwood Springs and finds that the three (3) alignment alternatives identified by Kaiser and the PMC should be preserved for the benefit of the Roaring Fork Valley until such time that a preferred alternative is selected; and WHEREAS, the Commission finds that the Transportation Element should be amended to include the Main Street right-of-way and the Midland right-of-way as potential Public Transportation corridors. NOW, THEREFORE, BE IT RESOLVED by the Commission that the Commission requests that the City Council endorse an Amendment to the Aspen Area Comprehensive Plan: Transportation Element to include the Main Street and Midland rights-of-way as corridors for Public Transportation.
