ADOPTING THE ASPEN MEADOWS MASTER PLAN
AS AN AMENDMENT TO THE ASPEN AREA COMPREHENSIVE PLAN
RESOLUTION NO. 90- /~
WHEREAS, the city of Aspen embarked upon a public planning
effort to determine the appropriate future land uses on the
property known as the Meadows; and
WHEREAS, a public planning process has taken place over the
past year in order to establish an agreed upon context for a
specific development plan for the Meadows property; and
WHEREAS, numerous public meetings have been held over the
past year to determine the community's best interest in setting a
future land use pattern for the Meadows property; and
WHEREAS, the City Council has worked in conjunction with the
property owners and the non-profit groups using the property
throughout the planning effort;
WHEREAS, the bulk of the
underlying zoning; and
WHEREAS, the Aspen Meadows Master
and
Meadows property has no specific

Plan on September 24, 1990 and forwarded comments to the Planning
land use policy for the future development of Aspen's
campus; and
WHEREAS, the Master Plan provides general direction for
future land use decisions on the Meadows property; and
the Planning Commission considered the Master Plan
1990 and forwarded comments to the city Council;

and Zoning Commission for consideration in final adoption of the
Plan; and
W~k~EAS, the Planning Commission considered the Plan further
at a public meeting held on September 25, 1990 and a work session
held on October 9, 1990 and made final modifications to the
Master Plan which have been incorporated into a revised final
Master Plan.
NOW, THEREFORE, BE IT RESOLVED by the Aspen Planning and
Zoning Commission that it does hereby adopt the Aspen Meadows
Master Plan as an amendment to the Aspen Area Comprehensive Plan
with the following changes:
- The Plan shall reflect revised access options into the
Meadows property via both an extended Seventh Street and via
Eighth Street. The existing Meadows Road shall be relocated to
the east of the cottonwood trees so as to mitigate impacts to the
residences along Meadows Road and to facilitate a walking/biking
trail along the existing Meadows Road easement. If the applicant
proposes Seventh Street as an access, Eighth Street shall connect
into Seventh Street at the southern most feasible location. The
final details of the access shall be determined as part of the
SPA application for the property.
- An additional mitigation measure shall be added to the
Plan to reflect the need for greater emphasis on auto-
alternatives on the property and to encourage the placement of

bike racks on the property.
APPROVED by the Aspen Planning and Zoning Commission at its
regular meeting on October 16, 1990.
