HomeMy WebLinkAboutapz.res.016-90 RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION FOR THE APPROVAL OF T~IE I~L~T,TAM LAKE PIPELINE STREAM MARGIN REVIEW Resolution No. 90- /~ WHEREAS, in order to restore groundwater flow to Hallam Lake lost as a result of construction of the Rio Grande Parking Garage, the Aspen City Council directed the Engineering Department to design a gravity fed pipeline system; and WHEREAS, the most workable route was determined to run through the river corridor in the Art Museum area; and WHEREAS, the Engineering Department submitted for approval to the Commission an application for Stream Margin Review; and WHEREAS, the Planning staff recommended approval of the Stream Margin Review with conditions; and WHEREAS, the Commission reviewed and approved the Stream Margin Review with conditions by a 7-0 vote on October 2, 1990. NOW, THEREFORE, BE IT RESOLVED by the Commission: That it does hereby approve by the Hallam Lake Pipeline Stream Margin Review with conditions as follows: 1. Any trees which are removed along the route must receive a tree removal from the Parks Department. They must be replaced immediately upon project completion. Replacement shall be one for one with 2.5" caliper trees of the same species. 2. Prior to excavation permit issuance, a barricade fence shall be erected across the Art Museum parcel defining vehicular movement and materials storage during construction. 3. Where the pipeline crosses the Rio Grande right-of-way, the pipe must be deep enough and strong enough to allow for future train traffic. APPROVED by the 1990.
