PLANNING AND ZONING COMMISSION
SUPPORTING T~E RIO GRANDE ALIGNMENT AS
PRE~D ALTGNMENT INTO ASPEN FOR THE
VA~.r.~.y LIGHT RAIL SYSTEM
Resolution No. 91-, I
WHEREAS, the Aspen Planning and Zoning Commission
(hereinafter, Commission) is charged with developing and adopting
plans for the City of Aspen, including Transportation Plans;
WHEREAS, the Commission adopted the Aspen Area Comprehensive
Plan: Transportation Element in 1987;
W~I~REAS, the Commission has identified two (2) distinct
transportation corridors in the valley: the Aspen to Snowmass
corridor and the Aspen to Down Valley corridor; and
WB~REAS, the Commission finds that each corridor has its own
specific mix of transit needs and to attempt to solve both
corridor needs with one mode will end with no system being
implemented.
NOW, THEREFORE, BE IT RESOLVED by the Commission that the
Aspen to Down Valley corridor can be adequately served by the Rio
Grande alignment and the Commission unanimously prefers the Rio
Grande alignment for the Valley Light Rail System.
NOW, T-K~EFORE, BE IT FURTHER RESOLVED that the Commission
makes the following findings:

1. The current Rio Grande trail can be reconstructed and
relocated in such a way that the Community does not
lose this valuable asset. While the character of the
trail will change, the Commission finds that it is an
equitable trade-off given the enormous
transportation/environmental value that a Valley Light
Rail System offers to the Community.

The Rio Grande is safer, has the fewest conflicts with
the automobile, terminates close to downtown Aspen, is
a publicly owned right-of-way, has good scenic quality,
does not preclude heavy rail, can provide intermodal
transfer service to Snowmass and for the users
dispersed along the Airport/Aspen highway corridor with
a bridge for transit at Brush Creek Road, and does not
have the problems of a Rubey Park or Main Street
terminus.
