HomeMy WebLinkAboutapz.res.017-91A RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION RECOMMENDING TEAT THE ASPEN SKI COMPANY CONTINUE FINANCIAL SUPPORT OF THE FREE SHUTTLE SERVICE BETWEEN ASPEN, BUTTERMILKt AND SNOWMASS VILLAGE Resolution #9~- [~ WHEREAS, the Aspen community has held a common philosophy that the area's ski companies are responsible for transporting skiers; and wHEREAS, the Aspen Ski Company operated a skier shuttle service until the late 1970's at which time it continued its skier transportation responsibilities by contract with the city of Aspen and then with the Roaring Fork Transit Agency when the Agency came into existence; and WHEREAS, the Aspen Planning and Zoning Commission has made land use decisions based on the ongoing support of skier shuttle services by the Aspen Ski Company; and WHEREAS, the Aspen Ski Company has currently withdrawn their financial support to the Roaring Fork Transit Agency for a free shuttle service for skiers and employees between Aspen, Buttermilk and Snowmass Village (winter only); and WHEREAS, the Aspen Ski Company has proposed to substitute the free shuttle service with a fare system that requires individuals to pay for each ride on the shuttle service; and WHEREAS, the Aspen Planning and Zoning Commission has expressed their dismay in the loss of this free shuttle service as this may contribute to increased traffic on the roadways and increased parking impacts in Aspen, Buttermilk, and Snowmass Village; and WHEREAS, several members of the Planning and Zoning Commission recall references made by the Aspen Ski Company during the SPA approval hearings for the Little Nell Hotel/Gondola development that a free shuttle service would be provided as part of this development plan; and WHEREAS, the growth management scores for parking and circulation for the Little Nell Hotel/Gondola development took into account a "firm commitment to proposed van service, valet parking, and employee shuttles" implying that bus service was taken into consideration for the increased skier use at the base of the gondola; and WHEREAS, the development application reiterated that the proposed Little Nell Hotel/Gondola uses were suitable for this specific location because of proximity to the proposed transportation system, the ski area, and the center of town. NOW THEREFORE BE IT RESOLVED by the Aspen Planning and Zoning Commission at its regular meeting on July 2, 1991 that the Planning and Zoning Commission strongly recommends that the City Council should encourage in all ways possible the Aspen Ski Company to continue its financial support of free shuttle service that operates between Aspen, Buttermilk, and Snowmass Village.
