HomeMy WebLinkAboutresolution.apz.005-86RESOLUTION OF THE ASPEN PLANNING AND ZONING CONNISSION RECONNENDING ADOPTION OF A RESOLUTION OF INTEREST IN AEROBUS TO THE CITY COUNCIL OF ASPEN, COLORADO Resolution No. 86-_~ WHEREAS, the Aspen Planning and Zoning Commission (herein- after "Commission") is in the process of updating the Aspen Azea Genezal Plan, 1966; and WEEREAS, the Commission is currently developing the Aspen A£ea Comp£ehenstve Plan~ Transpoztation Element and Downtown Land Use Plan; and WHEREAS, the problems of moving sensitive valley; and WHEREAS, the City Commission is acutely aware of the special people in this narrow and environmentally of Aspen and the Roaring Fork Transit Agency consultant to hensive; and WHEREAS, are currently collaborating with a Transit/Transportation ensure that the Transportation Element is compre- during the process of developing the Transportation Element several elected and appointed officials, as well as many residents of the Valley indicated interest in investigating public transit modes other than buses; and WHEREAS, the staff has researched several alternative transit modes; and WHEREAS, the Commission Railroad proposal and considers private sector an important part planning efforts; and is encouraged by the Roaring Fork proposals like this by the of the valley's long-range Engineering, Inc. investigate, at a in this area; and WHEREAS, a transportation mode of interest known as "Aero- bus", which was developed by Vevey Engineering, Inc. of Switzer- land, is a mode which is of interest to many people in the community due to its low impact on the environment and its attractiveness as a mode of travel; and WHEREAS, at the staff's request representatives of Vevey have visited the Aspen/Snowmass Area to preliminary level, the potentials for Aerobus WHEREAS, Vevey Engineering, Inc. and their representatives Farland and Associates International feel that Aspen offers a unique opportunity for Aerobus and would be willing to explore at no cost to the community, preliminary feasibility/cost of the system and potential financing options, such as leasing or stock arrangements, provided that the elected officials of Aspen, Pitkin County and Snowmass express an interest in the system; and WEEREAS, the Commission feels that Aerobus offers signifi- cant potential for the Plan and that we should invite Vevey and Farland to investigate the cost and financing possibilities of the Aerobus in the Aspen/Snowmass area at this time, while the staff and consultants are developing a long-range transportation plan. NOW, THEREFORE, BE IT RESOLVED by the Commission that it finds that Aerobus is a potential transportation mode which appears to address many of the Community's transportation concerns, such as air quality, environmental impact and attrac- tive travel mode and should be considered as an alternative by the consultant as part of the transit/transportation work in progress. BE IT F~I~THE~ RESOLYED by the Commission that it encourages the City Council of Aspen to convey its interest in Aerobus through a resolution which can be transmitted to Vevey Engineer- ing Inc., along with similar resolutions from Pitkin County and the Town of Snowmass Village for the purpose of showing interest in Aerobus for the Aspen/Snowmass area and for the purpose of asking Vevey to investigate cost and financing options for an Aerobus application in the Aspen/Snowmass area.
