HomeMy WebLinkAboutresolution.apz.010-84RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF ASPEN, COLORADO RECOMMENDING CERTAIN INPROVE~ENTS 'FOR STATE HIGHWAY 82 TO BOARD OF COUNTY COMMISSIONERS OF PITKIN COUNTY, COLORADO AND THE CITY COUNCIL OF ASPEN, COLORADO RESOLUTION NO. 10 (Series of 1984) WHEREAS, the Pitkin County the Pitkin County Board of Commissioners the improvement of the segment of State Maroon Creek and Wingo Junction; and WEEREAS, the Pitkin County Board recommendations from local jurisdictions alternative improvements to State Highway Planning and Zoning Commission and are preparing a plan for Highway 82 located between of Commissioners is seeking in Pitkin County regarding 82; and WHEREAS, the the "Commission") has 82 improvement plans alignments; and Aspen Planning and Zoning Commission (hereinafter reviewed and discussed alternative State Highway at three public meetings and walked alternative WHEREAS, the segment of State Highway 82 between Maroon Creek and Brush Creek Road is experiencing traffic volumes which exceed the safe capacity of the highway and traffic volume projections for the year 1990 resulting in a dangerous condition in the vicinity of the Airport/Airport Business Center; and W~EREAS, the Commission believes the traffic volumes on State Highway 82 will not decrease in the future, but instead will increase thereby increasing danger levels to highway travelers; and WEEREAS, the Commission feels that large traffic jams at the entrance to Aspen are inconsistent with their objectives to maintain a high quality of life and small town character for residents and visitors; and WHEREAS, the Commission acknowledges that although the segment of State Highway 82 between Maroon Creek and Brush Creek Road is in need of upgrading, due to inconvenient traffic delays and safety hazards to pedestrians and bicyclists, the segment of highway between Maroon Creek and Main Street is the segment most in need of immediate upgrading; and WHEREAS, improvements to the segment of State Highway 82 between Maroon Creek and Main Street are being be considered by the Commission as part of the Sketch Plan Process; and WHEREAS, the Commission is respqnsible for planning areas such as the segment of State Highway 82 between Maroon Creek and Brush Creek Road because it is located within a three mile radius of the City of Aspen jurisdiction. NOW, THEREFORE, BE IT RESOLVED by the Commission that it be recommended to the Board of County Commissioners of Pitkin County, Colorado, 1. and the Aspen City Council that: State Highway 82 between Maroon Creek and Brush Creek Road should be upgraded to a fourlane highway. State Highway 82 should remain on the existing alignment if it is physically possible and financially feasible to construct grade separated intersections in the Airport/Airport Business Center vicinity in order to avoid traffic signaliza- tion. If it is not physically possible or financially feasible to construct grade separate intersections in the Airport/Air- port Business Center vicinity a limited access two lane parkway should be developed on the west side of the Airport. 4. Consideration should be given to the development of tunnels or half tunnels at or near existing grade to improve State Highway 82 near Shale Bluffs. 5. The City should proceed with deliberate speed to develop plans for the upgrading of State Highway 82 between Maroon Creek and Main Street.
