HomeMy WebLinkAboutresolution.apz.003-80 RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION RECOMMENDING CONDITIONAL APPROVAL OF THE LITTLE ANNIE BASE AREA CONCEPTUAL PLANNED UNIT DEVELOPMENT AND SUBDIVISION APPLICATION Resolution No. 80- O~ WHEREAS, Little Annie Ski Corporation has filed a Conceptual Planned Unit Development and Subdivision Application as the initial step in procesSing City land use applications required under the Site Specific Agreement among the Little Annie Proponent, the City of Aspen, Pitkin County, the State of Colorado, and the U.S. Forest Service, and WHEREAS, the applicant is also required to file with the City certain rezoning requests, a conditional use application, and preliminary planned unit development and subdivision application, and WHEREAS, the Site Specific Agreement calls for the consideration of a full range.of ~envi'ronmental and socio-economic questions, and such analysis is presently being conducted by an independent consultant team selected by all th~-parties to the Agreement and under contract to Pitkin County, and ~ WHEREAS, the applica~t~ has acknowledged in the conceptual application that "due to the complex interaction of consulting efforts, site planning inform~ation is necessarily vague at thisst~geof the process" and further, tha~ the applicant "fully understands that reliance upon future permit appro- vals is not created by approval at the conceptual stage, the purpose of filing at this time is simply to meet the procedural requirements of the City of Aspen Zoning Code...", and WHEREAS, the applicant anticipates filing a preliminary planned unit development and subdivision application as required under the Agreement sub- sequent to the receipt of the recommendations of the independent consultant team; because of scheduling requirements of the Agreement and the fact that City regulations do not provide for the filing of joint conceptual and pre- liminary applications, the City is considering the conceptual application prior to the receipt of consultant recommendations. NOW, THEREFORE, BE IT RESOLVED that the Aspen Planning and Zoning Commission recommends approval of the Little Annie Base Area conceptual P.U.D. and Subdivision conditional on the following considerations being adequately addressed and resolved in the Preliminary P.U.D. and Subdivision application: 1. The Planning and Zoning Commission is particularly concerned about the transportation impacts of the proposal including circu- lation on Ute Avenue (since no through-circulation can be developed) and the adequacy of programs to assure that existing neighborhoods will not be disrupted by day skier and employee parking. Parking within the employee housing area (43 parking spaces for 67 dwelling units with 105 bedrooms) appears to be indaequate unless an accept- able program prohibiting or limiting employee parking on-site can be developed. 2. The employee housing units should be rental units, restricted in price in accordance with adopted hosuing price guidelines and should be deed-restricted against condominiumization. The number of units to be supplied will be resolved upon submission of the employee analysis currently in preparation. 3. Consultants for Little Annie will work closely with the Engineering Department to resolve that Office's concerns prior to submission of the preliminary application. 4. Consideration of a Conceptual P.U.D. and Subdivision application by the Planning and Zoning Commission is limited by the City Zoning Code to a discussion of the appropriateness of the proposed uses within the area which is the subject of the application. The dis- cussion of the broader questions outlined within the Site-Specific Agreement is presently the sole responsibility of the City Council, as signatory to that Agreement. The Planning and Zoning Commission is prepared to review the information to be submitted as a part of that Agreement and to make recommendations, at Council's request.
