AND ZONING COMMISSION RECOMMENDING
IMPROVING THE TRANSPORTATION SYSTEM BY
RESOLVING AUTO ACCESS AND BUSWAY FEASIBILITY

WHEREAS, the Aspen/Pitkin County Transit/TSM Alternatives Study was
endorsed by the City, County and various community groups in the Spring
of 1977; and
WHEREAS, the Alternatives Study, reinforced by numerous previous
transportation studies, recommended the construction of a busway from
Aspen to Sardy Field; and
WHEREAS, the Planning and Zoning Commission is anxious to develop work-
able solutions and proceed with solving auto access problems to Aspen and
the development of a busway to improve the overall transportation system;
and
WHEREAS, proceeding to the design and construction stage for the
project has been a long and difficult process; and
WHEREAS, with the imminent consideration of the Marolt plan, the City
and County have an excellent opportunity to provide for the necessary
rights-of-way; and
WHEREAS, proposed development on Marolt and traffic generation likely
from approved development at the Water Plant argue for urgent resolution
of alternative alignments, and
WHEREAS, the work program to determine the feasibility of the project
has been prepared and is awaiting Highway Department approval.
NOW, THEREFORE, BE IT RESOLVED that the Aspen Planning and Zoning
Commission recommends to the Aspen City Council that it is imperative at
this time for Council to request the Colorado State Department of High-
ways to proceed as soon as possible, in conjunction with the City and County,
with the necessary planning and techinical work to determine the alignment
for imprved vehicle access to Aspen and to recommend provision of a
busway on the same alignment.
