HomeMy WebLinkAboutresolution.apz.006-80RECORD OF PROCEEDINGS 100 Leaves RESOLUTION NO. _. ~ (Series of 1980) WHEREAS, a review of same to this and on April 14, 1980, the Aspen City Council initiated the Aspen Institute SPA Precise Plan and referred the Co~mnission for our consideration and recolmnendation, WHEREAS~ the Co~aission did hold a public hearing pursuant notice and in accordance with Article XII of Chapter 24 of the Municipal Code of the City of Aspen. NOW, HEREFORE, BE IT RESOLVED BY THE PLANNING AND ZONING T ~ COMMISSION OF THE CITY OF ASPEN, COLORADO; Section 1 to That in addition to the facts attached hereto as Exhibit "A", the lng: recited in the ordinance Co~aission finds the follow- e The property remains as the largest undeveloped tract of land within the City of Aspen and its development will have significant ii,pact on the Aspen Co~nunity. In Section 2 paragraphs (b) and (d), move "kitchen" from the permitted uses defined under miscellaneous facilities to the permitted uses defined under food and beverage facilities. In Section 5, add language to indicate that a minimum number of employee units will be required. The van system shall be sized to provide a high level of service to guests with emphasis on the airport as a deterrent to private and rental car usage. In the event peak loadings on arrival days exceed van capacity, arrangements shall be made with local cab companies to provide service. Further, the Con~ission will require the Aspen Institute to prepare and submit materials defining the program development of the facility and proposed marketing strategies. Preference will be given to the year-round emphasis of programs and the marketing of the programs on the American Plan. PUD approval shall be conditioned on approval of said programs and the Aspen Institute operating the facility in compliance with the same. The above requirements are not exhaustive. The Commission will endeavor to work with the Aspen Institute during the PUD process to identify and mitigate any other adverse effects to the neighborhood or the City as a whole.
