HomeMy WebLinkAboutresolution.apz.008-80 RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION REGARDING THE ASPEN INSTITUTE S.P.A. Resolution No. 80 - ~ WHEREAS, the Planning and Zoning Commission, on May 16, 1980, made a recommendation to the Aspen City Council regarding proposed Ordinance #80-21, approving a Specially Planned Area for the Aspen Institute, and WHEREAS, the Planning and Zoning Commission recommended approval of the proposed ordinance subject to certain conditions and recommended language revisions, and WHEREAS, one of the recommended revisions involved the definition of conference center and included language to the effect of guaranteeing full day use of conference facilities and intense, educational conference usage of the property, rather than more tourist-oriented conference use, and WHEREAS, this Commission believes strongly that this distinction is key to any exemption for the Institute from the provisions of the Growth Management Quota allocation system, and without this distinction, the Growth Managment Plan is seriously undermined, and FURTHERMORE, the lack of such conditions raises the greater possibility of the property being used as a common tourist hotel, with the attendant impacts on site and to the surrounding neighborhood, NOW, THEREFORE, BE IT RESOLVED by the Aspen Planning and Zoning Commission, in recognition of the action of City Council on first reading of Ordinance #80-21 deleting the Aspen Planning and Zoning Commission's recommended language, the Commission advises the Aspen City Council that its motion on the proposed Ordinance #80-21 would have been a recommendation of denial.
