HomeMy WebLinkAboutresolution.apz.015-81 RESOLUTION OF THE ASPEN PLANNING AND ZONING COMMISSION ENDORSING THE 1981ASPEN-PITKIN COUNTY AIRPORT MASTER PLAN UPDATE Resolution No. 81 - 15 WHEREAS, the Airport Master Planning Consultant, with the assistance of a Technical Steering Committee and Aspen-Pitkin County Staff did recently complete an update of the Aspen-Pitkin County Airport Master Plan as an amendment to the 1966 Aspen Area General Plan; and WHEREAS, Colorado Statutes (Section 30-28-110) require that since the airport lies within two miles of the City of Aspen, the amendment to the master plan must be referred to the Aspen Planning Commission or the Aspen City Council for their formal recommendations regarding the plan within fourteen days; and WHEREAS, the Aspen Planning and Zoning Commission has reviewed the contents of the executive summary of the master plan update and finds that it agrees with the technical conclusions and recommendations contained within that report. NOW, THEREFORE, BE IT RESOLVED by the Planning and Zoning Commission of the City of Aspen that it does hereby endorse the 1981Aspen-Pitkin County Airport Master Plan Update and does hereby recommend that the Pitkin County Planning and Zoning Commission adopt said plan as an amendment to the Aspen Area General Plan of 1966. BE IT FURTHER RESOLVED by the Planning and Zoning Commission of the City of Aspen that it does hereby indicate to the Pitkin County Planning and Zoning Commission that it has the following reservations regarding the contents of the 1981Aspen-Pitkin County Airport Master Plan Update: 1. The Aspen Planning and Zoning Commission concludes that it may be in the best long term interest of the community at large for Highway 82 to be moved entirely along the river bluff so that there is a maximum amount of land area between the runway and the highway for an integrated transportation center. The Aspen Planning and Zoning Commission recom- mends that no airport development activities be taken which will preclude the construction of this road alignment at some point in the future, since, this alternative may provide the greatest opportunity for ultimate development of the Airport property and for the optimum improvement of Highway 82. 2. The Aspen Planning and Zoning Commission believes that in their role as a comprehensive planning commission, it is important that all aspects of the planning for the airport vicinity be examined in an integrated fashion. The Aspen Planning and Zoning Commission recommends that as each portion of our transportation planning for this area is com- pleted, including the Busway Feasibility Study, the bus maintenance facility design and the transportation center, the plans should be compared for consistency and appropriate amendments be made to insure that we do not preclude any of our ultimate development plans. It is felt to be particularly important at this time that we insure that the location and site design of the bus maintenance facility does not inter- fere with the proposed alternative alignments for Highway 82. 3. The Aspen Planning and Zoning Commission prefers that any extension of the runway proceed in a northerly, as opposed to a southerly, direction, since an extension to the south might negatively impact the Holiday Inn and other properties even closer to the City of Aspen.
