HomeMy WebLinkAboutresolution.apz.016-81 RESOLUTION OF THE PLANNING AND ZONING COMMISSION OF ASPEN, COLORADO, RECOMMENDING A JOINT PUBLIC HEARING WITH THE HISTORIC PRESERVATION COMMITTEE TO CONSIDER THE HISTORIC DESIGNATION OF STRUCTURES Resolution No. 81 - I~ WHEREAS, the Historic Preservation Committee has reviewed the following group of structures and sites based on the guidelines and standards in Sec. 24-9.3 of the Aspen Municipal Code and found them to be worthy of historic designation, and WHEREAS, the owners of these properties have sent written replies opposing designation, or have not yet responded, and WHEREAS, all properties on this list were in the "Excellent" or "Exceptional" category of the Inventory of Historic Sites and Structures for the City of Aspen, and WHEREAS, the Planning and Zoning Commission has completed a preliminary review of the historic designation of these properties according to the criteria of Sec. 24-9.5 of the Aspen Municipal Code and approves said designa- tion at this stage of review, and WHEREAS, both the Historic Preservation Committee and the City Council have adopted the stance of pursuing designation of "Excellent" and '~Exceptional" structures even without owner approval, and WHEREAS, according to Sec. 24-12.7 of the Municipal Code, building permits shall not be issued for these properties for a period of one year following the date of this resolution unless Council should, by resolution, refuse to further consider such amendment, or if an ordinance adopting the proposed amendment (or one similar to the proposed amendment) has not been passed on second reading by Council within the one year time period, all building permits applied for during such period which otherwise conform to the existing zoning regulations shall issue. NOW, THEREFORE, BE IT RESOLVED by the Planning and Zoning Commission of Aspen, Colorado, that the following list of structures be reviewed at a joint public hearing of the Historic Preservation Committee and the Planning and Zoning Commission for furthering the process of recommending to the City Council the application of an H, Historic Overlay, to the zoning of these properties: 1. 201 E. Hyman 2. 208 E. Hopkins 3. 214 E. Bleeker 4. 530 W. Hallam 5. 201W. Francis 6. 234 W. Francis 7. 525 N. Second 8. 311Gillespie 9. 714 N. Third 10. 442 W. Bleeker ll. 232 E. Hallam AND, LET IT FURTHER BE RESOLVED that in addition to the review criteria in the memo dated 17 November 1981, specifically (as per Section 24-9.5): a) Its relationship to the Aspen Area General Plan; b) The effect of designation upon the surrounding neighborhood; c) Such other planning considerations as may be relevant to the proposed designation; that the substance of the individual protest (of the property owner) from the joint public hearing be included as part of the Planning and Zoning Commission's recommendation to Council. Approved by the Aspen Planning and Zoning Commission at its regular meeting on November 17, 1981.
