Re: Commendation of Charles T. Collins
for his Many Contributions to Planning
Functions in Aspen
WHEREAS, Charles T. Collins, better known as Chick, has served on the
Aspen Planning and Zoning Commission continuously since August 17, 1970,
serving most recently as its Chairman since February 24, 1976, and
WHEREAS, Chick Collins has served the City in these important capacities
since the inception of the joint City/County Planning Program, has given
unsparingly of his time, and demonstrated extraordinary commitment in the
shaping and development of planning policy which now serves to guide this
community and its leaders. He has done so in a decade when the City of Aspen
and Pitkin County made hard choices in the face of rapid growth and has
successfully contributed toward the implementation of policies and programs
designed to forestall environmental deterioration, manage growth at acceptable
rates, sustain Aspen as a community of residents as well as a resort, promote
excellence in urban design, and foster smooth functioning of City services
and activitf~e~ and
WHEREAS, Chick has contributed a great deal of know]edge and insight
throughout his tenure to, among others, the fo]lowing major planning accomplish-
ments:
1. The development of zoning and subdivision regulations for the City
of Aspen in the early 1970s.
2. The creation and adoption of City-wide goals for the future land
use and development for the City of Aspen, later incorporated in
the still referenced Aspen Land Use Plan of 1973.
3. A series of dramatic amendments to the zoning plan for the City of
Aspen adopted in 1975 and which today still serve to balance the
mix of residential, commercial, and lodge uses within the City
and to allocate those uses to areas most suitable for them.
4. The implementation of special reviews specifically designed to prevent
environmental degradation, to promote good urban design, and
generally to maintain the excellence of natural as well as urban
features of the City of Aspen. These reviews include the 8040
Greenline, Viewplane and Stream Margin criteria incorporated
within the Aspen Zoning Code.
5. Participation on the Citizens Advisory Board of Transportation
which took a hard look at the problem of automobile congestion
within and around the City of Aspen and formulated major but
viable solutions within a plan for long range development of
alternative transportation modes in and around Aspen and between
Aspen and Snowmass, as well as to link Aspen to down valley areas.
6. Over a period of about l½ years to shape the important additional
element of Aspen and Pitkin County's planning and guidance, that
of policy for managing the rate of growth in residential, lodge
and commercial facilities. His leadership provided guidance leading
to the adoption of the Aspen/Pitkin Growth Management Policy Plan
adopted in 1977 as well as in the creation of a comprehensive ordinance
for the implementation of the Growth Management objectives which
serves as a fair and workable system for the allocation of limited
numbers of development permits.
7. Assistance in the drafting of a conceptual plan for the functional
improvement as well as aesthetic revitalization of the downtown urban
core.
8. Participation in the developing policy, techniques, and incentives
for the promotion of additional housing to meet the great need for
employee housing as well as to maintain current levels of existing
housing stock, all in an effort to sustain Aspen as a viable
community of persons with a range of economic and social backgrounds, and
WHEREAS, throughout his extended tenure, Chick demonstrated outstanding
qualities of leadership, careful analysis of the issues, and fairness in the
conduct of the business of the Aspen Planning and Zoning Commission. The
Aspen Planning and Zoning Commission as well as the staff of the City of
Aspen think it fitting that these traits have been recognized by his election
to the Aspen City Council, where he will continue to serve the City well in
a new capacity.
NOW, THEREFORE, BE IT RESOLVED by the Planning and Zoning Commission for
the City of Aspen, Colorado:
1. That Chick Collins be, and hereby is, commended for his many contributions
to the workings of the Aspen Planning and Zoning Commission which have
facilitated the implementation of many planning goals and the objectives

That it be k_ncx~that the staff of the City as well as the members
of this Commission will miss the leadership Chick has provided
and wish him great success in his new endeavor as City Council
Member. All of us will enjoy working with him in this new capacity.
That this commendation be made a matter of public record and that
a copy hereof be forwarded to Chick Collins on its adoption.
