Re: Recommendation for Adoption of R-15-A Zone District
WHEREAS, the Aspen Planning and Zoning Commission held a public hearing
on Tuesday, June 19, 1979, to consider the adoption of an amendment to the
Aspen Zoning Code, which amendment would amend Section 24-3.2 and Section 24-3.4
by the addition of a new zone district, R-15-A, and
WHEREAS, the amendment proposed would establish uses and area and bulk
requirements in an R-15-A zone similar to that in the R-15, with the exception
that duplexes would only be allowed if 50% of the units (one unit) were restricted
to low, moderate, or middle income price guidelines, and
WHEREAS, this Commission heard testimony from the Planning Office that the
adoption of an R-15 subzone was necessary in light of recent and anticipated
annexations of County R-15 zoned land into the City. There is a discrepancy
in the density between the R-15 zoned land in the County, which does not permit
duplexes, and that R-15 zone district in the City which does. The Planning Office
recommended that the City not incur a doubling of density simply by the textual
differences between City and County Codes, and
WHEREAS, the Planning Office did recommend that public interest would be
served by allowing density increases in newly annexed R-15 areas, if that
density increase would consist of additional units of employee housing, which
is appropriately located in areas close to the urban center of Aspen. The
density increase would then serve to promote employee housing objectives while
not undermining the objectives of the Aspen/Pitkin Growth Management Policy
Plan, and
WHEREAS, this Commission finds that the other permitted uses, as well as
area and bulk requirements, are enough similar between the County's R-15 and
the City's R-15 zone district, so as to permit the adoption of the City's R-15
area and bulk requirements as is.
NOW, THEREFORE, BE IT RESOLVED by the Aspen Planning and Zoning Commission
that it does hereby recommend to the Aspen City Council the following amendments
to the Aspen Municipal Code:
1. Amend Section 24-3.2 by the addition of a new zone district, R-15-A
to read as follows:

2. Amend Section 24-3.4, Area and Bulk Requirements, by the addition of
R-15-A under R-15 such that all area and bulk requirements of R-15 shall
apply in the R-15-A zone district.

Commission.
