short-term market and the Commission feels that it is imperative that all units
in the Lodge zone continue to be available for short-term occupancy, and

in an undesirable change in the character of the Lodge zones by the elimination
of the personal touch of a wide range of on-site rental and management services,
and

4. Condominiumization would reduce the lodge aspects of the property by
disintegrating management, reservations, maintenance, and other
beneficial services, and

pressures for the different owners to go in different directions with
regard to rental price, use, management, and
6. The Commission believes it to be impossible to create an agreement
or restrictive covenant which is a sufficient guarantee against the
possible abuses envisioned, and

district place additional pressure on surrounding residential zones
for lodge development.
