ZONING AND HISTORIC PRESERVATION
COMMITTEES RECOMMENDING ESTABLISHMENT
OF THE MAIN STREET HISTORIC DISTRICT
WHEREAS, Article IX of Chapter 24 of the Aspen Muni-
cipal Code establishes procedures for the designation, within
the City of Aspen, of historic districts when such areas meet
the criteria for and purposes of historic designation, and
WHEREAS, the Aspen Planning and Zoning Commission
(P and Z) and Aspen Historic Preservation Committee (HPC) have
been presented with evidence supportive of the designation of the
followina areas of the city as historic
all of those properties abutting
(on the north and south) Main Street
between Monarch and Seventh Streets,
and all of Paepcke Park within the
City of Aspen, Colorado,
which proposed district has been denominated the "Main Street
Historic District", and
WHEREAS, the HPC has, in its resolution dated July ~ ,
1976, reported that its preliminary investigation of the Main
Street Historic District has shown that Main Street
1. has character, interest and value as part of
the development, heritage and cultural charac-
teristics of the city;
2. exemplifies the cultural, political, economic,
social and historical heritage of the community;
3. includes many structures which portray the environ-
ment of a group of people in an era characterized
by distinctive architectural styles; and
4. contains structures which, in addition, contain
elements of design, detail, material, and crafts-
manship representing significant architectural
styles, and
WHEREAS, on receipt of the HPC resolution the P and Z,
at its meeting held July 20, 1976, did give preliminary approval
of the proposed designation and set a joint HPC and P and Z
public hearing on the matter for August 17, 1976, and
WHEREAS, the announced joint public hearing has
been conducted and, subsequent to such hearing, the HPC and
P and Z are required to submit their report, their comments
on, and their recommendations to the City Council with respect
to the proposed district, and
WHEREAS, it is the intention of the HPC and the P and Z
that this joint resolution constitute their report and
recommendations required by Section 24-9.6 of the Aspen Munici-
pal Code,
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING AND
ZONING AND HISTORIC PRESERVATION COMMITTEES OF THE CITY OF ASPEN,
COLORADO,
1. That the HPC does reaffirm its findings
itemized in its Resolution dated July 13, 1976, and does
recommend to the City Council the establishment of the Main
Street Historic District.
2. That the P and Z does find, with respect to the
proposed district, that it is compatible with the Aspen Area
General Plan, and, in addition:
(a) The Main Street Historic District will
enhance a recently stated policy of the
P and Z to preserve historic buildings and
sites within the City;
(b) The Main Street Historic District will also
reinforce another recently stated policy of
the Commission, that is, by insuring the
retention of historic buildings the district
will strengthen the city's economic base by
enhancing the tourist experience;
(c)The Main Street District will complement the

P and Z's pending amendments to the O -
Office District and insure that new develop-
ments are visually compatible with Main
Street's historic appearance, and
(d) The Main Street Historic District will comple-
ment the residential districts north and
south of Main Street and offer a comfortable
transition between the more intense activities
on Main Street and the adjacent residential
districts
and, consequently, the P and Z does join with the HPC in
recommending to the City Council the establishment of the
Main Street Historic District for the area and in the manner
proposed.
