CITY OF ASPEN PLANNING & ZONING
RESOLUTION
WHEREAS, transportation problems exist in the Aspen Area which
include vehicular congestion on the State Highway through the
City of Aspen as well as west and east of Aspen and by conditions
which endanger the safety of those using the highway west of Aspen
and conflicts between vehicular and pedestrian traffic, inadequate
parking spaces and vehicular congestion in the central area of the
City of Aspen; and
WHEREAS, a transportation-circulation system plan together with an
open space network plan are the major design elements of the
community and the factors which influence land development and
determine the extent of the communities reliance on the automobile; and
WHEREAS, there is a need to consider the exclusion of the automobile
in the central area of the Cityof Aspen and to consider limiting the
number of automobiles that can enter the City of Aspen and a need
exists to integrate highway plans with a total transportation-circulation
system plan to comprehensively solve the above mentioned problems; and
WHEREAS, the responsibility, in part, to avoid further problems which
will result from transportation planning which does not reasonably
integrate land use, airports, highways, mass transportation and the presen~
status of planning and development in the Aspen Area by assisting
in the formulation and implementation of a comprehensive transportation-
circulation plan.
NOW, THEREFORE, BE IT RESOLVED, that the Cityof Aspen Planning and Zoning
Commission shall propose a plan which will provide solutions to the
problems within the City of Aspen of vehicular and pedestrian conflicts,
vehicular congestion and inadequate parking and which will propose a
transportation-circulation plan for the central area of the City of Aspen.
BE IT FURTHER RESOLVED, that the City of Aspen Planning and Zoning
Commission shall develop jointly with the Pitkin County Planning and
Zoning Commission an Aspen transportation committee and the State Highway
a
Department/highway plan~ which is in balance with and part of a compre-
hensive transportation-circulation system plan which will encourage the
use of the highway corridor for mass transportation as well as for the
use of the automobile, which will consider limiting the number of
automobiles entering the City and which will consider alternative
highway alignments.
PREAMBLE
The Planning Commission has taken note of the fact that
two planning questions appear on the ballot for the November 3rd
General Election. After due consideration, it is the consensus
of the Commission that:
1. - The questions, as worded, are an oversimplification
of complex issues.
2. - Public referendum on specific planning questions is of
greater value if alternative plans and their implications have been
studied and made public and the alternatives appear on the ballot.
3. - Since the examination of alternative plans has not in
this instance been undertaken, the information obtained from the
questions raised on the November 3rd ballot will be of limited value

NOW, THEREFORE, BE IT RESOLVED that the City of Aspen Planning
and Zoning Commission shall as a matter of first priority, propose a plan
which will provide solutions to the problems within the City of Aspen of
vehicular and pedestrian conflicts, vehicular congestion and inadequate
parking and which will propose a transportation-circulation plan for the
central area of the City of Aspen.
BE IT FURTHER RESOLVED, that the City of Aspen Planning and
Zoning Commission shall develop jointly with the Pit'kin County Planning
and Zoning Commission the Aspen Transportation Committee and the State
Highway Department a highway plan which is in balance with and part of a
comprehensive transportation-circulation system plan which will encourage
the use of the highway corridor for mass transportation as well as for the
use of the automobile, which will consider limiting the number of
automobiles entering the City and which will consider alternative highway
alignments.

ASPEN P~INNING & ZONING COMMISSION RESOLUTION
WHEREAS, it is the intention of the City of Aspen Planning
and Zoning ComMission to adopt a transportation plan which shall
be included in the 1966 Aspen Area General Plan as an amendment
thereto, and
WHEREAS, the alternative highway alignments for the west
entrance of highway 82, prepared by Alan Mo Voorhees & Assoco Inc.
have been analyzed by the Planning and Zoning Commission,
NOW THEREFORE BE IT RESOLVED, that the Planning and Zoning
Commission's findings concerning the west entrance of highway 82
to Aspen are as follows:
1) The preferred method of relieving highway congestion
at the entrance to Aspen is by providing a transit system
2) That the final highway entrance should not be determined
indePendently of an alignment for a transit system°
3) The possibility of implementing ~ bus transit system
should be investigated with the City of Aspen, Pitkin County,
Aspen Skiing Corporation and Aspen Highlands~'~z~-
4o Engineering design drawings, environmental impact
statements and field inspections will be necessary for the Planning
and Zoning Cormnission to resolve the alignment of the west highway
entrance°
5° That the Planning and Zoning Commission is desirous
of developing a partnership approach with the highway department
so that the plan for the final highway entrance can be developed
as a joint community-highway effor~ ~ ~ ~ ~
