--HI- 9 MEMORANDUM TO: Aspen Historic Preservation Committee FROM: Amy Amidon, Historic Preservation Officer RE: 420 E. Main Street- Extension of conceptual approval DATE: August 10, 1994 Under Section 7-601-3(c), an "application for a final development plan must be filed within one year of the date of approval of a conceptual development plan. Unless an extension is granted by the HPC, failure to file such an application shall render null and void the approval of a conceptual development plan previously granted by the HPC." At this time, the applicants for the proposed development at 420 E. Main Street request a six month extension of their conceptual approval. The project originally received conceptual approval on August 25, 1993 by a vote of 6-0. The applicants intend to begin construction in Spring 1995. Staff recommends HPC approve a six month extension for conceptual approval at 420 E. Main Street.

Galena Aspen, CO 81611 RE: Galena Plaza - HPC Conceptual Approval Extension Dear Ms. Amidon: Please consider this letter a formal request for a six month extension of the HPC conceptual approval for Galena Plaza. This approval was originally granted on August 25,1993, and will expire on August 24, 1994. A six month extension of this approval would expire on February 25, 1995. Since receiving our conceptual approval and GMQS allocation, we have been concentrating on the rehabilitation of the existing apartment building. To date, we have refurbished the interiors, removed the asbestos, upgraded the electrical systems, brought the exterior rail up to code and painted the exterior of the building. We are now ready to focus on the commercial side of the project. We are requesting the six month extension in order to give us ample time to design and prepare our contract documents. TE W MEMORANDUM TO: Aspen Historic Preservation Committee FROM: Amy Amidon, Historic Preservation Officer RE: 520 Walnut Street, Landmark designation DATE: August 10, 1994 SUMMARY: The applicant requests landmark designation of the property at 520 Walnut Street. There are two structures on the site, a miner's cabin built in approximately the 1880's and what appears to be a miner's cabin which has been very much altered and added on to. APPLICANT: Gretchen Greenwood-Ortiz and Michael Ortiz, owners. LOCATION: 520 Walnut Street, Lot 8 and the north half of Lot 9, Block 3, William's Addition to the City of Aspen. PROCEDURE FOR REVIEW: Landmark Designation is a three-step process, requiring recommendations from both HPC and P&Z (public hearings), and first and second reading of a Landmark Designation Ordinance by City Council. City Council holds a public hearing at second reading. LOCAL DESIGNATION STANDARDS: Section 24-7-702 of the Aspen Land Use Code defines the six standards for local Landmark Designation, requiring that the resource under consideration meet at least one of the following standards: A. Historical Importance: The structure or site is a principal or secondary structure or site commonly identified or associated with a person or an event of historical significance to the cultural, social or political history of Aspen, the State of Colorado of the United States. Response: This standard is not met. B. Architectural Importance: The structure or site reflects an architectural style that is unique, distinct or of traditional Aspen character. Response: This house is a good example of a simple worker's cottage which has only minor alterations on the interior and exterior. It is a traditional rectangular, gable roofed Victorian structure and has double hung 1
windows and a front door with arched 1/2 lites which were typical in that era. The clapboard siding appears to be original. Alterations which have been made to this structure are the picture window on the south elevation and the standing seam metal roof. C. Architectural Importance: The structure or site embodies the distinguishing characteristics of a significant or unique architectural type or specimen. Response: This standard is not met. D. Architectural Importance: The structure is a significant work of an architect whose individual work has influenced the character of Aspen. Response: The architect or builder is unknown. E. Neighborhood Character: The structure or site is a significant component of an historically significant neighborhood and the preservation of the structure or site is important for the maintenance of that neighborhood character. Response: The house is one of three historic residences on Walnut Street. Walnut and Spruce Streets once formed a small neighborhood which was directly adjacent to the Smuggler Mine operation. This area undoubtedly served as worker housing. Today, the base of Smuggler Mountain is densely developed, primarily as housing for local workers. Preservation of the remaining Victorian structures which are scattered throughout the neighborhood is important in providing some reference to the type of mining era development which once characterized this area. F. Community Character: The structure or site is critical to the preservation of the character of the Aspen community because of its relationship in terms of size, location and architectural similarity to other structures or sites of historical or architectural importance. Response: This site is representative of the modest scale, style and character of homes constructed during the mining era, the community's primary period of historic significance. Recommendation: Staff recommends HPC approve Landmark 2

ATTACHMENT 4 REVIEW STANDARDS: APPLICATION FOR HISTORIC DESIGNATION 1. WRITTEN DESCRIPTION OF THE PROPOSAL: The property at 520 Walnut has a 12 foot by 20 foot Victorian miners cabin located on the property. The miner's cabin is original to the property, yet it has been relocated on the property a number of times throughout its history. The cabin presently sits on a wood foundation, and it is our plan to add a concrete foundation with red sandstone facing. The miner's cabin is in its original condition with original siding. The only alteration to the structure has been a new red standing-seam roof that was added in the 1970's. Our intentions are to replace this roof with a more authentic material. The Historic Preservation Commission would be reviewing my selection of materials. It is our intention to have the cabin historically designated, as we plan to move it on the site to a place where it will remain a detached building from the new main house, that we are in the process of planning. The relocation of the miner's cabin to another location will allow the building to remain as a separate structure and to be preserved in its original condition. The proposed structure for historic designation must meet at least one of the review standards for historic designation. This cabin meets many of the following review standards: A. Historical Importance. The miner's cabin is a principal building to the mining era of Aspen. More than likely, the miner who built and owned this cabin worked in the Smuggler Mine, due to the proximity of the cabin to the historic mine. B. Architectural Importance. The structure reflects the unique Miner's cabin architectural style, one room building that is unique to the history of the Silver Mining era of Aspen.
C. Architectural Importance. The miner's cabin structure is a unique architectural type for the mining era of Aspen, reflecting the lifestyle of the miner during the Victorian era of Aspen. E. Neighborhood Character. This cabin was probably at one time in a neighborhood of many miner's cabins, that were used by the miners close to the base of the Smuggler Mine. A few old buildings are evident in the neighborhood. The preservation of this building in this neighborhood would further maintain the neighborhood history of the community of miners that lived at the base of Smuggler Mine. F. Community Character. The preservation of this structure further preserves the mining history of Aspen. In closing, this building fortunately is in a pristine historical condition. By designating this building as a landmark, this building that reflects a particular history of Aspen will be restored and preserved.
