Cooper Avenue, Piranesi- Minor Development DATE: November 10, 1993 SUMMARY: The applicant requests HPC approval for a retractable awning, 1319" long and 3-4'0" deep. APPLICANT: Piranesi, Inc., represented by Lyn Bair and Rachel Bauer. LOCATION: 521 E. Cooper Street, the east 22 1/2 feet of Lot C, all of Lots D,E and F and the west 25 feet of Lot G, Block 96, City and Townsite of Aspen. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District must meet all four Development Review Standards found in Section 7-601 of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in character with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in an "H,"Historic Overlay District or is adjacent to an Historic Landmark... Response: The Aspen Grove building (521 E. Cooper St.) was constructed in 1960, and is located in the Commercial Core Historic District, between four Aspen Landmarks. The building is "u-shaped, " and disrupts the edge created by the historic buildings, which abut the sidewalk. Awnings may serve to reconnect the courtyard with the pedestrian and the street. The proposed awning will match those which currently exist on this building in color and design. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: Awnings can be found throughout the Commercial Core. 3. Standard: The proposed development enhances or does not detract from the cultural value of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: The awning does not affect the cultural value of any designated historic structures. 4. Standard: The proposed development enhances or does not diminish or detract from the architectural integrity of a designated historic structure or part thereof. Response: No historic structure is directly impacted by this proposal. ALTERNATIVES: The HPC may consider any of the following alternatives: 1) Approve the Minor Development application as submitted. 2) Approve the Minor Development application with conditions to be met prior to issuance of a building permit. 3) Table action to allow the applicant further time for restudy. (specific recommendations should be offered) 4) Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends HPC approve the Minor Development application as submitted. In Compliance of the review standards relevanl to the Development Application: 1 The proposal is using the same proportion, shaped and colored awning as the rest of the Aspen Grove Building to integrate the 521 East Cooper Avenue storefront articulation with the rest of the building. There is 6" high white lettering for the identification of the store which conforms with the other lettering used for signage on the awnings of the Aspen Grove Building. This lettering Is minimum . sized to be read from the streetscape by pedestrians but as well to be well proportioned for the awning valance. i The awning proposal complies with Section 4506, Awnings of the Uniform i Building Code 1988 edition. It is to be built of a noncombustible frame with a fabric combustible covering. It is retractable to be folded against the supporting building, and does not block any exits from the 521 East cooper Avenue storefront or other surrounding this storefront. The awning will not extend more than 7'-0" from the face of the supporting building, nor is it nearer than 2 feet to the face of the nearest curb line measured : horizontally. Aspen Grove Building, which will match the other ground (first) floor existing green awnIngs on the Aspen Grove Building. 2. The existing structure includes a brick veneer wall with a dark arlodizea aiuminurn storefront with green awnings at specific storefronts. This proposal will enhance the existing building with a green awning with a retractable noncombustible Structure to match the existing ones on the Aspen Grove building. The addition of a green retractable awning to 521 East Cooper Avenue at the Aspen Grove Build inc Integrates the structure with the character of the Historic Overlay District by using a common architectural feature, tile awning, to reduce the scale of larger Aspen Grov Building and enforce a human scale link between the street edge and the stepped buliding. The all the green awnings of the Aspen Grove Building tie together and integrates the stepped back storefronts of the building with the the courtyard po,·lion of the structure. Since the historic structures have a clear relationship with the street edge it is critical that newer structures such as the Aspen Grove building use architectural features to integrate with the street edge and thus a very minor addition to structure like the Aspen Grove Buiiding makes it mole compatible in character with designated historic structures ' b. The proposed development reflects and 13 consistent with the character of :tie neighborhood since traditionally tile Aspen des!gnated historic structures have a proportion and scale which Is compatible to human scale and the addition of an awning at an eight foot higth to the 521 East Cooper Avenue storefront will only improve the human scale proportions of the Aspen Grove Building. The awnings act as a mediator between the pedestrian and the newer non historic structures. The brick and white sided Structures across the street from the Aspen Grove Building use awnings as well to break their vert,cal scale. Main Street- Worksession DATE: November 10, 1993 SUMMARY : The MacDonald's are concerned with the amount of street dust and polluted air which settles around their property, because it sits in a low area of Main Street. They would like to discuss some sort of fence which could be constructed on top of the retaining wall around their property to block out some of the dirt. Staff feels that a fence is unlikely to solve the problem. In addition, the Design Guidelines only allow a 3-4'0" fence to the front of a structure, and the retaining wall is really already several feet high. Some sort of landscaping plan seems to be the best solution. The Planning Dept. recommends a layering of evergreen and deciduous shrubs. Cooper, Unit 406- Minor Development DATE: November 10, 1993 SUMMARY: The applicant was issued a red-tag by the Building Department for beginning construction on a skylight without a permit, and now seeks HPC approval for the light. The building is located in the Commercial Core Historic District. APPLICANT: James Nowery, represented by Don Westerlind of Alpine Construction. LOCATION: 520 E. Cooper, Unit 406, Lots N,O,P and Q, Block 95, City· and Townsite of Aspen. PROJECT SUMMARY AND PROCEDURE FOR REVIEW: All development in an "H," Historic Overlay District must meet all four Development Review Standards found in Section 7-601 of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in character with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is an "H, " Historic Overlay District or is is adjacent to an Historic Landmark... Response: HPC has expressed a concern for the amount and dimensions of rooftop equipment/skylights which cover the roofs of many buildings in~the Core. The proposed skylight will projectifour feet'off of the roof deck and Will be visible fromx upper . story windows in many surrounding buildings. Staff finds that the skylight, as designed is unnecessarily large and not compatible with the rest of the District. The applicant also proposes four halogen lights which are to point up into the light. These would dramatically increase the exterior visibility of the skylight a n d are unnacceptable. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: Rooftop equipment is found throughout the District, but HPC is attempting to limit such development as much as possible, as Aspen is viewed three dimensionally from the surrounding mountains. 3. Standard: The proposed development enhances of does not detract from the cultural value of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: Rooftop elements which are easily visible detract from the historic character and cultural value of the District. 4. Standard: The proposed development enhances or does not diminish or detract from the architectural integrity of a designated historic structure or part thereof. Response: No historic structure is directly affected by this proposal. ALTERNATIVES: The HPC may consider any of the following alternatives: 1) Approve the Minor Development application as submitted. 2) Approve the Minor Development application with conditions to be met prior to issuance of a building permit. 3) Table action to allow the applicant further time for restudy. (specific recommendations should be offered.) 4) Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends HPC deny the application as submitted, and directs the applicant to significantly decrease the overall size and height of the skylight.
