Minutes of November 17, 1993
Meeting was called to order by chairman Bill Poss with Joe
Krabacher, Donnelley Erdman, Les Holst, Jake Vickery, Roger Moyer,
Karen Day and Linda Smisek present. Martha Madsen was excused.
COMMITTEE AND STAFF COMMENTS
Amy: I feel signs are an issue that possibly we should review.
If it is a major sign I could defer to this Board and if it is
minor just do a Staff sign off.
Bill: Signs should be addressed in our guidelines.
Amy: Colorado National Bank is having a drive-through that will
be lighted up after dark. The teller cannot see the person in the
car right now and it is an uncomfortable situation. They want to
do something with lighting and are proposing eight foot long
florescent dual tube lights with a diffusing lens. They are
presumably to be on only for one hour after dark.
Karen: It seems to be a lot of light to me and possibly they
should use incandescent.
Roger: I feel the applicant should call Rising Sun to do an
energy efficient system. They will probably end up with a compact
florescent with a reflective shield which is all they would need.
Amy: They presently have 50 watt bulbs in cans and the light just
hits the car barely.
Karen: Maybe the light from the can is throwing a shadow on the
person and all it needs is to be dropped down.
Amy: The interior lights are causing a glare on the bullet proof
glass. The person inside cannot see out that well.
Bill: Staff and a monitor can work with the applicant.
Roger: Has anyone seen the Aspen Times building. Above the
windows there was a false front and it has always looked like logs
and chinking. What has happened now is that the false front is now
painted a solid paint color and they have also done it without any
preparation or concern of temperature etc. We need to work on
that manual how to protect old wood.
Bill: What about putting on an annual news letter on preservation
and send it to everyone on our inventory. Then they see individual
problems and can identify. Also there are preservation briefs on
painting etc.
Roger: I feel we should call in the owner of the Times and explain
the process.

Joe: That would be a good idea.
Bill: We usually get them too late and the idea of the newsletter
is to get the information out before the work is done.
Bill: I have an announcement to make, the engagement of Roxanne
Eflin to Mike Alvino on Nov. 7th, 1993 and the wedding year will
be announced. She also announced that they have purchased a new
home and are moving in by the year end.
OLD BUSINESS - PARKING METERS
Randy Ready, parking/transportation director for the City of Aspen:
We will be discussing aesthetics and location in particular with
the multi-space parking meters. The issues outstanding are
locations, and what they look like in terms of where and how they
are mounted and signage. City council does have an April 15th
implementation date for the transportation implementation plan
which includes the commercial core, parking control, Buttermilk
intercept lot, free shuttle service running to and from that area.
Also dramatically increased RFTA service throughout the valley.
The particular piece of equipment can be mounted to the existing
light poles and there is plenty of electricity in the existing
poles. It has been recommended that the meter housings be painted
the same color as the light poles. Regarding the mountings one is
a corner mounting and Staff recommends this one as it minimumizes
the number of meters that are necessary to cover that area.
Jake: Possibly we could put a 12 x 12 pitch roof on.
Randy: This design requires no space marking what-so-ever. You
park your car and walk to the corner and we are projecting a $1.00
an hour with a two or three hour maximum. You put two dollars in
the machine and get a receipt and you display it in your window.
Bill: Are you going to be able to read the sign at night?
Randy: At this point it is intended for daytime use only. We are
looking at 7:00 a.m to 6:00 p.m. The display itself does light up.
The revenues will be 500 to 600 thousand.

unappealing they are. The graphics, the shape, the color all are
unappealing. I feel Bill's idea about the cover is excellent to
shroud it and give it some charm to make it feel good to walk up
to it. Part of the problem is the shape/slant of it.
Randy: We need to balance the need for these to be identifiable.
We can investigate the idea.
Donnelley: Will this require increased enforcement?
Randy: The same number of personnel for the commercial core.
Donnelley: In the winter someone will have to go around with a
snow scraper and brush the windshields in town. That is a lot of
labor.
Randy: This will be less labor intensive than marking tires. This
allows more random enforcement.
Bill: A little housing should be designed to go over the meter to
fit into Aspen's historic district.
Donnelley: Is there anyway for one of the meters to be bracketed
so we can see what they look like.
Roger: The suggestion would be that the wiring in the box come out
the top or bottom rather adding a bracket with the wiring the
entire way around. The wire should come from inside the box
outside the hole and the bracket mounts over it. The concept of
the roof and housing is a great idea. The paint on the light posts
is a Benjamin Moore color and the unit should be painted at the
factory or rather the powder that is sprayed on then heated. The
housing concept is something that council should be aware of and
it ties it into the core area.
Randy: I like the housing concept because with the meter it has
a flat top and people can deposit things on top.
Amy: Possibly do a design contest. On the corners that have
registered historic buildings possibly we could move the meters to
the opposite side.
MOTION: Joe made the motion that the HPC recommend to City Council
the utilization of the parking meters only if they are put into
some kind of housing. The housing/roofing system would be
determine by a contest. That the city work with Staff as to the
exact locations so that the impact of the new meters is minimal
near any landmark buildings; second by Les. All in favor, motion
carries.
