Minutes of June 9, 1993
Meeting was called to order by chairman Bill Poss with Martha
Madsen, Roger Moyer, Donnelley Erdman, Joe Krabacher, Linda Smisek
and Karen Day present. Excused were Les Holst and Jake Vickery.
MOTION: Don made the motion to approve the minutes of May 12,
1993; second by Roger. All in favor, motion carries.
Diane Moore presented an update on the parking meters with Randy
Ready, the Parking Director.
Bill: I feel we should stay away from the single meter.
Roger: A memo should be sent to Council that the HPC is opposed
to the meters and if they are chosen we need to be included in the
decision process on the appropriate design.
442 W. BLEEKER - PIONEER PARK LANDMARK DESIGNATION
Amy: This parcel was designated in 1982 but at that time it only
listed an address not the legal description of the parcel. For
that reason and due to the fact that part of the land was sold and
made a public park we are re-designating the entire parcel. I felt
that Pioneer Park meets four of the criteria.
Joe Krabacher stepped down.
Bill Poss stepped down.
Donnelley Erdman chaired the meeting.
Donnelley: Ail of the standards for local designation have been
addressed except D as the architect is unknown. The structure
itself is of architectural importance. Staff recommends that HPC
designate all of Pioneer Park which is 442 W. Bleeker Block 36 Lots
K,L,M,N,O,P, Q, R, S and portions of lots A,B,C Block 36.
MOTION: Roger made the motion that HPC recommend Landmark
Designation for all of Pioneer Park, 442 W. Bleeker Street, Block
36, Lots K,L, M, N, O, P, Q, R, S, and portions of A,B, C finding
that Designation Standards A, B,B, and E have been met; second by
Karen. All in favor, motion carries.
WORKSESSION PRIVACY FENCE PIONEER PARK
Kevin McLeod, Cunniffe & Assoc.: The privacy fence was always a
part or the approval and it would go to the property line between
the park and Stromberg's property. At that time the Historic Trust
was attempting to buy three lots. After we gained our approval
they were no longer able to buy three lots and bought two. I
resubmitted a change order through the Planning Office and reviewed
it with Kim Johnson and sent it to the Building Office for the
extension of an additional 30 feet that the Historic Trust did not
buy. We are here to clarify that situation. I drew two elevations
one from the street and the other elevation is from the Park which
shows where the street is, the dimension back from the street 15
feet to the existing wrought iron fence. Behind our privacy fence
the wrought iron fence would go to the six foot height. The
privacy fence is 38 feet back from the street. We are just
proposing to extend the fence as previously proposed and approved.
Don: It appears that the pier and the top of the fence are the
same height.
Karen: What about the landscaping.
Arthur Stromberg: We have no engaged in a landscape architect and
to totally hide a fence it would be difficult. At some point we
will landscape but we wanted to do the house first.
Roger: Does the privacy fence hook to the historic trust fence?
Kevin: Actually the trust fence attaches to the privacy fence.
We are using brick piers.
Karen: Possibly the fence could be covered with ivy so you would
have privacy and that would keep all the fence from fighting with
each other visually.
Arthur Stromberg: You need to visit the site with that concept in
site and look at the grade as it is misleading. Our grade goes up
and then drops off again. Our concern was monolithic. There are
trees existing.
Donnelley: The treatment of the piers in terms of whether they
should be tied in visually and in terms of surface treatment of
the paint on the house and also the fencing.
Roger: The wooden part of the fence will not be painted and be a
stain.
Arthur Stromberg: Yes.
Donnelley: I will monitor the project.

Joe Krabacher: We are getting rid of the cyclone fence and need
approval for construction of a wooden fence.
MOTION: Don made the motion to approve the submission of a fence
at 706 W. Main and that his approval be extended for another year;
second by Roger. All in favor, motion carries.
Donnelley: I believe our approvals are for 18 months.
MOTION: Roger made the motion to adjourn;
favor, motion carries.
Meeting adjourned at 6:00 p.m.
