Galena Street, Minor Development Date: September 8, 1993 SUMMARY: The applicant requests HPC approval for changes to exterior elements of this building including windows, doors, signs, lighting and awnings. This commercial building was built in 1885 as a hardware store and by the turn of the century served as a grocery. It stood empty during the Depression and in the 1940's found use as a stable. This was one of the earliest and most ornate masonry commercial buildings in town. The building is an Aspen Landmark and is located in the "Commercial Core Historic District." APPLICANT: Planet Hollywood, represented by Rod Dyer. LOCATION: 312 S. Galena Street, Lots K, L, M, Block 95, City and Townsite of Aspen. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H, " Historic Overlay District must meet all four Development Review Standards found in Section 7-601 of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in character with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H, " Historic Overlay District or is adjacent to an Historic Landmark... Response: Overall, the changes proposed to the building will not have a great impact on its character or on the character of the historic district. All of the features of the main facade will be retained, and the changes on the secondary elevations will be easily reversible. There are some new roof-top mechanical units proposed, and also a penthouse for the new elevator. Most of the equipment will be hidden from view by the existing parapet wall and pediment. The height of the units should be minimized as much as possible and the units should be painted so that they fade out. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: Awnings are typical in the "Commercial Core Historic District" and appropriate to commercial activities. However, the proposed awnings are pink and green striped, where other awnings in the area are solid colors or use a different colored skirt as an accent. Staff recommends that the applicant choose one of these options. The building already has a very strong color scheme and a lot of architectural detail, and the awnings should not create a visual distraction. The proposal includes lighting which is tucked into the cornice above the storefront. There will be a total of ten fifty watt light bulbs. Currently, the building is softly lit at night as are many other structures in the district. 3. Standard: The proposed development enhances or does not detract from the cultural value of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: Having seen earlier proposals which involved much more significant impacts on the character of this building, staff feels that this solution is a good deal more restrained. While the applicant has certain marketing goals they hope to accomplish, an overwhelming amount of signage is not appropriate to the historic district. 4. Standard: The proposed development enhances or does not diminish from the architectural integrity of a designated historic structure or part thereof. Response: Many of the changes proposed affect building materials which are not original. Staf f suggests that the windows removed on the north elevation should be stored for possible replacement in the future, and that the applicant should consider finding some way to infill the windows so that they can still be "read, " possibly by setting the infill brick back slightly from the wall plane. ALTERNATIVES: The HPC may consider any Of the following alternatives: 1) Approve the Minor Development application as submitted. 2) Approve the Minor Development application with conditions to be met prior to issuance of a building permit. 3) Table action to allow the applicant further time for restudy. (specific recommendations should be offered) 4) Deny Minor Development approval finding that the application does not meet the Development Review Standards. RECOMMENDATION: Staff recommends approval of the Minor Development application with the condition that the applicant store any original materials which are removed so that they could be put back in place in the future. The Applicant wishes to replace the existing entry doors and transom with new aluminium and glass storefront entry and transom. The aluminium will be US-10 brushed bronze. The glass will be clear tempered. 2. The Applicant wishes to add three retractable awnings above the entry and the two display windows. The awnings will be of the colors and materials submitted and will have lettering on the face panels as shown on the drawings, letter height not to exceed 6 inches. 3. The Applicant wishes to replace the existing operable wood and glass display windows at the front of the building with two larger fixed pane windows set in an aluminium sub-frame of brushed bronze, US-10 to match the entry. 4. The Applicant wishes to brick over all existing window openings except one on the north elevation and the existing window opening on the east elevation. The existing east window does not meet the requirements of the Uniform Building Code. Brick and mortar will be of a type to match the existing brick and mortar and will be painted to match the existing. Attachment 2 Item 5 5. The Applicant wishes to add small lighting fixtures within the existing intermediate cornice band to provide up lighting of the second story of the building. These up-lights will be completely concealed within the existing cornice and will not be visible from the streetscape. A detail of this condition is provided on - the drawings submitted. The Applicant wishes to move one of the existing door ) openings at the north east corner of the building in j order to install an new 5 stop hydraulic elevator as shown on the drawings. ju< 7. the Applicant wishes to replace the existing window on the north elevation at the west end of the building with a metal and glass system that will meet the requirements of the Uniform Building Code as indicated on the drawings. Main Street, Landmark Designation DATE: September 8, 1993 SUMMARY: HPC is to make a recommendation on the proposed Landmark Designation of 835 W. Main Street. This property features a log house built in 1947 and designed by local architect Fritz Benedict. The parcel was officially annexed into ·Aspen in July 1993. APPLICANT: Bruce Berger, represented by Scott Harper, attorney. LOCATION: 835 W. Main Street, commonly referred to as the Berger Annexation, described as Section 12, Township 10 South, Range 85 West of the 6th P.M., City of Aspen. PROCEDURE FOR REVIEW: Landmark Designation is a three-step process, requiring recommendations from both HPC and P&Z (public hearings), and first and second reading of a Landmark Designation Ordinance by City Council. City Council holds a public hearing at second reading. LOCAL DESIGNATION STANDARDS: Section 7-702 of the Aspen Land Use Code defines the six standards for local Landmark Designation, requiring that the resource under consideration meet at least one of the following standards: A. Historical Importance: The structure or site is a principal or secondary structure or site commonly identified or associated with a person or an event of historical significance to the cultural, social or political history of Aspen, the State of Colorado of the United States. Response: This standard is not met. B. Architectural Importance: The structure or site reflects an architectural style that is unique, distinct or of traditional Aspen character. Response: The house exhibits the influence of master architect Frank Lloyd Wright in its horizontal form, natural materials and details. Only a few residential and commercial buildings in Aspen reflect this style. C. Architectural Importance: The structure or site embodies the distinguishing characteristics of a significant or unique architectural type or specimen. Response: Three local architects, including Fritz Benedict, apprenticed with Wright and applied their experience to Aspen. This building was one of Benedict's first designs following his study, and more closely reflects Wrightian principals than his later work. It is a unique reflection of Wright's influence and also of the early development of Benedict's design theories. D. Architectural Importance: The structure is a significant work of an architect whose individual work has influenced the character of Aspen. Response: Fritz Benedict began visiting Aspen through his association with the 10th Mountain Division. After apprenticing with Frank Lloyd Wright in both Wisconsin and Arizona, he relocated to Aspen, where he has had a significant influence on modern design in this community and the State Of Colorado. Although Benedict's "Waterfall House," demolished in 1992, was not fifty years old it was determined eligible for the National Register due to the importance of this architect's work. E. Neighborhood Character: The structure or site is a significant component of an historically significant neighborhood and the preservation of the structure or site is important for the maintenance of that neighborhood character. Response: Several homes which surround the Berger parcel are of a similar scale, form and building period. These buildings create an interesting relationship to each other and to the surrounding commercial, lodge and residential development. F. Community Character: The structure or site is critical to the preservation of the character of the Aspen community because of its relationship in terms of size, location and architectural similarity to other structures or sites of historical or architectural importance. Response: This building represents a period in Aspen's development which is just beginning to reach fifty years of age (the age generally used to qualify a structure as historic). Aspen must recognize the importance of these structures to the town' s "renaissance" created by the development of the skiing industry. Two buildings designed by Fritz Benedict have been demolished in the last year. Recommendation: Staff recommends HPC approve Landmark Designation of 835 W. Applicant does intend to request a grant from the City Council and believes that the structure meets the eligibility criteria for a landmark designation grant. A letter making the request for the grant is attached hereto as Exhibit "E" . RESPONSE TO ATTACHMENT 4 QE LAND USE APPLICATION Applicant's structure and site meet the standards set forth for designation as H, Historic Overlay District and/or Historic Landmark as follows: B. Architectural Importance. The house is one of the first buildings built in Aspen by longtime resident and architect Fritz Benedict. Mr. Benedict had, just prior to building this home, completed five years of study with world renowned architect Frank Lloyd Wright. Wrightian features include mitred windows, fireplace partially contilevered, lapstreak ceiling, and the long, low lines characteristic of Wright's buildings. It was designe dto blend with the setting rather than dominate it. Primary building materials are logs from the Lenado mill and sandstone from the Frying Pan valley. The year of construction was 1947, signed on the chimney. C. Architectural Importance. The house represents a style of Aspen architecture that is largely unrecognized, the Wrightian style. Fritz Benedict is one of three Aspen architects who studies with Frank Lloyd Wright, the other two being Charles Paterson and Robin Molny. Paterson's Boomerang Lodge and Molny's Hearthstone House, along with Benedict's Bank of Aspen, are other Aspen Wrightian buildings. The house has a sibling in the Feinsinger house, three miles up Castle Creek, also desinged by Fritz Benedict in the late forties and constructed of Lenado logs and sandstone from the Frying Pan. D. Architectural Importance. The house is one of Fritz Benedict's first buildings in Aspen. He, more than any other architect, has left his stamp on post-Paepcke Aspen. The building represents the beginnings of the new Aspen that came into being after World War II. It shows a stronger Wrightian influence than much of Benedict's later work. E. Neighborhood Character. The house was the first of four similar homes, with distinctive low roof lines, -built between Seventh and Eighth on Main Street in the late forties and early fifties. This is the only block. of Main Street that could be described as intimate in nature. The four houses still stand today in their small grouping. They are modest in the style of houses built toward the beginning of the post-Paepcke period, and are in strong contrast to the scale of houses built today. F. Community Character. The home is the westernmost building on Main Street, near the entrance to town. The house is small in scale, particularly in relation to the tall and old stand of cottonwoods and other native vegetation that surrounds it. Because of this it retains the semi-rural sense that was representative of Aspen in the late forties and early fifties. The Housing Office Board will be meeting on September 15 to decide on a program for the site and approve a Request for Proposals for a design/build team to develop the project on the City's behalf. Historic Structure Review: One of the existing structure on the Juan Street site is a designated historic structure. The Housing Office intend to develop an affordable housing project which incorporates the historic house. We are presently looking at two alternate programs, one which calls for one bedroom and studio units and another which calls for three bedroom units. The historic house will be renovated and used as a two or three bedroom home. The purpose of this worksession is to give the housing office some guidance in selecting the final program and developing the Request for Proposals. The most important issue is the program. Attached are several drawings illustrating two possible site plans, one containing 13 studios and one bedrooms and incorporating the historic house as a two bedroom residence. The other site plan illustrates a possible three bedroom development, containing five new units and the historic house, which we would remodel as a three bedroom residence. In reviewing the criteria for historic review of a new project, we will be addressing issues of setbacks and spacing, in order to ensure that the new buildings maintain a typical front yard setback in relation top the historic house. We will be reviewing massing and ornamentation in relation to the street. We will be reviewing rooflines of the new structures in relation to the type of building represented on the site. There are several other detailed criteria for the review, but those above represent the major structural and site planning issues. We are requesting guidance form the HPC in relation to these issues. The site plans attached are not intended to represent the final site plans, but are intended to give us an opportunity to discuss the potential for the site in relation to the historic house.
