Jake Vickery, Karen Day and Martha Madsen were absent. MOTION: Les made the motion to approve the minutes of January 13, 1993; second by Don. Ail in favor, motion carries. COMMITTEE MEMBER AND STAFF COMMENTS Les: Because we are loosing Roxanne the chairman of the HPC should write a letter to the city to acquire continuity in the transition period of loosing Roxanne. If need be she should be brought back to the City on a consulting basis. MOTIONs Roger made the motion that the chairman of HPC write a letter to the city regarding the transition period of a new preservationist; second by Joe. Ail in favor, motion carries. Don: Even if the new person is here Roxanne needs to train that person whether she is here or gone. Roger: Have you received information regarding the school educational program and HPC? If not we should follow up on it. Roger: New lighting at the Hard Rock Cafe should be discussed during project monitoring. Roxanne: We are not sure they were approved in the original plan. Don: They originally had approval for two lights and now there are two more. Joe: Is it possible for you, Roxanne to put together a calendar with dates when grants are due etc. so the HPC can be aware of issues when you leave. Roxanne: I will be including that when I write the job description. PUBLIC COMMENTS Dick Fallin, architect: I would like to discuss the Bruce Berger residence which is at the intersection of Gillespie and Lake. I have a meeting with the Planning Office to discuss lot lines next week. The property has two tracks which are R15. We are trying to connect the two properties. There is an existing shed attached to the house right now which we would be removing and adding a livingroom. Upstairs there are three bedrooms and one bathroom and we are going to get rid of one bedroom and make that an office. The guest house has a small bath and kitchen and the applicant desires to take part of the kitchen out and relocate it. The Historic Preservation Committee Minutes of January 27, 1993 issues involving HPC are FAR as we are way over. Roxanne: house. The concept here is a house with a connector to another Don: One thing I would watch is the required parking because it is on a corner and a dangerous area. I would not be in favor of parking variances. Dick: If it is interpreted that we only have to provide parking for the new bedroom then we can achieve parking onsite. Joe: There may be issues that you need to deal with in terms of a breezeway; setbacks would depend upon meeting the standards which state that it is more historic to do it a certain way than not. Whether the historic designation applies to the entire thing or whether one structure is historic. When you historically designate the issue involved is whether you are using it to get waivers or exemptions as a practical matter. Dick: Once we get through the legal aspects does the HPC feel this is something they would want to look at? Les: I feel this is an important site and anytime we can get a potential designation we should look at it. Don: Looking down Lake Ave. two owners in the past had sub-divided lots to the approximate size that we are discussing here and the new improvements vastly overwhelmed the historic resource. This is something that is real important as it is adjacent to the tennis pavilion. Roger: As a neighbor does the concept as being a neighbor a problem? Don: Conceptually there is not a problem but it will be a small compact developed cottage. Roger: To me this is a very exciting way to maintain an historic property. The concept is interesting and exciting. I see similarities between the property on Neal and Gibson. The existing house is far larger than the connecting property. In the sense of mass and scale I feel this can work. Bill: I am encouraged and familiar with compound buildings in the west end. I feel it works and allows you to keep the buildings in scale without having a much bigger structure on site. I would be concerned that the rhythm or the texture and grain set up a rhythm on the street. I would also be concerned about the connector and Historio Preservation Committee Minutes of January 27, 1993 that would be the toughest problem. Roger: It is interesting because the house to the south has a barn which is part of its complex. Dick Fallin: We do not want to do anything that over powers the original house. The facades will come out the same to create the courtyard feeling. The owner is sensitive to scale. Roxanne: It will be interesting how you apply this to two separately owned lots and we are going for a 0 lot line. There will be a separate single family house on each lot. They are connecting them so that they have a zero lot line variation where the two connect. 1993 GOALS Roxanne: The four particular areas which HPC outlined are: Process, technical preservation aspects, design/community character and communication/education. I will try to get an ordinance ready for Council regarding structures on the inventory. We have not amended the Development Review Standards. Joe Krabacher sponsored one. The next goal of expanding HPC review authority over all resources identified on the Inventory has support of the Planning office and P&Z and other city officials. I would recommend this be the first task for 1993. The goal of creating a section in the library for historic preservation resources needs to be completed in 1993. We have an ongoing dialogue between HPC and Council which should continue. We have continued to expand on our incentives in which Joe Krabacher was involved. We are working with the Character Committee and the CLG grant is in progress. MOTION: Joe made the motion to move 1993 goals item to the end of meeting; second by Don. Ail in favor, motion carries. PRE-APPLICATION MILL STREET PLAZA ADDITION Roxanne: This item is coming before you at the next meeting but Larry Yaw wanted to pre-ap with you. Larry Yaw, architect: We are proposing a 875 sq. ft. addition on the Hopkins Street side of the Mill Street Plaza. Currently there is an ten foot sidewalk and the entrance area is set back ten feet. We are adding the addition in that area. The space is too wide for a sidewalk and does not create a usesr friendly space. A stair would be eliminated. The windows are quite high also. At the chanford end of the building we will add a door or display window. The materials will be brick. We are bringing in the gray slate Historic Preservation Committee Minutes of January 27, 1993 material from the addition above down to coincide and be compatible. Les: As a non-architect who has never been enamored with this building I wish instead of relating to the old building and materials that are unfriendly that there be someway of relating to what is going on on the corner with the Lily Reid. I find the hard faced brick ugly and does not relate to the commercial core. Sometime in the past the open space requirements did not work. Possibly this be more user friendly. Roger: The opening on the east is set at an angle so that when you enter you enter into an alcove that is set in. That is more appropriate than a hard edged wall. You also stated that the west entry may or may not be an entry and my encouragement would be to keep that as an entry so that you do not have the long linear hard line. The ideas of bringing the windows down creates more life on the street. My suggestion on the windows even if they are sitting on the wall that possibly they would be set back in a foot to soften that wall and it would create a picture like area. In relationship to the guidelines it seems to be working. Les: We are encouraging interior airlocks and I would encourage you to do so as we will not be approving the temporary vinyl etc. Bill: When I first looked at this I thought it a good addition to the rest of the project but Les opened good ideas of the opportunity to create a series of smaller buildings that might be compatible but different in a complex. For 800 square feet there is not a lot of dollars to put into it. Larry: There is not much on the palate here to create that idea but I am intrigued with the idea. 1993 GOALS CONTINUED Roxanne: Regarding design quality and historic preservation. HPC to continue neighborhoods not located within historic districts to develop their own set of Character Guidelines. 20 % of my time deals with the County, Red Stone and other 1041 issues. There are approximately 5 large 1041 issues a year. It would be appropriate if one of our HPC members would serve on the county board or get on county P&Z. Roxanne: I mentioned porches to the P&Z and it will be brought up at your worksession. Also one of your goals is preserving the red brick school. Roger: I would ask that a letter be sent to the City to have the Historic Preservation Committee Minutes of January 27, 1993 red brick on the inventory. Roxanne: It should be landmarked because it was built in 1940. Les: It should be available as a resource. Roxanne: The yellow brick was built in 1959 and you should support and enhance the continued educational use of the school. Bill: We should be contacted as a referral resource regarding the Yellow brick school. Roxanne: As a goal in 1994 the downtown core needs to be looked at in order to enhance intersections, corridors and magnetize people to those areas. This would coincide with alleyscapes. Linda: Is there anything we can do to get our alleys cleaned up? Roxanne: It is a complex issue as it involves Engineering, Streets, trash pickup etc. Delivery Trucks are blocking the alley everywhere. Joe: Regarding compatibility of roof top activity I am not willing to allow activity on national historic buildings. Roxanne: The key word is compatibility. Roger: Numerous projects occur and energy conservation is never considered to the extent that it should be. Bill: There is a model energy code and it is being redone. Roxanne: Study the Hunter Street corridor is a long term issue. Les: Part of our problem is the automobile. Everywhere else in the world the machine is not considered for underground parking and we should be doing something similar.
