Minutes of September 25, 1991
Meeting was called to order by vice-chairman Joe Krabacher with Don
Erdman, Les Holst, Roger Moyer and Karen Day present.
MOTION: Don made the motion to approve the minutes of September
11, 1991; second by Karen. Ail in favor, motion carries.
VESTED RIGHTS RESO. 11, 1991 - $20 W. HALLAM
Vice Chairman Joe Krabacher opened the public hearing.
Joe: The Planning office recommends approval of Resolution 11,
1991 granting vested rights to the Zimmen residence. We have been
advised by the city Attorney that we cannot turn these vested
rights resolution down anyway, it is in the state statutes and city
code.
MOTION: Don made the motion that the HPC approve Resolution 11,
1991 granting vested rights approval for three years to the site
specific development with conditions located at 620 W. Hallam;
second by Roger. All in favor, motion carries.
COMMUNICATIONS
McCarthy Residence
Joe: There is a show on public TV called This Old House and they
went through a process where they were removing a mantel and
molding and put two entry ways in then put the molding back up.
You could see if someone didn't know what they were doing
everything could be destroyed.
Roger: I was called to look at the McCarthy residence and when I
arrived I was astounded as the windows were destroyed. My thought
was to invite the owner, contractor and the supervisor and the
young men who tore out the windows and use this as an educational
process rather than a law enforcement process. Our whole purpose
is to educate the community.
Linda McCarthy owner: I was not aware that the children were
supposed to be here.
Roger: Maybe they can come to one of our meetings and we can
explain our purpose. There were side windows in the front peak
that were going to be replaced because of egress and then there
were two other sets on the sides that could have been saved. Even
had one set been destroyed the one could have been moved somewhere
else. That type of thinking was not used.
Les: There was a mistake and what I need to learn is what could
we have done to prevent this. I want to save Aspen as a community.
Joe: I would be interested in your perception of what happened.
Contractor: It was a miscommunication in the field of what exactly
was to be torn out and what was not. How do you handle the
insulation aspects.
Don: It depends of what the sash profile is.

Roger: The magazine Old House Journal is a good reference tool and
every architectural firm should have it. In the last issue there
was an entire section relating to restored windows. Alpin Glass
out of Boulder has information on windows and insulation also.
Linda: I am sorry this happened and we are using everything
possible in the renovation. We aren't doing the wing dormers
either so the original roof line will stay.
Joe: Is this a tax credit project?
Linda: I haven't applied for that yet but may look into that.
HPC APPLICATION FEE
Roxanne: January 1st the Planning Office will charge for HPC
application. This has not yet been approved. $50. for exemptions;
$100 for minor development and $250 for significant development.
We are getting no CLG grant funds into our revenue source because
our CLG grant for next year are for two projects and it is a pass
through; $2,500 goes to the historical society (Ski Museum) and
$1,050. for Nore Winter.
MOTION: Joe made the motion to adjourn; second by Don.
