HomeMy WebLinkAboutminutes.hpc.19911009&spen Historic Preservation Committee ~eetlng minutes of October 9, L99~ In attendance: Bill Poss, Les Holst, glenn Rappaport, Jake Vickery, Roger Moyer, Don Erdman Les moved to approved the HPC minutes of September 25, 1991, as presented. The motion was seconded, and approved unanimously. No public comments. Staff comments: On Thursday, October 24, during Energy Awareness Week which is from October 21-25, staff will be conducting a tour of "recycled" adaptive use buildings at noon, meet on the 2nd floor of City Hall. Everyone is invited to come. No old or new business. Guest: Jody McCabe, Executive Director of the Aspen Historical Society was invited to discuss AHS activities and goals with the HPC. She stated that the Historical Society has been in existence for 28 years, owns 16,000 artifacts, 12,000 photographs, 401 videos and films, and 238 oral history tapes. She reported that $93,000 has been spent so far on the Holden-Marolt Museum project. 30,000 visitors tour Ashcroft each summer, and 6,000-7,000 tour the Wheeler-Stallard House each year. The Ashcroft Townsite is targeted for the AHS's program of heritage tourism, and an interpretive brochure written in Spanish, French, German, and Japanese will be produced. Many press/media tours are managed by the Society. The Society's goals are: l) 2) 3) 4) 5) Completion of the Holden-Marolt Museum by spring, 1993 Signed lease for the ski history museum soon (negotiations are underway) The restoration of the Wheeler-Stallard House from the 1888-1905 period Development of an adult Aspen history program through CMC and Larry Frederick Enhanced heritage education through school outreach with artifacts (Jody brought an antique iron as an example) The Society has increased their public relations efforts, and feel they are generating a great deal more interest in history throughout the community. They ask the HPC to help them ("hold their hand") when their projects come through the city. She sited an example of the recent society's request for carriage house addition to accommodate bathrooms. The HPC members noted a few inaccuracies in Jody's report of the process, and stated they felt they had gone out of their way to insure a smooth process and helpful review. Roger Moyer asked if there was anyone on the Society's Board of Directors who would be interested in sitting on the HPC. Jody mentioned perhaps Geri Vagneur would be willing. Jody closed by saying that advocacy and lobbying where clearly not an aspect of the Society's Board policy. Communications: The HPC discussed the need for greater coordination and communication between the three preservation groups in the city: the HPC, Aspen Historic Trust and Historical society. The suggestion was made to have each of the three chairmen (Bill Poss, Les Holst and Rick Newton, respectively) meet at least once a month to discuss issues and long-range goals. ~? Queen st.: Project Monitor Glenn Rappaport reported that two additional windows were going in that were not previously approved, and felt they met the development review standards. A motion was made and passed to approve the revision. Roxanne will contact the applicant to get a complete revised application for the file. Worksession: Bill Poss asked the Committee when they were willing to schedule a worksession to set up a future work program, focusing on technical training and education for the Committee. One session was set (for October 22, 5:00 - 7:00 p.m.) to study the Development Review Standards and meeting process; a second session was scheduled to review the Guidelines and discuss Nore Winter's training role with the HPC next year.
