HomeMy WebLinkAboutminutes.hpc.20051109ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF NOVEMBER 9~ 2005 Chairperson, Jeffrey Halferty called the meeting to order at 5:00 p.m. Commissioners in attendance: Jason Lasser, Michael Hof£man, Alison Agley, Derek Skalko and Sarah Broughton. MOTION: Alison made the motion to approve the minutes of Oct. 26th and Sept. 28t~; second by Derek. All in favor, motion carried 4-O. Sarah and Michael were seated at 5:15 p.m. Jeffrey will recuse himself on 430 W. Main. 332 W. MAIN STREET- CONCEPTUAL, DEMOLITION, VARIANCES - PUBLIC HEARING MOTION: Derek moved to continue the conceptual development and public hearing of 332 ~. Main until Dec. 14, 2005; second by Alison. All in favor, motion carried. 430 W. MAIN - DEMOLITION OF A SHED - PUBLIC HEARING Affidavit of posting - Exhibit I. Jeffrey stepped down. Derek chaired. Amy said this is a 9,000 square foot lot on Main Street and it was reviewed recently for a lot split which the applicant is not going to execute. They do not have immediate plans for how the property will be developed in the future. The shed is not on the 1904 Sanborn fire insurance maps. It is also not along the alley which is a typical pattern of where a building of that period would be located. There are no files in the building department to indicate when the thing was constructed. Staff finds that there is no historical evidence of this shed and recommends approval off demolition. Will Stratton, representing Scott Lambert. Will said Amy addressed the issues and he has nothing further to add. Derek said he thinks the shed is sitting on dirt with a small piece of concrete under the entrance. ASPEN HISTORIC PRESERVATION COMMISSION MINUTES OF NOVEMBER 9, 2005 Derek opened the public hearing. There were no public comments. The public hearing was then closed. Jason said the shed does not look like it was original and it is in disrepair. He has no problem with demolishing the shed. Alison agreed and there is no documentation that the shed was existing during the period of significance. MOTION: Jason moved to approve Resolution g44 approving the demolition of the shed at 430 W. Main Street; second by Alison. All in favor, motion carried 3-0. Roll call vote: Jason, yes; Alison, yes; Derek, yes. 640 N. THIRD - LANDMARK LOT SPLIT - PUBLIC HEARING Jeffrey, Michael and Sarah were seated. Affidavit of posting - Exhibit I Amy said the lot is 11,707 square feet. They are dividing it into a southern lot of 5707 that will contain the Victorian house and a northerly lot of 6,000 square feet. That will be redeveloped in the future. The standards are black and white and they are in the right zone district. The dimensions of the lot are the correct size and they have indicated how the FAR will be allocated. Staff recommends approval of the lot split. Jeff Lester with Charles Cunniffe Architects presented for the owner Jim Daggs who has lived on the property for over 27 years. We put the project on hold for a couple of years which outlived the prior approval. The project is basically the same. The City supports lot splits as it is better to have two smaller houses on two lots, rather than one larger house on one lot. Chairperson, Jeffrey Halferty opened the public hearing. There were no public comments. The public comment section was closed. Alison said she has no issues with the lot split. At the last meeting HPC encouraged the applicant to come in for a lot split. MOTION: Jason moved to adopt Resolution gqt5 for the historic lot split at 640 N. Third; second by Derek. All in favor, motion carried 6-0. Roll call vote; Jason, yes; Sarah, yes; Michael, yes; Alison, yes; Derek, yes; Jeffrey, yes.
