In reviewing the minutes of the meeting at which Conceptual Development was granted, Staff finds that the applicant has generally met the conditions of Conceptual. kjs C lA/elton Anderson & Associates Architects JUL-7 TO: Historic Preservation Committee RE: Sandra Lohr Residence Addition, 1004 E. Durant Avenue DATE: 7 July 1989 This constitutes an application for Final Develooment Plan aDDroval for the Sandra Lohr Residence at 1004 E. Durant Avenue. The conditions for Conceptual Approval were as follows; 1. Exact materials reDresentation: The only new material is the cast stone base that duplicates the existing stone foundation. Attached please find a ohotoaraoh representing this mate-ial. 2. Narrative of reDair and restoration plans: There is very little exterior repair and restoration required as this house has been very well maintained over the years. The only area where some materials will need to be replaced is in the sill areas on the southeast corner where there has been snow piled up causing damage. 3. The final landscaping plan has yet to be developed but will submitted to the Planning Office when complete. The proposal will be to remove the head-in oarking by moving the curb and gutter out to line up with the neighbors providing about 10 more feet of landscaped area between the house and pavement. Attached please find a representation of the type of landscaping proposed by Sandra Lohr. 4. Foundation/structural information: The new foundation will be a spread concrete foot ig supporting a concrete block foundation wall up to grade. Above grade the new wall is a 2x6 stud wall with 16" x 8" x 4" thick cast stone ( concrete block that is cast to look like stone) veneer. The existing structure will be raised approximately 6 to 7 feet in the air while the new foundations are built and lowered on the new exterior and interior bearing walls. The lifting will be done by a licenced and bonded house mover. A Performance Guarantee letter is being prepared with the City Attorney's assistance for his approval. 5. The variance requested by the applicant to allow the continued encroachment into the side yards must be granted by HPC at Final Develooment Plan level. I. - ··4;~ '444.-'0",- &* ./. *IL h . 2 / 64£7*;~'*8&14*'-- . „12.Lipit/fi \ t 4/ i.t.ZMA'· :A . 4, 344 RESOLUTION OF THE ASPEN, COLORADO HISTORIC PRESERVATION COMMITTEE, ADOPTING THE METHOD FOR RE-EVALUATION OF THE ASPEN INVENTORY OF HISTORIC SITES AND STRUCTURES Resolution 89-2 WHEREAS, it is the responsibility of the Aspen Historic Preservation Committee to evaluate the Aspen Inventory of Historic Sites and Structures, established in 1980 and last revised in 1986, at least once every five (5) years, and to hold a public hearing to solicit comments on its evaluations, as specified in Section 7-709 of the Aspen Land Use Code, and WHEREAS, the HPC has determined that the re-evaluation process should begin sooner than the code provision requires, primarily due to the recent passing of Ordinance 17, Series of 1989, the "Demolition and Relocation Ordinance", which requires HPC review and approval over all piroposed demolition, partial demolitions and relocations of structures identified on the Inventory of Historic Sites and Structures, and WHEREAS, the HPC has determined that seven rating categories is cumbersome, that the numerical rating system is confusing and no longer effective, and that clearly defined language consistent with state and national standards is necessary to adopt and promote within the preservation community, and WHEREAS, the associated development review process for the evaluated historic resources shall be clearly defined, with more rigorous review procedure proportionate to the integrity of the historic resource, and WHEREAS, the problems associated with the stigma of "better vs. worse" historic resources negatively over the last few years Will be lessened considerably with the elimination of the numerical rating system and the creation of four non-numerical categories, and WHEREAS, the primary goals of the re-evaluation process are to bring positive public awareness to the on-going historic preservation program in Aspen, and to work in harmony with historic neighborhoods to determine and help retain their individual and unique historic character, and WHEREAS, Section 7-709 of the Aspen Land Use Code will require amending accordingly, prior to the re-evaluation process beginning. NOW, THEREFORE, BE IT RESOLVED by the HPC that the following categories and associated Development Review criteria be adopted and utilized in the re-evaluation Orocess of the Inventory of Historic Sites and Structures: CONTRIBUTING - SIGNIFICANT: All those resources currently rated Exceptional, Excellent, or those resources individually eligible for listing on the National Register of Historic Places. Total: 64 Review Standards: o Aspen Development Review Standards as specified in the Land Use Code o Secretary of the Interior Standards for Rehabilitation o Aspen Development Review Guidelines o National Park Service and National Trust for Historic Preservation briefs and technicals where appropriate CONTRIBUTING: All those historic or architecturally significant resources that do not meet the above rating criteria. These resources have maintained their historic integrity or represent unique architectural design. Total: approximately 175 Review Standards: o Aspen development Review Standards as specified in the Land Use Code o Aspen Development Review Guidelines o Optional: Secretary of the Interior Standards, National Park Service information where appropriate SUPPORTING: All those historic resources that have lost their original integrity, however, are "retrievable" as historic structures (or sites) . These structures have received substantial alterations over the years, however, with substantial effort could contribute once again. Total: Approximately 25 Review Standards: o Aspen Development Review Standards as specified in the Land Use Code o Aspen Development Review Guidelines NON-CONTRIBUTING: All those structures that are either: a) New or not-historic construction within a historic district, and b) Historic structures with complete loss of integrity, either within or outside a historic district. Total: Unknown - new or non-historic construction Approximately 10 - historic Review Standards: o Aspen Development Review Standards as specified in the Land Use Code o Aspen Development Review Guidelines BE IT FURTHER RESOLVED that the Re-Evaluation process will involve a block-by-block sidewalk study, new photographs, inventory form updates and new Inventory map preparation. It will also involve a commitment on the part of the members of HPC to assist planning staff; and, further, assistance from the community to provide input and comment in a public hearing, or a series of neighborhood group meetings. I therefore deeply regret that me resignation is effective as of today. A conflict of scheduling will no longer allow me to serve with you on the Historical Preservation Committee. I only wish my leaving could come at a time when the board was more united in its resolve to hold firm against the pressures of development within the community. Historic Preservation by its very nature is going to cause some personal hardships to some property owners but this will be far outweighed by the benefits to the community for decades to come when a Historic building is preserved. The course has been set to direct the offensive in setting goals and establishing guidelines. I hope the board will continue to reach beyond the day to day business of the reviewing applications and broaden its districts and refine its objectives.
