REGULAR MEETING WORK SESSION

ROLL CALL: Georgeann Waggaman, Nick Pasquarella, Bill Poss, Pat
O" Bryan excused,Charles Cunniffe, Mary Martin,Marge Riley, Zoe
Compton.
Finalizing Historic Evaluations of Structures;
Burstein placed pictures on the wall of the houses, rated 1-5.
Burstein said that the individual designations should not proceed
without the incentives program development and code amendment to
section 24-9 to catch up with what HPC has already done on this
project.
Burstein said in the four and five rating there are 40
structures, and start with 185 structures, there is 88 designated
structures now in town, some of them are notable.
In 1982 there was an ordinance drafted that gave mandatory
designation of excellent and exceptionable structures, that did
not get all of them, but that did cover a lot of them for the
town.
Francis Herron house has been sold , he is one of the individuals
that opposed the mandatory designation of his house, but was
designated anyway, the new owner is happy with the house, and he
plans to keep it the way it is.
Bill Poss asked if this project could not be an extension of that
effort with the ordinance written in 1982,and even though there
were some designated in 1982, these list is the remaining that
was undesignated even notables.
Burstein said this committee will have a issue paper forth coming
that will consolidate all these issues, and will discuss it prior
to designation.
Georgeann Waggaman asked that all the members sit down and write
out what each feels would be the best approach, and hand in that
report on the 10th of February and a special meeting will be set
up to discuss the findings.
Adam Walton-635 E. Hopkins
Planning recommendation is a 4 for this house, Walton said that

there is not hardly any thing left of the original house, the
house was once own by the Jewel Burg family who were merchant in
town, he has tried to make the alterations compatible after
buying the house in 1972. The only original items on the house
are the soffit board and facial boards under the peaks roofs,
and the double window frame on the east side of the house. Walton
has enclosed the three porches added a bay window, a sky light, a
fake chimney and a dormer,the floor print has not changed.
It is too bad that the town has allow commercial to take over the
block with the Aspen Athletic Club and the KSNO building, and the
old houses to disappear. This house is one of three victorian on
the block.
Walton said he spent a lot of time and money on this house,
because to him it was reminiscent of the way the old Aspen used
to be. He stated that having this house designated changes his
loan value lower with the banks,that does not seem fair.
After listening to Adam Walton, the board discussed this house,
stating that a lot of changes have been done to this, the massing
is still the same,and because of the changes and detailing and
enclosed porches, adding the sky light,and bay window that maybe
a four is to high a rating,and gave this house a three. The board
would like to see incentives given to the people who have the
houses designated and add to the enhancement of the community.
This is only at this time an evaluation of the structures in the
inventory.
Institute- Jim Pavisha for the Meadows parcel, and Spence
Schiffer for the academic parcel.
Part of this property the Meadows is in receiver ship and can at
this time which the attorney needs to answer, can a designation
be placed on it.
Spence Schiffer in his memo to Burstein said that this property
does have a SPA and there are already design restriction on this
property. This is a property that hold the modern history of
Aspen, of people
The Institute Property, the Pepecke auditorium, the seminar
building,The Boetther building, and the tent.

A number of individual structures on that property.
Steve Burstein said that this is a part of Aspen history and also
the architecture is fairly high and rate it a 5.
Schiffer said that other SPA have other overlays to their SPA and
this property does not. The city needs to give them the underline
zoning.
Pasquarella said that perhaps before the Institute would do
anything physical come before HPC review. These buildings do have
some culture historic significant.
Bill Poss said this is a good example, and should be evaluated as
a structure on the inventory, because of its history and make a
special note on the inventory that this would come under the code
simplification.
This is a unique category, this property deals with people and
traditions of great valued to the community, it would be a
terminus lost if Aspen lost its spirit of the institute remarked
Waggaman. The buildings make up the character and the spirit
and Waggaman would not like to see the buildings come down.
Waggaman said that HPC could give these buildings a 4 rather than
a five, but the recommendation would be that this is a special
use and would come before HPC on a special voluntary basis.
The Meadows portion of the property: (in receivership)
Burstein said that he reviews this
center, the administration building,
sculpture, and the geometric dome, and
as historical,the health
the restaurant,the marble
the central circle.
Pavisha said the whole parcel needs to be revitalized to make it
functional, to help support the Institute.
All plans that have been reviewed to consider have left the moon
scape or marble garden in place,
Pavisha said he feels that the health center and the restaurant
are not workable functional buildings.
Poss, this is another one that has to be placed in a special
category but needs to be evaluated, is it the spot or the spirit
or the buildings that make the history, with the Institute it is

the spirit mostly and the place not the building so much.
Waggaman said with this property the massing should be
considered, the buildings are all low scale snowed to back, and
the trees in the circle dominate. This were not the main
buildings to the Institute, but should be placed in the special
used category and have the owners come voluntary to HPC review.
422- Second Street- Pavisha
This is Ann Farish, John Roberts, old house an in receivership,
a notable structure. The board does not have information or
photo's on this house. And can not at this time evaluate at
this time. The house was built in 1888 and is an old victorian.

contract on this house now, this has been added onto.

Allen said this is not the original location for this house
and has been scored 1
831 W. Bleeker this needs to be rescore because the system
changed.
Herb Klein,has objections to being designated, this was on the
1903 Sandboard map, but not notable in 1980 list, but at a later
date staff noted it. Burstein rated it a 1 or 2, but the board
felt it was not that significant. Rating 1

Bill Poss said that it should be noted that based on the photo's,
an information at hand in the file,if a owner can bring material
to enlighten the board decision. A new evaluations can be made.
