City Council Chambers Roll Call Georgeann Waggaman,Mona Frost, Zoe Compton,Pat O'Bryan,staff, Steve Burstein,Bill Drueding,excused Nick Pasquarella, Marge R~ey,Mary Martin. OLD BUSINESS: BRAND BUILDING-AMENDMENT TO PLANS BY THE HPC;TO PLACE STANDSTONE SILLS UNDER ALL DOO~AYS,EEREBY LIMITING HANDICAPP ACCESS. Welton Anderson, on the reconstruction project of the Brand Building,it was noticed that the jack hammering was damaging the structure of the building. Tom Issac had a problem with this new way of handling the sills for handicapp access. It has been explained to Issac that in reconstruction and after conferring with a constructor Engineer,that the ramps can not be done to this old building. The old plan was to jack hammer all the sills out for they would all be at grade,and the ciels would stop at either side of the columns. When doing the jack hammering the walls were cracking, and had to be stopped the brick was comming loose of the mortor. It has decided to take the lowest possible level at each of these spaces,and continue to add to the exsisting sills that were still in place,that would give some consistency to carry it around the building. Structural repairs were done to the peirs. The sills vary from 4 to 6 inches. Motion Pat O"Bryan moved to approve the amended plans for the Brand Building Handicapp access, to leave the sandstone sills in place, limiting handicapp access,seconded by Mona Frost, all in favor, motion carried. NEW BUSINESS; PUBLIC HEARING-PRELIMINARY REVIEW LUBAR RESIDENCE ADDITION 601 N. Third 1 Minutes: Historic Preservation Committee Regular Meeting January 14,1986 1:00 P.M. City Council Chambers Welton Anderson, the Lubar residence,one frontage is on Lake Avenue, the other which includes the car port is on Third Street. The new element is in the recess,where the building goes back,and it will be a higher element that will house a second floor master bathroom, first floor and entry way. Showing the members the south elevation, there will be bay windows that are new, added. The bulk off the entry comes in though the car port,on Third,the front door use to face Lake Avenue, The one entry used the most is in the center. This house at one time was located at Cooper and the Roaring Fork River,it was moved to this site in 1968. The Queen Anne roof had been taken off,and a second floor was added,which lacks a lot of detail. The applicant will add a higher element at the entry consistent with the "Mansard"style of the period breaking up the horizontal- lines The members asked how much of the new roof would show,Anderson said very little,from either angle. Public Hearing opened: No Comment: Public Hearing closed. The west elevation does have new french doors. The porch on the east elevation has some nice detailing,and will not be changed. The north elevation has a new window to the stairway. The new addition of roofing will be 4 feet higher and 12 feet wide. Steve Burstien said that because of the designation, this building is allowed to add the addition and would not change the designation of this house,which is listed as notable. MOTION 2 Minutes: Historic Preservation Committee Regular Meeting January 14,1986 1:00 P.M. City Council Chambers Mona Frost moved to approve the addition to the Lubar residence, 601 N. Third Street, Pat O' Bryan seconded, all in favor, motion carried. ADMENDED MOTION Pat O' Bryan approve the plans for the Lubar residence for final review,Mona Frost seconded, all in favor, motion carried. Plans can be seen in the planning office. . PrDliminary Re¥i~w Preliminary review aspen ~rove request z or Ma11,523 E. Cooper,Lynn Cantrel. awnings,Aspen Grove The applicants' request is the same as the other request, HPC said had to be uniform in the Aspen Grove mall,Green awning with white lettering on the valance section of the awning. The lettering will say "Grove Cafe",because of the spacing needed for the lettering. Cantrel has letters from the neighboring stores consenting to this request. MOTION Zoe Compton moved to approve for preliminary and final review the request for awnings for Aspen Grove Cafe at 523 E. Cooper,seconded by Pat O'Bryan, all in favor, moton carried. PRELIMINARY REVIEW Preliminary review Unicorn Books awnings 400 E. Dracopoli. Cooper, Andrew The request is to replace the 4 white awnings with royal pacific blue awnings with white lettering on the south side of the building,the structure,size and shape of the awnings will remain the same. PRELIMINARY REVIEW Preliminary Review-Chitwood building exterior Bill Poss. lighting plan, Bill Poss: This plan is in accordance to the down town lighting Plan of CCLC. The proposed design consists of lighting fixtures (c-l) along the top parafet and down lights (C-2) installed in the awnings to light the surface of the building. The proposed lighting plan done for CCLC by Haggaman and Yaw has the Elk's and the Independence building lite in the lighting scheme. The applicant wants to place a shroud,so no one sees the source of the light. The light under the awnings will lite the sidewalk and the window store front detail. Simliar to the lighting over the entrance now. The trees have been lite with small white lights,like those in the mall at Christmas time. This type of lighting use to be on Elk's building, is on Andre's, The Crystal Palace,Ellie, it is an incandescent lighting.' The request is for 24 more lights on the building. The members had a hard time with the decoration of Christmas lights, the business placed in the trees, and felt with the trees lite that the building had plenty of lighting, and wish to table this item until such time as the Christmas lights came down, that a better judgement could be made. City Council Chambers PRELIMINARY REVIEW-LIGHTING Zoe Compton moved to approve for preliminary review exterior lighting on the Chitwood Building,on the condition that HPC members review or take a site visit before the Public Hearing, and that the lighting plan is not in excess and will be sutle,and quite. Seconded by Mona Frost, all in favor,3, opposed, 1, Pat O'Byran who felt the lighting is to bright already. Motion carried. Hotel Jerome -lighting It was brought to HPC attention that the lighting on the Hotel Jerome has not been approved by HPC, and it was suggested that Zoe Compton or someone in the firm come before HPC and address the lighting on the outside exterior of the Hotel Jerome. Paragon Parlour Public Hearing Preliminary Review Paragon renovation,Ted Koutsabas, 419 E. Hyman. Parlour facade Request to replace the western doorway with glass kickplate and framing. Koutsabas said this renovation is more of a funtion than design, that it should be one door,one business, having two doors has create problems, an alterative had been to lock one of the doors a couple of years ago, now while doing a remodel the applicant has placed a peice of glass in where the door that was lock use to be,prior to HPC approvals, a door that is used at that location changes the funtion and use of the business. Georgeann Waggaman said she feels that the building is balanced with the two doorways. The applicant has done a good job, but she states that the entrance that they have changes looks nice,but that the entrances still steps back in,it is still an alcove,and should remain a door. The applicant wants to close the door off and place sofa's and chairs around. He could have a jewery store or clothing store work in this location but to financially run a food and beverage he 5 Minutes: Historic Preservation Committee Regular Meeting January 14,1986 1:00 P.M. City Council Chambers needs the square footage to make his business work for sitting to enjoy the mall. Public hearing open: This is a temporiary plan, and wishes to address this better this spring. The committee wishes the look of the doorway, even if the applicant closes it off from the inside, and places a sign use other entrance, They feel the applicant has been on the Mall and knows that approvals are needed before changes occur,even though the applicant says he is not done with the renovation he has changed the entrance effect. Mona Fost said this issue should be continue till such time the applicant has his presentation and plans ready for the board to review and consider. Next meeting is January 28th. Paragon Parlour issue will be continued January 28. Grill in the Park Charles Cunniffee: This has recieved HPC approval, but during renovation it was found that the building need structual repairs, they were forced to consider tearing down the exterior walls and Bill Drueding concern was,in doing that starting from the foundation up again, that it would be a different building design than what HPC approved already. The structure will be the same, the change will be the structure from within. The wall and ceiling have been beef up. It will be the same as before in the other presentation. The final look will be the same. Drueding said his concern was that when HPC first approved this item, that HPC was dealing with an exsisting building with changes made to it, since now the walls are being torn down does 6 Minutes: Historic Preservation Committee Regular Meeting January 14,1906 1:00 P.M. City Council Chambers HPC have the same feeling,or do they want a different look? Since the building is being torn down does HPC want something different in its place. Cunniffee said it is the top floor of the building down,but that still limits the way the building takes shape,there is still a floor below. Drueding states if they tear to much of the walls down, then the grant of the encroachemnt the city gave the applicant,might have to be reconsidered. Cunniffee said for saftey reasons tear some of the walls down,but the the same look as they set out to do. is why the applicant had to intent is to come back with Drueding said that the building department is holding onto a demolition permit,because the appproval was for interior demolition only, now is is apparent that demolition is exterior also. Georgeann Waggaman said the issue before HPC is that if this building was fresh and new,does HPC like it,does HPC want it to have it built there,or not? Drueding said there has been an encroachement license given for the bay windows ,because of a exsisting building,the windows came out onto City property,and the City allowed the request. If these walls came down, then the applicant does not need an encroachment license. If you tear a building down, then you can build within the property lines. Cunniffee said the footprint is the same, it can not be changed,the walls can not be moved in to have the bay windows. If need be the applicant will tear down peice by peice and replace a insert of new structure in the walls,and the cost will be high. Drueding said the engineeriing deparment feels the same way as the building department,that if the applicant tears down the 7 Minutes: Historic Preservation Committee Regular Meeting January 14,1986 1:00 P.M. City Council Chambers walls, then the applicant can place the bay windows within the property line allowed. Cunniffee if the bay windows are to be built onto the property line, then the basement would have to be torn up also. Drueding said that the encroachment will need to go back to City Council,because it was granted to the existing building. Zoe Compton, said if the building has to be torn down, then she feels that the facade could be improve greatly. Cunniffee the footprint cannot be changed,the structural points within that footprint that can not be changed, they control where the windows go,and where the walls go. They want to take down the hollow concrete blocks, which do not met the code,and windows that don't have headers, and a rood system that is not safe. They wish to replace these stuff and bring it up to code. The owners want this building. These plans are with in the view plane, and CCLC like the lighting scheme. HPC would like to see a like bit more design in the building since the walls are comming down. This building will be review the first meeting in February at a Public Hearing,but the applicant shoud come back in two weeks to review the issue with HPC. Meeting adjourn. 8
