CITY COUNCIL CHAMBERS MINUTES ROLL CALL; Present Georgeann Waggaman,Pat O' Bryan, Nick Pasquarella,Mona Frost,Marge Riley, excused Mary Martin Zoe Compton. Staff,Steve Burstein. OLD BUSINESS: PUBLIC HEARING CONTINUED; Paragon Parlour facade renovation: Ted Koutsoubas presented the new plans to the committee. Showing the members drawings of the door discussed in the last meeting,explaining that the door way,will look like a door but will not open except for certain services, that the bottom will be locked and the top will be two french doors that the windows can open in the summer time,this will look like the doors on the Aspen Block Building. The new door will look similar in color, but the windows on the old door that will be used as the entrance will have the old windows which are smaller. The new door will be like a dutch door. Hopefully the other door will look like this one in time to come. Public Hearing open for public comment:none: MOTION Nick Pasquarella moved to approve the plans of the facade changes presented at this meeting for the doorway,at 419 E. Hyman Avenue, Paragon Parlour,the finishes will be the same as what is on the building now. Seconded By Mona Frost, all in favor ,motion carried. PRELIMINARY HEARING; WOODS BUILDING Norman Bacheldor 432 E. Hyman proposes to change the existing single pane windows, with new bronze clad thermopane windows the indential size as the existing windows. of The frame will not be a thick as the ones on the building now. Georgeann Waggaman asked if these new windows would look enough like the old wooden windows that use to be on old building. Waggaman would like to keep the building in the character it is now. 1 MINUTES HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JANUARY 28,1986 1:00 P.M. CITY COUNCIL CHAMBERS Some firms make a clip on that extends the framing effect,it a vinyl extender,so it looks a little beefer. Steve Burstein said there are other windows on the Hyman Street Mall,with the brass color clading,they appear on the new structures This framing does look like a painted surface, but is a modern architecture feature,and the color seems to be in contrast especially to the first floor of the building. Bacheldor said the reason to go with this type of window framing is to get away from the maintenance of every year painting the windows. The windows in Albert Kern's office face to the east,on the top floor,and will be operable windows and look much like what Bacheldor showed as a example to the board. The applicant said this framing comes in white but that white would throw off the color scheme. This will have to go to Public Hearing and the members will have to take a site visit. The applicant had hoped that the committee would approve the windows on the Kern's section of the building, but the members said no not till they take a site visit. It was decided to take a site visit to the Woods Building after this meeting for preliminary motion could be made. MOTION Site Visit: Mona Frost moved to approve for preliminary review the proposed replacement of windows and framing for the Woods Building,at 432 E. Hyamn, with the choice of color being decided at the Public Hearing,seconded by Georgeann Waggaman, vote,3 for 2 against. Motion carried. The Grill: Charles Cunniffe To inform HPC of plans to preceed already granted. as before,with HPC approval Joshua Saslove one of the owners for "The Grill",after talking to 2 HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JANUARY 28,1986 1:00 P.M. CITY COUNCIL CHAMBERS MINUTES Burstien and Cunniffee said that there seems to be grounds to have HPC approve the different plans for the building, which did not include demolition and reconstruction, when granted previously. The HPC had given appoval for partical demolishion and reconstruction, but in consideration of time,and being able to do the job after consulting with other engineers, it was felt now that the applicant could go ahead with the previous plans HPC already granted. Cunniffee two weeks ago explain that there might be a need to demolish the whole building, and a meeting was set for today to review plans. Because of the location of the windows, and what the applicant based their hardship on,they still wish to keep as much of the remaining structure as possible, the walls they are going to maintain as much a possible. Nick Pasquarella said he would review this as the applicant,preceeds with previous HPC approval. Discussion: HPC members' comments on issues and concerns, goals and objectives, and background of Comprehensive Plans Historic Preservation element. Burstein made foot notes on his Comprehensive plan after members made their commits to him. Meeting adjourn. 3
