MINUTES
ROLL CALL:Georgeann Waggaman, Pat O Bryan, Bill Poss, Nick
Pasquarella,Mary Martin, Charles Cunniffee,excused, Marge Riley,
Zoe Compton, staff Steve Burst .n.
Work session should be set in City Hall, and should be open to
the public if they wish to attend.
A work session is set for 1 o'clock on March 4th, in the City
Council Chambers.
Ail applicants were notified to this meeting being continued from
February 25, because lack of a quorum.
Bill Poss steped down and left the room for this presentation.
Public Hearing -Chitwood building lighting plan
Kim Well giving the presentation, from Bill Poss's office.
Public hearing opened.
These is an exterior lighting plan, on Mill and Main,Chitwood
Building.
Asking the board if they went by the building to see the lighting?
There is two place on the top of the building now, and they want
twelve, which is every other window. It is like the one over the
sign "Cantina". It is white at the moment, but color is being
worked on.
Weil said that at night when the lights are on in the office
portion of the building, the owner is placing wooden slates,
louvers, shammie wood, to cut down the florescent shine.
Mary Martin said that when the board has given suggestions that
the applicant has not always followed the idea, and if it is
worded such in a motion there will be no confusion.
Mary Martin said what goes on the window inside in a victorian is
a visual,as the outside is, and should be consider part of the
exterior.
Georgeann Waggaman said that perhaps when asking Council to have

Pat O'Bryan said she has noticed the two samples,on the right
hand side of the buidling.
Charles Cunniffee what type of wattage?
Weil, low voltage will be 20 watts, above, will be 40 which is
over there now might not be bright enough.
Cunniffee said the lights that come down from the parafit,the
sign was the one lite painted green, that might be a option.
Weil said the manufacture has the light in white only. If the
white is to harsh, it can be painted, if the lights were painted
green they would stand out a lot more.
Steve Burstein,illumination is the issue, which HPC does not have
control over, there should be fewer fixtures or less illumination.

MOTION
Mary Martin moved to approve the plan for the Chitwood building
lighting which includes the voltage be as low as possible, that
the light fixtures themselves be painted on the exterior only,
the same color as the building, and the louvers that are put on
the inside be as close as possible to the color of the
building. Seconded by Nick Pasquarella, discussion;none; vote,
all in favor, motion carried.
It was asked that Bill Poss come back into the meeting.
Georgeann Waggaman, wrote the motion on the plans.
Discussion
The board discussed the idea of whether to take a stand on using
wood, metal or metal clading on windows on historic buildings.
Mary Martin said her concerns are the old doors the down stairs
windows, and the awnings, the height of a kick plate and the width
of framing around the windows should be HPC concern,and what
shows visually from the street level.
Nick Paquarella said he would like to see the vote done for each
case,architecture do their own thing, and would like to see the
design and then make a decision at that time.
Pat O' Bryan, voted against this, but the color was more of a
concern,but since they are changing the color, she would vote in
favor of it.
Bill Poss, HPC is here to preserve the older buildings, and the
goal is any historic structure,over time HPC goal is to get it
back to the orginal historic structure as you can, so each time
an applicant comes to ~PC to remodel, HPC goal, is to get back
historical quality and features. You can not set a definite
statement that it has to be, what needs to be considered in each
case is the portion of frame to the window glass.
Charles Cunniffee,each ones has to be review as an individual case.

that the detailing needs to be looked at along with portion of
width of the frame, and the detailing on the metal, goes,can be
one to look like wood in effect...
Public Hearing and Final reveiw
Woods building window replacement 432 E. Hyman, Norman Bacheldor
Bacheldor stated that before in the preliminary review, the
intent is to replace the windows existing using the same
sill,thickness and style.
Showing the board pictures of the building, after the fire.
And the applicant stated that the plan was to replace it to this
the wide style, the orginal had a more angle,outside sill, if HPC
wants the applicant could angle that sill, the present sills are
rotted, and will be replaced.
Georgeann Waggaman said that HPC wants to go back to the sloping
sill.
Bacheldor said the windows that are being replaced are the plate
glass windows,they will have the wide style on them, the only
difference an additional request and to keep seperate, because
that sill is exposed to the weather on the southern side , they
would like to take the metal and continue it over the sill.
The metal they have is a blue cladding,it duplicates the color
there now, also the windows are a single pane of glass, and they
wish to put double pane in.
Up stairs, which is the office of Alby Kerns and Hookers hair solon,
there are two changes the applicant is requesting. One is in
Kerns office, to provide ventilation in the conference room, the
applicant would like to place double hung windows.
Second,the Hooker's hair solon, the windows are right now about 5
feet high and would like them to go all the way to the floor
which in 18 inches of the floor, this would also be a double hung
fixed window. There will be a double hung on both sides and a
fixed window inbetween. The changes are above the courtyard of
Toro's.

Georgeann Waggaman stated that the when you have a painted edge,
it is soft edge, with metal would get a crisper bend in it, this
tends to make it more modern, and more metaly.
Can you make the metal edge softer?
Bacheldor said yes, you can roll them slightly different, rather
than a sharp end, you can roll them with a quarter inch roll to it.
Georgeann Waggaman said she feels that HPC feels it is fine for
the upper floor to have metal, but there is still a question of
the first floor, there has been given preliminary approval on the
metal, but the board is having strong thoughts on that now.
Preliminary review approval was given for the grey plastic clading.
Now the request is for a metal pella.
First Motion
Mary Martin moved to approve the second story, the Hooker's portion
and the Kern's portion be allowed the metal windows,the double hung
windows metal clad frames,Charles Cunniffee seconds, all in favor,
motion carried.
Second Motion
Mary Martin moves to approve the window framing of the windows
themselves, on the first floor, must be approved at the same
width as the same design only metal clad in the blue, the same
color as now, and no change in the style of the window frame.
motion DIES due to lack of a second.
Discussion;
Bill Poss said he feels that the whole store front should remain
wood. Since HPC is trying to see things get back to the orginal.
MOTION
Bill Poss moves to allow the placement of store front windows
of the Woods building on the first level,Hyman Stret side of
Aspen Drug,and Wax and Wicks, to closely duplicate the historic
nature of those windows as possible, allowing to have insulated
glass, and Galena Street; The court Yard windows can also be
replaced,but they should also duplicate the architeture at

present, or a presentation to HPC of up grading those windows.

and can be seen in the planning office.
Bill Poss asked for an admendement to the motion,
Amendment to MOTION
That the applicant summit to HPC the sample of wood and sketches
or photo's that explains to HPC how they are going to duplicate
the window frames, second Charles, all in favor, motion carried.
Steve Bustein asked if HPC should make a second motion on the sills?
Georgeann Waggaman said she feels the sill is covered with Poss
motion,windows, as historical.
Adding to MOTION, documented on plans.
Georgeann Waggaman, approve this item on condition that
applicant,shows Burstein detailing,and note: that blue clading
match existing.
Nick Pasquarella leaves the meeting.
