Charles Cunniffee asked to be excused for this portion of the
meeting.
Reid said the color is maroon, and matches the color in the
interior inside.
G. Waggaman asked if they were going to replace the awnings?
Reid said yes,these will be a little bit shorter than the awnings
that are on there now.

Mona Frost moves to accept these awnings as presented for
City Banque Building, 501 E. Hyamn, Bill Poss seconds,
all in favor, motion carried. File in Planning office

MINUTES:
BRAND BUILDING.
Showing the board pictures taking from different street angles.
Anderson said the new structure is moved back, so it will be less
visible from the street.
After contacting the business around the building, the business
were not opposed to the new structure on the roof.
Showing the board plans the one fire escape that is already in
place,
Colors, the green is the same green in the awnings,and window
mullians on the ground level,and a peach,that is close to the
sand stone in color,,roofing and the window frames same as the
awnings, the bulk of the body the wood siding, pediment ,columns,
will be painted out in the peachy beige.
The windows on the second level will be painted this spring.
Poss said he feels that the "Greek Temple" will be a lot more
visible than what the photographs show,beacuse of the angle they
were taken at. The elevation drawings show the project will be
four feet higher.
Anderson,it is four feet higher but it is also 20-30 feet back
from the edge of the building.
Showing the board the roof plan., the dotted lines are the old
structure;
Anderson said he prefers to call the structure"GABLE STRUCTURE"
The eve will be at 8 feet and the ridge at 12 feet.
Poss said he feels that this type of structure does not seem
fitting and incompatible with the arctiecture of a historic
building. The style he has some concerns about also.
Cunniffe said there are other pediments in town such as the Wheeler
Aspen Block Building, but it seems over the signage or entry.
This seems more of a statement in structure than a statement like
the others.
Anderson said the Board of Adjustment 72-17 shows a variances was
granted a structure on this roof, which was for 93 square feet, the
measurements for the existing structure now is measured at 150
square feet. question...does Anderson have the right to rebuilt

150 square feet or the 93 square feet, documentation has not been
found,in which case if the applicant can only build 93 square
feet then the whole structure,will move back 2 foot 8 inches,
this is done by reducing it.
Drueding said this will have to be at 93 square feet.
G. Waggaman said she still feels uncomfortable with it,the other
strutures with a pediment are older buildings,this seems to be a
new element on the building and is achitectual intrusive, if it
was pulled back and a quite angle like the rest of the building,
and will vote no.
Burstein asked if the appplicant would consider going to the
board of adjustment for the 60 extra feet?
Anderson..no, they will build what the BOA has approved 14 years
ago,and if documentation is not found then the applicant will
build the 93 square feet.
Waggaman said that the motion should address this problem and
in accordance with the BOA and the building department.
Drueding said he feels the design will change if it is 93 square
feet, and not the 150 as shown on the drawings.
Anderson said the design will not change.
Martin said she does not have that many problems with it, if its
reduced in size or pushed back and would like to see it more
horitozal than vertical.
Bill Poss , something needs to be shown to the members to
show the height.
Anderson asked for a straw vote,
Waggaman said if the pitch could be changed,more like the green
house, maybe a 4-12 pitch roof, would help make it less atrusive.
The pillars will be paint like the body of the building.
The "greek temple' effect is suppose to be a post modern architecute

Anderson said the design is drawen with the 150 square foot design
based on what is there now, Drueding shown the documentation that
only 93 square feet was approved in 1972.
The straw vote: to have the applicant to move the proposed design
back 2 feet 8 inches ,and drop the pitch to 5 & 12, and take out
the lattice work.
2 against, 3 for.
Welton Anderson said that he can work within this type of motion,
with conditions that the building department request the building
be pushed back 2 feet 8 inches,it will not change the architecture,
and will be less impact from the sidewalk.
Public Hearing open-no comment-public hearing closed.
MOTION
Final-review- Brand Building- 203 S. Galena
Mary Martin moved to approve the applicant request,and that the
applicant will move the building 2 foot 8 inches,at the building
department request to comply with the documentation of BOA
72-17,that the Brand building roof top,203 S. Galena,the architect
C.Welton Anderson,be approved as presented,with the following
change,that it be moved back to the 93 foot variance as the
variance has been approved in 1972.
Second by Mona Frost,
Vote called, in favor,3,opposed,2 Georgeann Waggaman, Bill Poss.
Motion carried -approved.
Skylights-Brand Building.
Anderson show the board the skylights on a picture,
the yellow represents the new sky lights. The green house skylight,
there is a lean to pitch skylight present now, that will be
brought down to low rise and will be invisible from the street.

The request is for remodeling,windows,doors,skylights,railings,and
lamp post.
This building is the old Mason and Morse Building across by the
Wheeler Opera House.
Sutherland asking that preliminary and final approval be given to
this building, it has been schudule for public notice for a PUBLIC
HEARING on April 22,1986.
Sutherland said all the landscaping will be clean out,and drop
the planter down,and in purportion, to relate to this door, the
drawing ;the only difference from it is the stairs,they are turn
around,and you go straight down.
The planter and skylights will be taken out,there will be a new
surface materialveseallT~ h~u~d rail will change,
the one wall will be drop down a little lower,and the biggest
concern is the signage and do a sign program,and redo the lighting
of the building.
The entrance will have a new stair going down,the hand rail
design will consist of pipes rather than pickets, the pickets are
busy and don't allow a visualness,which show on the second and third
sheets of the plans presented. The railing along the ramp will be
elemented,and a planter box will take the place, and will balance
the planter boxes in the other places in the plans.
The lighting purposed, along with the sign program, third sheet,
the window look will be clean up also. There will be a post on
each side of the stairway going down,with a new light fixture on

each side, there will be a signage of the business down there.
By opening the hand rail you will be able to see down there better.
The fixture will be one of the two shown today.
The windows ,the shape,will change, and carry the masonery part
right staight down, and take out the bar,and make it one peice of
glass, this will look more like the pure arch form, than they are
now.
Waggaman the lightage over the signs gets busy.
Sutherland when you have a sign that projects out from the
building,you have to try to tie in the lighting into that,the idea
is to keep it as thin as possible,you don't want to see any
more of the fixture than you can, but keep the same shape and
small fixture, the sign is about 15 by 30 inches.
All this will be tied into the hand rail design.
Drueding,this building has a lot of illegal signs, and the
business down stairs are not allow sings according to the code
because they do not have street frontage, there will need to be a
board of adjustment hearing for some of these signs.
Drueding agrees they are cleaning up the building,but they will
need to go to the board of ajustment for signage. HPC can make a
recommendation on the signage that can help the BOA consider the
applicant request,but that all HPC can do with the signage part.
HPC can approve the design,and recommend to BOA that HPC likes
the design of the sign..and hope BOA approves the signs.
Sutherland said greeny brown color will be the same,it is a brown
with a tint of green.47229,the frames will be metal except the
shape of the window will be diffident.
CCLC favored the project, and felt the project did a good job of
cleaning up the looks of the building.
Waggaman asked direction on stating the motion if it should be
preliminary and final-or since the notice of a public hearing has
been published should the motion state only preliminary?
Can a set of plans be presented at the public hearing, and if
there is objects HPC will notify the applicant.The applicant can
go ahead at their own risk after this approval but before final
public hearing on April 22.

Georgeann Waggaman moved to approve this with the changes so
indecated, with a recommendation to the board of ajustment,
to approve the signage,and with the condition that the building
department give them a permit to go ahead at the applicant risk,and
the public hearing will be April 22,

Amendment to Motion
Mary Martin said she would so move for approval if the applicant
chose the light fixture on the left. The rails will be white and
will all go together nicely white railings and white light
fixture,second by Bill Poss,
all in favor,motion carried.
MOTION-PUBLIC NOTICE
Mary Martin moved that the public notices can go in the Daily
News as well as the Aspen Times,
seconded by Charles Cuinniffe
Discussion:
Georgeann Waggaman asked if this would be possible?
Burstein said the planning office has published in the Daily
News. Burstein told HPC the 15 day notice requirement is a state
requirement.
Cunniffe said the 15 day requirement puts cases off 3 to 4 weeks.
Cunniffe suggested that when the applicant meets with staff,they
be notified of the 15 day requirement and perhaps publish in
advance.
Georgeann Waggaman said if there is a problem with the Daily
News,Burstein should report back to HPC.

level of the Aspen Grove Building,indicated in green, it would
project out 18 inches from the building and 20 inches high,in
addition on each stairway there will be a 9 inch green canvas strip
or valance that goes around the canopy, and extend down the 9
inches in the same fabric and color, the idea being,it would
create uniformity and tie every thing in together.
This request is just for the upper level.
The Rod and Gun Club awnings will not change,and approval for the
down stairs awnings have already been given,
The color, the frabic, the lettering, all will be the same.
The second request is for flower boxes on the second floor,
7 1/2 inches high and 8 wide, and green, the same color as
awnings, to give uniformity and tie it all in together.

and Gun Shop, this is a barrel shape, and this is one consideration
if HPc wants to create the same shape of awning.

It might not effect the view plane,being 20 inches high.
Spencer Schiffer said he was not sure about the view plane.
Drueding said the building department will check the view plane,the
awnings over the stairs, will need an amendment for the
encroachment,and the building is over signed right now, and this
approval willnot include signage. As the code is currently written
the second floor is not allowed to have signage,and any sign on
these awnings will need a board of adjustment variance

Waggaman said the idea of the awning, is acceptable, and the
flower boxes,but the upper and lower floor should be coordinated
more before approval. To attached a valance to the bottom of
what is by the stairways is vague.
Cunniffe said he should show a drawing of the awnings upper and
lower in place.
Cunniffe said the awning with a flap would do better for singage,

Bill Poss said that a motion to approve the up stairs awning on
condition that the applicant come back with a full plan for the
up stairs and down stairs, and allows them to go ahead.
Martin said she wants the awnings to be the same as down stairs.
Window boxes a nice in the summer, but in the winter,and with the
railing where are they going to put them.
Schiffer said the flower boxes would add to the uniformity,and
will be green the same color as the awnings.
The flower boxes will be on the outside, green, the railing will
be white.
Georgeann Waggaman said that perhaps the motion should
three seperate things,stating triangle awnings
or circurlar awnings,valance and canopy and flower boxes.

angler awnings left down stairs; condition on the applicant
comming back with an over all plan for the up and down stairs for
the Aspen Grove building at 523 E. Cooper,before any building
department permit is issued,and that it meets all building and
sign codes requirements.

Discussion :
Charles Cunniffe said to be included in the motion, to state: the
far right drawing,the far right should look like the far left,
and that that little peice of awning be included, and should be
anchord at the both ends, so moved.

AMENDEMENT REVIEW: CHITWOOD BUILDING (LA CANTINA) WINDOW TRIM COLOR
411 E. MAIN SHARON KAHN
THIS IS FOR THE CANTINA,POUR LA FRANCE AND THE WHALE OF A WASH,
FOR THE WINDOW TRIM,AND AWNING COLOR FOR THE WHALE OF A WASH.
The windows have been paint for the board to review,on each coner.
These a mixed colors, the orgial color of the building is tan
color, and the trim, with the new color,
she has pulled the colors from the interior of the buildings, so
when you see the trim and see the color of the furniture.
The up stairs and the down stairs,are in three little parts, the
interior peice on all three of the buildings,would be in the
plumley color,3/4 of an inch, the second peice outside that,
1" would be Cantina building up stairs and down, not on the
natural windows which are across the front,the green,the lights
were painted green but HPC motion of approval was to have the
light fixuters painted the same color as the building. The Pour La
France the awning is blue,and it will look like this, the door
will be left in this color. The outside strip will be left as it
is. So it will not be the whole window repainted.
Waggaman asked if the cornice details would be changed?
Kahn said there has been some debate on that, but she would like
the board approval on the windows before that is tackled.
There is two problems with that, first the ledge that goes around

the top of the building,is very uneven,and there would be a
problem getting a straight line,the place where the rick rack
goes straight down,the building, there is talk of doing that in
different colors, to her that might be alittle to much.
Mary Martin said she wanted the building minimized.
Georgeann Waggaman said that that part could be treated in
various greys around the top that is so uneven.
The Whale Building,these two colors look the best,with the awning,
and looks good with the bricks.
The 4" metal flashing on the top needs to be painted, and the gas
station has a strip of concrete around it, and she feels if one of
these colors is put up there it would be the lease offensive. When
trying to do a brick color,it looks orange.
MOTION_COLORS_WINDOW FRAMES
Mary Martin moved to approve for the Pour La France, Whale of a
Wash, and Chitwood building the choice of window trim colors,at
411 E. Main Street,and no change to the top of the building and
the light fixuters be painted the same color as the building.
Colors of trim can be seen in the planning office. Second by
Charles Cunniffee.
Vote called.4 for, one obstain,Bill Poss, Motion carried.
Green ,blue, and the purple will be the colors.
Discussion of Plaques:
Martin stated that she price out door plaques seem to expensive,and
perhaps HPC should consider indoors plaques for the houses and
historic buildings.,outside run about $600.00 and the inside
about $200.00
Perhaps even just a certificate in a frame should be given to the
owner of historic places in town.
Than a resolution by HPC to give the owner the plaque,
Steve said that if Mary Martin has been working with the Mayor
and the city Manager office with this idea she should continue.
A 5 by 7 plaque would be a nice size.

MINUTES:
Martin said she would like to see a recommendation not to see the
"FOR SALE" signs in the town or out in front of the buildings and
houses, and have them restricted. There should be something in the
sign code addressing them, a wishes a motion for a resoultion,
for it can go to council for consideration.
No realstate sign threw out Aspen.
Steve Burstien said that more research should be done, and report
back to HPC.
Mary Martin said it is HPC recommendation not to have FOR SALE
sign in the historic district.
