Roll Call:Marge Riley,Mary Martin,Pat O"Byran,Nick Pasquarella, Mona Frost, Bill Poss,Georgeann Waggamn,staff, Bill Drueding, Steve Burstein. Excused Zoe Compton. Special Projects: Aspen Comprensive Plan, and Historic Preservation Element, this will be a work session with City Council, and Waggaman asked that as many members be present as possible, and a work session with just HPC Thursday afternoon. Nick Pasquarella ask for an excused absence for the June meeting. Steve Burstein gave members an action Plan ,which is a reorginaztion of the last chapter of the plan. David Dallas is the intern and is helping with this project. OLD BUSINESS: Volk Building Colors,materials, awnings COLORS-follow up- Volk Building:Bruce Sutherland Showing the model of the building, and a sample of the brick they have selected. The smooth Colorado sand stone will be used, and the pavers will be a different color. The color of the windows will be a teal, and the awnings will be a lighter shade of the same teal color to contrast with the window frames. The coping cap will be, the arch will have the larger portion of brick placed there 16 1/4 by 16 1/4,they will be squares that are polished. It was suggested that CCLC review any street tree,sidewalk or lighting plans the applicant has planned. The paver brick are different than used on the mall. The brick and the stone have to be order ,the pavers can be order later, if there is a problem with the choice of them. Mary Martin said the paver looks to false, and would like to see something closer to the mall, and have it look more like brick. minutes: Historic Preservation Committee Regular meeting June 10,1986 City Council Chambers 2:00 P.M. Nick Pasquarella moved to approve as presented, the colorado stone company sample # 41724, mesa red standstone, 46 c~ay products, Paint color,pittsberg greenglaze n7032,for the awning and trim color, brick robinson brick company rose t 212. Seconded by Bill Poss for the Yolk Building. all in favor, motion carried. The applicant should fill out a form that this information of colors is written in the applica~tion for the record. Hotel Jerome-admendment to addition plans; Steve Burstein would like to see this as a two step process, and this is P&Z reommendment approval of the PUD amendment Harvey state that if HPC has a PUBLic Hearing on the amendment, then it would be the fourth public hearing for the applicant. Waggaman said that perhaps HPC can hold the public hearing at the same time City Council holds the Public Hearing. Two of the neighbors at the Public Hearing of P&Z, and the planning office felt that this building should be set back farther and lower on Monarch Bleeker corner. P&Z said to lower that corner, the plans show the changes, the model does not. Basically the third floor elevation of 40 feet, the applicant took off the third floor in one place and placed the rooms in another place. This inable them to drop back some 20 feet back to the other building. the corner is now set back to answer the neighbor problems,the three levels will be double loaded and the fourth a single loaded. It will not be seen from the street as much. They are not losing any rooms, they have just move them from one place to another. Waggaman said that if someone was in the garden space and looked back towards the center of the building,is where you will see the higher structure? Harvey, yes. Showing the board the elevations: Changing these plans to reflect the P&Z and neighbors thoughts will be costly and the applicant has a letter to the state and the parks service to see what they feel about the changes, and they are trying to get awhole of the neighbors that did not like the other plan. The other plan was 10 feet higher than this plan against Carl's and the Aspen Times building. Martin said the new plan looks like a annex. shown today, Harvey, to satisfy the neighbors with the scale of their neighborhood, and P&Z. Martin does not want the change. Bill Poss, is against the change it is against the architure of the whole complex,they are all boxy and squared off, it takes way from the line along Bleeker,but question the abilitly to adress the mass of a building in the HPC meeting. Mona Frost liked it the way it was. Waggaman like the way it was, and does not feel that the plans shown today is much of an improvement. Georgeann Waggaman said that she does not like the idea of being in the garden and looking up at that high of building, as it would have to be in the new design. Steve Burstein, looking at it today,you will not notice the height change,by Carl's and the Aspen times asit is now, but in the court yard,you will. that is the trade off, gaining more mass there,and as mass this committee can adress, not just the area and bulk requirements,massing is a historic feature. There does seem to be something lost in the change, it is out of character with the mass of the historical Jerome, which was boxy. Harvey said that the grade change on Bleeker will not change the look of the hotel, the hotel will not be lowered. HPC does not like the new plans. HPC would like staff,Steve Burstein to write feeling of the plans which they feel are not the orginal hotel Jerome. a memo stating HPC with keeping with Harvey said that HPC address the facade. The board feels the applicant has been to two Public Hearings, and there is one more before council, and that is enough Public Hearing and that HPC need not call for a Public Hearing on this again. Just a letter of recommendation of HPC vote,should be given to Council. Waggaman asked what is the reaction of the committee and the public if we have to live with the new plans, do we want to give it a HPC approval or not to give it a HPC approval. HOTEL JEROME-MOTION Mary Martin moves to approve the plan for the Hotel Jerome as was previously present to HPC in a Public Hearing and approved by HPC, that this board stay with that decision and design of the building as was approved on May 27,1986, Bill Poss second, vote call, all in favor,1 opposed,Pat O'Bryan who likes the chaNGE. Memo to Council-Memo HPC decision Hotel Jerome Nick Pasquarella moved to direct staff,Steve Burstein to write City Council a memo recommending previously approved design be the one that is accepted by City Council. Seconded Mary Martin, all in favor, motion carried. The applicant will come back to HPC when the brick are chosen, and the rest of the materials. New Business: The street light poles,color recommendation of CCLC. CCLC has a request to change the color on the light poles there feeling is that the dark green,is to dark of a color, and the detailing in thelight poles does not show up clear enough. On Main Street between the Court House and the Church there has been poles painted different colors for the HPC to review. Elyse Elliot staff for CCLC asked that the design team CCLC has hired address this for HPC. Banner Construction,Wayne Effige, and Kelm Kopf: The consultant said his concerns for the dark green, that it does intend to do what HPC wanted to do, it is a recessive color, you really don't notice the poles as much, the sample block, the one that CCLC favors, as does Banner is the one by the soldier in the NE corner of Galena and Main street. The slate color one, it is called charcole blue, this color shows the detail better,the shadow pattern is nicer, brings out the relief,plus the color minutes: Historic Preservation Committee Regular meeting June 10,1986 City Council Chambers 2:00 P.M. tends to take on the character of its surroundings, they felt that the choice should be a complementary color, this slate color is not real bright or it does not dominate the sceery, but takes on the color of its surroundings, it is a color that will do justice to it. The dark green just does not have the richest to bring out the detail in the pole, which are lovely old poles. Some of the other colors did not turn out like the paint chips. Pasquarella said he was here when HPC made the decision on the dark green, some were primed color from the factory and some a beige. Pasquarella has no problem with the new color charcole blue. Bill Poss likes the new color as proposed. Pat O' Byran, first she likes the old green black, but of the new color, the charcole blue-or slate. Mona Frost likes the green black that is on most of the poles in town now. The consulant said that passer by said they liked the charcole blue. Mary Martin would like to see more lights an third street. Marge Riley: Georgeann Waggaman is opposed to any poles except the dark green, she feels that the choice is to light of color. She feels that the dark green has enough richest compared to the slate, and if it was good enough for London and Paris, it good enough for her. Waggaman said the calls she recieved were for the dark green. The consultant said they are willing to leave the dark green in the mall area because the mall has is own character, and paint the other areas the charcole blue. minutes: Historic Preservation Committee Regular meeting June 10,1986 City Council Chambers 2:00 P.M. Poss said that he noticed is the new color will not show the dust that happens around town as much as the dark green does, the dark green did not hold up as well as one would of thought of. The new color does show the detailing of the light fixtures a lot better. Historic Society: Carol the colors she has seen historicall have been in George Town or London, Paris older places where the town is redoing them,they tend to be a darker color, black or dark green, and if if Aspen is going to start going with 1980 color, specially this board to go with a more modern color. Elyse Elliot said that the dark green blends in with the landscaping so well the electric transformer were painted that color to blend in with the trees and the ground. These poles are about $900,000.00 and CCLC would like the poles to show a little more, and at Christmas time galand is wrap around the poles, and the garland blends in with the poles. Georgeann Waggaman asked for a green in the mall, 3 slate in the mall, 3 dark green around town,1 slate around town,4 straw vote: all in favor of dark MOTION: light pole color choice Bill Poss moves to recommend the color charcole blue-slate for the light poles in town,Nick Pasquarella seconds,5 for, 2 opposed. Mona Frost and Georgeann Waggaman. The board asked if this was for all around the town, Asked if a amendment should be added to state that the light poles in the mall stay the dark green. The applicant said that inless there is a strong objection to leaving them dark green, the applicant will leave the ones in the Mall dark green. Georgeann Waggaman restate that there will be dark green light poles in the Mall and slate color ones through out the town. As if anyone is opposed to that at this meeting? Members from the Historic Society asked for clarification, arriving late to the meeting, It was explain to them the motion and decision. Mary Martin said that there is some confusion on the choice of color that was being discussed. HPC said that after listening to the discussion that there should be a Public Hearing at City Council about the choice of colors, because of all the confusion. Elliot said that this will go to City Council but the whole package will be presented,not just the color choice. Hibachi-tiki torches Georgeann Waggaman and Steve Burstein discussed the request of TIKI torches for the Hibachi restaurant, there felt it was not critical to come before HPC,that area is not historic and there are other gas lights in town, and sign off to let the Hibachi have there torches.
