OLD BUSINESS; FINAL REVIEW PUBLIC HEARING POPCORN WAGON RELOCATION

Arrow said that the drawing of the preliminary hearing were

Dan Arrow said that the only thing that has changes is the low
planting area and the planting to cover the visual effect of the
dumpster.
Public Hearing opened;
Burstein said that this case will go before P&Z tonight as a
special review for restaurant use of open space, and reduction of
~__ rash ulitiles and service area requirements.
The dumpster is one concern,after talking with all concerns
parties ,it was decided to have a space enclosed 10 x20 ,and a 20
foot for the service excess,which will be larger than shown.
It will have wooden doors and sit on a concrete pad for the
dumpster.

The ulitlies hookup will be just below the ground, and there is a

Judy Hill local artist,is totally commited to having the Popcorn
Wagon in this space, and the applicant has done a beautiful
~,cleanin? up this corner that has been an eye sore.

Mona Frost moved to accept the plans as presented,seconded by
Mary Martin,
Poss, accepts the motion hut agrees with burstein and likes the
planter wall idea but there was no set width given, but that a
planter should be able to maintain plants, and believes that the
planter should be at 2 feet wide instead of one foot.
Cunniffee wants the ulitilies address at P&Z when the admend is
made.

Bill Poss moves to admend Mona Frost Motion to have the planter
be 30 inches wide or mimumin planter width dirt be of 18
inches,Marge Riley seconds amendment, all in favor, amendement
carries.
Mona Frost accepts Bill Poss admendment to her motion,vote call,
all in favor of motion with admendment,motion carried.
Mary Martin said that it was a nice presentation for the record.
NEW BUSINESS:
PRELIMINARY REVIEW OF BUS SHELTER IN FRONT OF THE LIBRARY
Bruce Abel,RFTA, did request for bids, and the photo's shown the
members are the shelter that the RFTA selected for the community
the library is a high prioity for placement of one of the shelters,
and asking this board ,There are 28 location around the town,
there are a. list is of 10 placements,this is the only one in the
historic district, this type of shelter will not be placed at
Rubey Park , but another type will be there hopefully by next year.
It will be about 5 by 9 on a concrete slab.
Waggaman said she felt that the bus shelter was rather urban effect.
Bruce Abel said that the RFTA board felt this shelter was one
that let you see through it,no structure is invisible, and they
flet that this would be at least impact on the street scape.

Abel said that the shelter will be able to have a photo cell light
that will or will not be hooked up, CCLC asked that conduit be
placed and to be able to hook up when the lighting project does

The shelter will hold 12 or15 people and about 5 people seated.
Bill Poss said he feels there is a need for a bus shelter,but
that it is historical incorrect,especially in the historic district.
It is urban, it does mean the shelter has to look victorian, this
solution does not fit in with Aspen.
Cunniffee said he would like to see something contemporary,but
not so urban. There is probably prefab available that would be
more comaptible.
MOTION BUS SHELTERS
Mary Martin Moved to table this item till the applicant RFTA
brings another example of shelters to HPC seconds Marge Riley,
discusssion:
The installation of these shelters are to begin in two weeks,outside
of historic district,Bruce Abel stated.
Georgeann Waggaman said that it will look funny to see these
urban shelters around town and a different one in the historic
district.
The RFTA asked the City for guidest through the boards, but
somewhere along the way things did not get done,and it was
noticed a couple of weeks ago, to start the approvals process.
This item will go to a Public Hearing.
Waggaman said that HPC should send a strong letter to City
Council on the shelters,outside the district, and how this was
handled.

That this item be tabled till the Public Heraring, Marge Riley
second,all in favor, amendment carries.

awning with maroon lettering, than a maroon which will fade so
easliy.
The applicant said that they could work with the beige awning
color.
Steve Burstein,said he has a problem with the pitch of the
roof,and the way the awning looks like it will attach to the roof.
Poss said that could be handle with some flushing out anf flashing
over it.the awning are a good idea,but will they fit in with the
architecture of that building know it is going to look like those
awnings are plaster on the metal ,mansford roof.
Gary Reed said that the design of the building and the slope of
the roof, gives a problem with putting awning on their,as per
code the awning can only come down another 6 inches with the
frame because of the roof comming down so far.
Waggaman said she felt it would look funny with the awning and
then the mansford roof right there,especially underneath.
Maybe Martin idea of the card board would be a good idea here,and
would give the effect with out the cost involved.
The members felt the awning would be better without the shirt at
all.
Perhaps the awnings like the Esprit has would be effective here
and if the applicant was not going to use the awnings in the winter
it could work.
Waggaman said that the board has given direction that the applicant
and awning company can use as to this building,and what might
work better.
The idea of a lighter fabric color should be
next meeting. Also a site visit to the building

showing the board pictures, and stating the three reasons,
The architecture of the building, has a cornest,a ledge above
the windows, and in the past,snow collects there then falls
onto the sidewalk. A awning would omit this problem.
The appearaance of the building, that a awning adds to the
appearance of the building, and consistant.
There has been retractable awnings there from the look of the
pictures, and the awnings on the East side will not change.
The windows on the north side will be like the east side awnings.
Charles Cunniffe said that the Ute City Banque has not completed
the plan as stated before HPC by Don Siegle for awnings,and this
should be complete,Floyd said he can asked Siegel about the Ute
Building but he does not know anything about that approval.
