Mona Frost Chairs the meeting. NEW BUSINESS: HOTEL JEROME FLOWER BOXES- DAVE MYLER Raphie Enterprizes request for flower boxes,14 inches deep and they sit on the ground, and they conform to the slope and against the front of the building under the windows,18 inches high, and six feet in lenght. The trim on the Hotel is painted a dark sage green, and the boxes are paint the same color, this are removable boxes that can be remove in the winter time. The question the board asked is how were the planter going to be watered, was there a drainage, or did the boxes retain water? Planter boxes don"t drain,Myler said. MOTION FLOWER BOXES_HOTEL JEROME Nick Pasquarella moved to approve as presented, seconded by Bill Poss, all in favor, motion carried. Stamped and Filed in the Planning office. CONCEPTUAL GMP applications Bill Poss steps down because his firm is competeing with the GMP process, Georgeann Waggaman comes in for chair person. Someone from Poss firm will be doing the presentation. After Poss talked to City Attorney's office, the attorney suggested that it was alright for Poss to step down and be come part of the public and not vote,but he did not have to go out of the room.. 520 E. The form a block with a definate rythumn to the building, the sand stone facing were of raring heights, the historic points that they tried to pick up were the windows, that were tall and retangler. The store fronts will have the kick plate simipler to the Elks Building 18 inch. the grouping of the window,two window seem to be a big number historic buildings, The railing will be a open railing, and awnings are shown on the drawnings and model.. The long wall will be broken up with windows. There is parking for the 2 residental There will be two residental units for employees. This building could be phrase I and II, having the last. housing built Weil said that the store fronts will be broken up into a trandition pattern The height of the building is 40 feet and under the view plane. Pitkin County Bank has a ten foot strip of property and this project left 5 feet,creating a walk way. Nick Pasquarella said at one time HPC approve that when the quansit hut got torn down, soon after the Cheap Shot's building would be taken down for a new structure to be built, now with different owners none of the promises are kept. And this is a whole new presentation with different owners. Burstein said the used of material is very pleasing, the sandstone and the brick, preliminary the open space works fairly well, The massing and the rthyum of it,there is some question with the stairwell and the front peice. Waggaman said the windows on the left seem to work, the right ones don't feel as they work as well, the massing is okay, but there needs more developement and to show the members what is on the east elevation. This is conceptual review for a GMP allocation. MOTION 2 MI NUTES: HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JULY 8,1986 Charles Cunniffe moves to approve conceptual the purposed building at 520 E. Hyman subject to further thought and develope- ment,and to come back to HPC with better massing, front facade and illustrations on the South and East elevations, second by Pat O'Bryan, vote called 4 for 2 against, motion carried. Plans can be seen in the planning office. Bill Poss joins the meeting in progress. OLD BUSINESS: FOLLOW UP VOLK PROPERTY-BRICK BRUCE SUTHERLAND Sutherland shows the members the brick that the applicant first selected, and this brick is not available till Novemeber, researching the applicant has found a better brick, showing how it goes with the stone and the window color. Motion Approval was given for the alternative choice of brick for the Volk Building, by Bruce Sutherland Robinson Brick Hampton,by Charles Cunniffe second by Nick Pasquarella, all in favor, color can be seen in planning office. NEW BUSINESS CONCEPTUAL REVIEW THE STOREHOUSE BUILDING 121 S. GALENA LITTLE CLIFF'S Bruce Sutherland and Parry Harvey Harvey explain that the new purposed building will be 30 by 100 33 feet high in a 40 foot height in the CC zone,now the building is about 12 feet, the thrift shop is 14 feet. Nature Storehouse Restaurant, and hopefully Little Cliff's will come back in the basement and have a reatil outlet on the main level. The design has come from the type of business going in there and the use, the city should help the thrift shop with that wall, There will be a space left when the new building goes in since the old little Cliff's is up to the lot line and the new building will not be, because of required open space Showing a model that looks more colonial in design than victorian or contemporiary. 3 MINUTES: HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JULY 8,1986 Its the brick that gives it a more of a colonial look. Sutherland said this is more for design shapes than a style, giving the massing to relate to the scale of the building being its a small building, having an interesting facade. Waggaman said the massing is good its somehow the design comes off as looking colonial, maybe is the little windows in front, and the circular windows, or the red and the white color look. Sutherland said they will come back with color, this is preliminary and the applicant will come back with more detail of bricks and color choice at a latter date,windows roof samples. Cunniffe said he feels that the building is to historic looking and feel like it has been on that site a 100 years,and would like to get away from that concept. Burstein said that he feels HPC old guidelines explain and that the dormiers and faults and facade seem to be the elements of copy a architecture style. Harvey said that Galena is a auto street comming through the town, comming off of Main Street,and with the mountian at the end you need , he feels that you would not want to see something modern across from City Hall, and the Brand Building , that the character of this street with the mountain sitting at the end of it. Sutherland wants something compatible. Burstein said that P&Z and HPC should consider how much neo victorian they wish to see? Waggaman said if the metal roof could be changed, it would be less colonial, perhaps the round windows could be changed. Sutherland said that it sounds like that HPC like the idea of the massing and the shapes ,the problem is the color and style, and that can be changed, the key thing is, a good appearence from all sides, the front with the massing stepping back, gives less of a heavy facade, the view comming up the street should be interesting 4 MINUTES: HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JULY 8,1986 and to keep the interset all away around the building. The applicant will come back it is the concept of the shapes and masses the applicant wants to know if HPC approves, colors window treatment will address later in more detail Waggaman said it is the false to something post modern or better details. front look,and does HPC want to go contemporiary. HPC needs to see Mona Frost said this plan looks like a house that will be a business, with the idea of dormiers, it residential. the first floor looks a little Nature Storehouse owner said that want the place of business to be quaint, and like the victorian look of town. Waggaman said she wants to give them preliminary approval with the conditions,study the residentail character, study the round windows, and have more of a definity detailing. MOTION Charles Cunniffe moves to approve for preliminary the request for a new building at 121 S. Galena as shown on the plans with modification study of the residential character,the detailing and giving color and trim choice, and make it look less neo colonial, second by Pat O'Bryan,all in favor, motion carried.
