Bill OLD BUSINESS: TABLED: RFTA bus shelter- library stop NEW BUSINESS: Conceptual review Wesson dental clinic S.W. corner of 5 th and Main Street. Waggaman steps down for this presentation. This is a GMP applicant in the offic zone,conceptual review. Wesson said he try to follow the gudeline of BPC and the building is a linar building,scale is small and within the FAR, and a two story. Material is wood ,color earth tones, it is set back farther than required,and the trees will remain with more landscaping. This is a contemporiary building, with office and employee housing on the one level and Wesson plans to live above the office Showing rendering and pictures of the lot. It will be a flat roof, Tongue and gruve four inch siding, either red wood or cedar. Poss said he might be the only one to disagree with this, the concept,most of the building in that area have a residental feeling to them,and the zoing he feels was to protect those residential structures, and keep the scale of Main Street. Wesson building is more commerical looking,than the large residential structure that are there. Pat O'Bryan said that to have the applicant come back with something that is a little more compatible to the neighborhood. Zoe Compton said that this building is very modern, and if the roof line was changed and something to soften it,it would not be such a contrast to the enviroment. Burstein said the criteria that HPC is looking at,the elements to compatiblity are the set backs, the massing, the vegetations, what aspect would softening the building either the roofline or some other aspect of it. If the windows roofline and front door where changed to soften the look... Poss said that he would give Wesson a conditional approval, with consideration to the study of the roof line,scale of the buiding in compared of the neighborhood,materials. Martin said if this is planned for Main Street,she can not buy the idea. Ms Waggaman said she has a idea of what the floor plan is like and doing the rendering, she understands what the board is talking about by making the building more residental, or softening. Perhaps if there were windows with panes, it would have more of a residential character, a sloping roof,or to kick back the roof in places. Bustein said that perhaps shingles should be used. Martin said she feels that the windows should be functional. Frost asked if a special meeting coulld be held on the 29th for this item. O"Bryan said that HPC voted on not having any more special meetings. MOTION Poss moves to have a special meeting Friday morning at 9 A.M.,with the GMP deadline the 1 st of August, that HPC can hold a meeting the 25 of July for the applicant. Second by Mary Martin,all in favor, opposed 1 Pat O Byran. PRELIMINARY REVIEW OF CITY HALL RENOVATION AND ADDITION- GIBSON & RENO ARCHITECTS. The building was built in 1891,in three months for $15,000.00 it was a Armory at one time, the second floor a social gathering point, the first floor,carts, horses etc. Changes have been done at different times to the building. The east wall did not have any windows at all. The orginal roof was a wood shingle roof. The new building would be a brick that would match the old, and a wood shingle roof,and three dormiers to pick up in the old building, the windows will change little to show what is old and what is new, on the west elevation the aapplicant replaces one of the windows that has been bricked up, and and infill what is now the main door, so the windows match all away across. East elevation on the annex will have the same shapes and the covered porch way that is in the back. Martin likes the plans except for the door, the door should be left whare it has been for years. Reno said it would change the floor plan inside if the door would remain. They could have a door look without having it a useable door. Waggaman said that if some study could be made on the interior to keep the door where it is,it should be done. The Main entrance will be along the south facing in the new plans as shown. There was a fish scale shingle that still exsist up there and will try to stay with the same effective material. Reno said that there might be a basement under the new addition, and tieing a link under the old. Poss said by moving the entrance over to the one side it makes the building work a lot better, once the doors have been changed people will accept the new entrance. Reno said any new windows will be a clad windows,in the color needed. Martin said she does not want to see clad windows on a old building, she wants to see wood. Clad windows are easier for up keep and the perhaps a amendement to the Woods Building is needed,since HPC motion directed the applicant to not use clad windows,Waggaman stated. The scale of the building and the roof could be lower at little in relationship to the upper floor. Reno said one of the reason not to go to a split level or lower level is the problems with the handicapp accessing the building now. Poss said that every thing is at be a good idea to lower the first building had high floors. street access, so it would not floor,and historically the old Mona Frost said she like the idea that it was smaller than the orginal and set back away from the street. Also EPC said there would be a big problem with the snow fall especially on the north side. Waggaman said she feels that it hard to accept that this is the first time HPC has seen the plans and it is fairly complete, and been months on the drawing board, and is now to late to change it. This has happen before to a number of City building like the Wheeler Opera House,or the Court House. Martin said if this is to be paid for with bonds, since the city has advicate garages and parking spaces, the city be the first to do underground parking, and use the driveway to drive down in the north elevation. Motion-City Hall Martin moves to approve for conceptual approve with the condistion of two items,reconsideration of the doors on the west side, and a parking structure underneath, second by Pat O' Byran, Bill Poss said that he feels that the motion is to strong a condition on the undergrounding, and HPC should deal with the historic compatibilty, and it is up to the city and the client to work out the zoing and the function of the building. vote called: In favor, O"bryan, Frost, Martin 3 Against, Compton, Poss Waggaman 3 Motion dies: 4 MINUTES: HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JULY 22,1986 Martin said she feels it is important to have in the motion the underground parking, and have all windows operable. Martin is asked to restate a motion: Motion-reconsider Martin moves for conceptual approval with a ridder attached that City Hall Consider a parking underground and a door left on the west side of the building,Second by Pat O" Bryan, vote called: For: 4 Against 2 Motion carried: HPC asked that Bill Drueding be here for the satellite hearing: Preliminary Review Wheeler Block Building roof top satellite dish 209 S. Galena Bill Hewitt A satellite is a conditional use and will have a review of P&Z,also the structural concerns will have to be address there. Hewwit is asking to be allow to place a satellite dish on the roof for the sport fans can view the games at the Sport Bar. It will be earth tone in color,you will not be able to see the satellite behind the penthouse roof, leaving about two feet of satellite you would be able to see from the Isis. He suggest that he could place a little fence up there or a gas grill or something that would hide the dish from site even a flower box. Waggaman said she would prefer to have the applicant come back with something more architecturally perminate as a parafit, a fence, a rail etc. Martin said that every bar in town will want one, and is this what HPC wants for down town? Waggaman said that the members need to look at this. O'Bryan said she is against the dish also. Burstien said the issue has to be compatiblity and visual with the historic structure. Poss said if it was to be more visible than stated than it would be differnet. MI NUTES: HISTORIC PRESERVATION COMMITTEE REGULAR MEETING JULY 22,1986 MOTION SATELLITE DISH 209 S. Galena Wheeler Square Roof top Waggaman moves to approve for preliminary the satellite dish in this location,and if it is to visible,as decided by the HPC,within 30 days Bill Eewwit will put up some sort of mutual agree screening, to keep dish from being visible, seconded by Bill Poss. Public Hearing will be August 12, Vote: 4 for: Against: 2 Martin and O"byran. MOTION CARRIED. PRELIMINARY REVIEW ASPEN BLOCK BUILDING LIGHTING FIXTURES S.W. CORNER OF GALENA AND HYMAN Riley Floyd,the applicant purposed to put in a lighting system that will light up the upper part of the Aspen Block Building, all the conduit will be buried in the wall, the light fixture will look like the Independence Building,and will be placed at the end of the columns. The spot or so called flood lights will be in a v to give that shape of lighting onto the building, about 10 of them,double headed. IF 60 watt makes it work right thats what willbe placed in the fixture, the intent is softnest on the building, Zoe Compton moved to approve for preliminary and final review the request for lighting fixtures on the Aspen Block buuilding, second by Mona Frost,all in favor, motion carried. Waggaman continues this meeting till the 25th. Meeting adjourn till. 6
