Dan McArthur, City Engineer, presented Bob Brown and Mike a memorandum
outlining the breakdown of costs on the Wheeler Opera House. The budget will De
$3,450,000 if the $1,200,000 bond issue passes, and a budget of $2,250,000 if it
does not. McArthur said they need $2,839,000 in order to complete the Wheeler.
There are three items that can be subtracted from the alternative list,
(1) elevator at $84,000, (2) stage lighting at $23,000. There may have been
overkill on the lighting at $33,000. There may have been overkill on the lighting
so this could be deducted without hurting the lighting. (3) lightening protection
$8,000 could also be deducted for a total budget of $2,700,000.
McArthur told Council there are fixed administration costs, temporary heating
ahd shorring. Architectural fees are $96,000. The construction manager's fee
is fixed at 7.6 per cent at the construction costs. There is a contingency
cost of $189,000 which is only 6%; the standard contingency fund is around 10%
of the total.
McArthur told Council they are planning on removable walls and wings. Bob Brown
said removable walls cost a lot of money but allow flexibility. Dunaway said
the budget has always been reported at $3,200,000 not $3,450,000 and objected to
the increase. City Manager Chapman said the city is proposing to put in $3,200,000;
above that is a donation from the M.A.A. Chapman said up until now things have b-eh
estimates rather than hard bids.
Mayor Edel said evidently the projection system devised by the architect will
not work. The plan will have to 9o back to direct projection, which will
necessitate projection room on the balcony and eliminate $5,000 for the
mirror and the raising of the chandelier.
Ellen Kohner said it seems clear that the mirror projection will not work for
several reasons. Ms. Kohner said the way they drew the projection booth, it
will take up 32 seats in the balcony. This is easy and practical and seems to
be efficient and work well.
Mayor Edel said the contingency seems like a lot of money; however, staff
says Mayor asked the budget would be tight. Brown said
it
is
low.

with the discovery process.
McArthur told Council they are reducing everything to come up with a $2,000,000
project. The theatre will be without carpet and paint; they are reducing the
electric and mechanics by $40,000 and deleting the security system on the
first floor. McArthur said a $2,000,000 project will provide a shell that meets
fire, health and safety codes but that's all no amenities, McArthur stressed the
project can be done but it will be a skeletal type theatre.
Counwilman Collins asked how long the numbers were good for. McArthur said the
bids expire 1/21/82. Council needs to decide whether to keep or delete the
elevator, stage lighting, lightening protection. Councilman Knecht asked if the
elevator could be added on. Mike Bogus said the elevator can be put in anytime.
Mayor Edel said the deletions are fine. Nick deWolfe asked if this included
the 16 mm projector. McArthur said no. deWolfe said the projector would cost
around $8,000. Councilman Knecht said it might be appropriate for someone else
to fund this.
Brown said that desks, chairs, and filing cabinets have not been included - so
they would not have included a film projector. Brown suggested Council also take out
the wood shutters. McArthur said these could be added later. Chapman pointed
out the shutters are important to the accustics, these shutters were designed
to keep out the street noise.
Brown suggested buying the 16 mm projector out of the contingency fund. Councilman
Collins said he would like to firm up some of the soft cost estimates. Brown said
they needed direction from the owners as to the quality the city would find
acceptable. Mayor Edel asked if there are any areas of flexibility. Bogus
said they would scrutinize everything to see if any of the bid packages
could be trimmed. Councilman Collins said it makes sense if the project can
save money and not take away from the quality of the building. Mayor Edel
asked what the construction schedule was. Brown said they plan on 12 to 15
months.
Councilmembers Parry and Michael were not present so Ordinances 1, 2, 3, Series
of 1982, were put off until January lt, 1982.
Councilman Knecht moved to approve the Wheeler Opera House draft as submitted
with the deletions discussed so that the construction manager may start preparing
standard contracts for the low bidders; seconded by Councilman Collins.
Councilman Collins moved to adjourn at 6:15 p.m., seconded by Councilman
Knecht.
