Mayor Pro Tem Michael called the special meeting to order at 12:10 with Councilmembers
Collins, Knecht, and Parry present.
City Engineer McArthur reminded Council they received an update on the water management
plan at the May 24th Council meeting. The staff anticipated $240,000 left out of the
bonds issued last year. The engineering department received bids on May llth for a pump
station and water main replacement totalling $170,000. There are additional costs of
engineering design fees for a total of $268,000. Bill Tuite, assistant finance director,
told Council the bonds last year were for $2,700,000 and the city has spent $2,549,000 and
there is only $150,000 left and there is $38,000 outstanding which only leaves $113,000.
McArthur told Council the staff is meeting with the bond attorneys this afternoon to discus
selling the remainder of the bonds at 11 per cent. The bond attorney will recommend whethe
to sell the bonds or wait until next year. McArthur said the engineering department was
recommending Dirt Works which low price to lay pipe was $14 per foot. Last year's price
was $17 per foot. If the city went with this price, the end result is a savings of 22 per
cent or about $200,000 on the pipeline. Councilman Parry said he did not want to wait
until next year; the city already waited once for the bonds. Jim Markalunas, water
department director, told Council the pump station needs to'be built.
Councilman Parry moved that the city direct Rich Cassens to give notice of award to
Western Colorado Construction for the Knollwood pump station for the cost of $55,743;
seconded by Councilman Collins. All in favor, motion carried.
McArthur told Council that he has a deadline with Dirt Works until June 9th for the price
of $14 per foot. McArthur said if the bond counsel said go ahead and sell the bonds,can
the city do the pipeline this year or wait until next. Councilman Parry said the city
already waited once. Markalunas said some of the pipeline can't proceed without the
Kno~lwood pump station. McArthur said if the city goes after the rest of the bonds, he
would like approval to (1) give Dirt Works the contract as it; (2) work with the city
attorney to see if they can negotiate with Dirt Works for the rest of the contract; or (3)
invite other bids.
Councilman Knecht said if the bonds can be sold at 11 or 11.5 percent, the city should do
as much as possible. The people voted on this issue and it should be done.
Councilman Collins moved to direct the staff to negotiate to sell the bonds at 11 to 11.5
per cent on favorable response from bond counsel, and to authorize staff and engineering
to proceed with Dirt Works contract as outlined in this memorandum and further to invite
bids and proposals for the balance of the water work for this year; seconded by Councilman
Knecht. All in favor, motion carried.
Councilman Collins moved to adjourn at 12:30 p.m.; seconded by Councilman Knecht. All in
favor, motion carried.
