Bill Dinsmoor called the meeting to order at 8:30 a.m. Commissioners in attendance: Mark
Goodman, Stan Hajenga, Terry Butler and John Starr. Excused were Don Sheeley and Shae'
Singer.

Electricity for the Saturday market.
Bill said the market is the second most well attended event in Aspen. There are small electrical
appliances and ¼ horse motors that operate every Saturday and the Electric Dept. should not
have to be called out every Saturday. The vendors need to be assured that they will have
electricity.
Phil Overeynder, Electric Department head, said the City has street lights with a maximum
capacity and in order to live within that we need to spread out the loads so that we are not over
loading the circuits. To redo the street lights it would be a major capital improvement. It has not
been determined whether the market will remain in the future on Hopkins and Hunter. If that
were to happen a transformer would have to be installed in the alley.
Ron Christian, Electric Dept. supervisor said Stacey DeVries added a new motor to his roaster
and the GFI is only good for 15 amps. Ron said everything else seemed to be working at the
market.
Peter Forte said Jeff Isaacson who has the Italian Ice on the comer of Hunter said he had to reset
his breaker 10 times during the summer.
Peter said the meat vendors are all figured out. There are 60 amp fuses in the alley for the meat
vendors.
Ron said if you are going to add more vendors we need to address it.
Bill Dinsmoor said we do not know if the market will move. If a larger constituency of the
community comes forward it might be moved but not for next year.
Staff reminded the board that the farmers received 30 more feet. John Starr said CCLC tried to
get someone' to sell fish that was raised locally but they declined.
There was a discussion about other areas in town that might work better for the market regarding
the electricity. Phil said other areas in town are worse than the current streets for the market.
Ron said they added new conduit to the Cooper mall.
Ron said everyone should use a ladder to plug into the outlets on the street polls. He said they
can change the voltage to 20amps on the light poll at Hopkins/Galena. Phil said we will change
all the circuits to 20 amp outlets or non GFI outlets on all the light polls.
Stan mentioned having the base of the light polls locked as opposed to having vendors climb up
the light polls. Ron said the outlets are put up high per code. Ron said the future issue is to put
in a dedicated circuit.
Lighting in the malls.
Mark Goodman said the circuits are bad and he has been trying for three years to get something
to happen on the malls regarding up-lighting buildings etc.
Phil said they installed new conduit in the malls at the same time Kinder Morgan did their line
repairs. Phil also mentioned that he has never seen an overall plan for the malls and until that
occurs they can't do any replacements or upgrades.
John reiterated that there is a line pull based on need in the mall. He was pleased that it was
done simultaneously with Kinder Morgan.
Ron said there is also conduit in the Cooper and Hyman malls.
Phil said we need to see a plan before anything is done.
Ron said the Parks Dept. would be involved in a plan and they will check into it.
Ron said there was talk about a gazebo.
Saturday Market
Peter said the price we charge for vendors should reflect for budgetary needs only. The CCLC
board agreed.
Bill said just because we have an abundance of produce we don't want to penalize the large rigs.
John said the farmers should include anybody over 10 feet pays $575. Those produce vendors
that are using their trucks on the street need to pay $575. The farmers should also have a
30 foot cap. The CCLC agreed. The board also agreed that the craft vendor booth fee should
remain the same as last year. According to the budget there is no reason to raise it.
Terry said who are we negotiation for, the city or the farmers. The farmers have made their
presence in the market and started the market and the market with crafts alone would not have
the vibrancy.
Mark asked if there was a process for taking in new vendors on the farmer's side.
Peter said there will be competition. It was negotiated that 30 more feet has been given for
produce for next year. That was done at a previous CCLC meeting. Right now he has no losses
except Kevin Doyle who pulled out.

Staff relayed that the 2005 applicants were informed of the pre-judging which will occur at the
next meeting. Also, the 2006 application has been put on the city web site. Deadline will be
February 1, 2006.
Bid update was given.
MOTION: Bill moved to adjourn; second by Mark. All in favor, motion carried. Meeting
adjourned at 10:30 a.m.
