Mayor Pro Tem Michael called the meeting to order with Councilmembers Parry, Collins, and
Knecht present.
Bob Wells, engineering department, told Council as part of the city's obligation at
Castle Ridge, the city has to correct the drainage problems around buildings A and B.
The engineering department has added building F. The city went out for competitive bid Castle P~idge
to five engineering firms to submit proposals. There were two valid proposals, one from Drainage
E1 Dorado and one from Schmeuser & Associates. Wells recommended awarding the bid to Contract
Schmeuser & Associates, the presented the best proposal and were low bidder. Wells told
Council he had received good recommendations on Schmeuser.
Councilman Knecht moved to approve the contract with Schmeuser & Associates; seconded by
Councilman Parry.
Councilman Collins said he felt the landscaping around Castle Ridge is a disaster in terms
of the rocks, broken sprinkler heads and dead trees and lack of grass. Wells said the
sprinkler system is being fixed. There will be a buffer system around the trees. No land-
scaping will be added. Councilman Collins said he would something to enhance the land-
scaping. Wells said they. will remulch the area, and with the new sprinkler system it will
hopefully be greener.
All in favor, motion carried.
Ron Mitchell, assistant city manager, told Council the staff has spent six weeks reviewing
the cost certificate on McClung's employee housing as well as negotiating to arrive at
a reasonable cost for the city to exercise its option for the city to purchase the unit. Sale of McClung
There has been an offer and a counter offer. The city can accept McClung's final offer ~loyee Unit
of a cash price for the unit of $165,000 and accept the stated value of $192,000 and the
McClung's can claim tax deductions. Under that approach, the house would be reasonable.
The second alternative is for arbitration procedures if the city and McClungs cannot agree
on a purchase price. This arbitration would be binding on both parties. Mayor-elect
Stirling asked how the price of $165,000 was established. Mitchell said this price is
a good medium between the lowest and highest prices using cost certificates. There was
an appraisal of $290,000 including the land; the $165,000 is just for the structure.
Mitchell told Council if this house is sold on the free market, the extra money could be
put back into an employee housing program. Mitchell said first the staff will see if there
is anyone within city employment that is interested in the house, then through the housing
office to advertise the house. City Manager Chapman suggested trying both to find an
employee interested but also test the free market. Councilman Knecht asked where the city
would get the $165,000. Finance Director Sheree Sonfield told Council the staff has known
ab out this and is prepared to cover it on a short term basis.
Councilman Parry moved that the city purchase the ~cClung unit on the terms outlined in
the letter from Andy Hecht; seconded by Councilman Collins.
Assistant City Attorney Gary Esary explained some minor changes and requested flexibility
in negotiating the closing date.
Councilman Parry amended his motion to include Esary's amendments and to give City ~anager
Chapman the authority to sign the closing documents; Councilman Collins agreed.
All in favor, with the exception of Councilman Knecht. Motion carried.
Councilman Collins moved to adjourn at 7:15 p.m.; seconded by Councilman Parry. All in
favor, motion carried.
