The Planning and Zoning Commission and the City Council have
prioritized the elements of work for a new Aspen Area Comprehensive
Plan. One of the Plan Elements that they identified for immediate
consideration is Historic Preservation. Obviously, the HPC
should be the lead agency in determining Goals, Objectives, and
Implementation Strategies for the future directions Aspen takes
in protecting its cultural resources.
Attached is a Planning and Zoning Commission resolution (84-11)
setting Goals and Objectives for the Aspen Area Comprehensive
Plan. Our task is to establish goals, objectives, and implemen-
tation steps to achieve them· The prioritization of the implemen-
tation plans will determine a work program for at least the next
year. For example, we may decide to go through another round of
local individual structure designations or to pursue the development
of a Multiple Resource Nomination to the National Register of
Historic Places. A priority may be the production of an information
brochure or booklet that explains tax incentives and advantages
of local designation, location of Historic Districts, etc.
The plan elements to be initially addressed are:
Annexation
Parks/Recreation/Open Space/Trails
Historic Preservation
Other plan elements include:
4. Land Use
5. Transportation
6. Housing
7. Public and Institutional Facilities
8. Utilities
9. Growth Policy
10. Economic Development/Resort
Please consider what goals you would like to set for our preser-
vation efforts (both in the short term and long range). This
obviously may take more than one session, but we need to begin to
develop directions and prioritize a work program.
