Regular Meetin~ Historic Preservation Comanission February 12 ~198~
Chairman Georgeann Waggaman called the meeting to order at 1:00 p.m. with
members Mona Frost, Pat O'Bryan, Connie McCrudden, Nick Pasquarella, M~rge
Riley, Gretchen Greenwood, and Richard Cicero present.
PRELIMINARY REVIEW OF ADDITION TO THE ASPEN GROVE BUILDING - Heidi Hoffman,
Hagman & Yaw, told the Co~mission Aspen Grove (location of Wienerstube)
is planning to add 286 square feet which is within the FAR and open space
limitsl Ms. Hoffman said the addition will be 10 feet along the Cooper
Avenue frontage, 12 feet in height, addition of a wood deck with planters.
Ms. Hoffman said the intent of the addition is to draw people into the court-
yard back into the retail spaces. The building will remain essentially the
same with some new windows, entry door. The space that is the Wienerstube
will be divided into three retails spaces.
MS. Hoffman said with the addition, the Aspen Grove building will meet the
25 percent open space requirement. The courtyard plan will have a different
circulation plan and will continue the tradition of flowers. Pasquarella
asked if this plan will result in the loss of any trees. Ms. Hoffman said
some of the Aspen trees will be lost, the big blue spruce will be moved.
MS. McCrudden asked what the materials will be. Ms. Hoffman said they are
using brick. Ms. Hoffman said the Aspen trees will be relocated when
possible and the Spruce will be donated to the city for the mall Christmas
trees. Ms. Waggaman said this item has to go to public hearing and suggested
in the interim that the Board members make a site visit. Mrs. Frost said
the plan looks like it balances with the east side of the building.
Mrs. Frost moved to give preliminary approval. Motion DIES for lack of a
second.
Colette Penne, planning office, said it is up to the HPC whether this should
go to a public hearing or not. It does have to go to P & Z. Ms. Waggaman
said she feels because of the bulk of this addition, it should have a public
hearing. Ms. Greenwood said she would like to see the pavers as part of
the final approval. Ms. Penne pointed out the way the courtyard is designed
now, the only people that use it are going into the Wienerstube. This change
may have people using the open space. Cicero agree the public should have
an opportunity to discuss this change. Ms. Waggaman asked the applicant to
address the pavers, talk to the architect for the Independence building about
the transition between the two buildings.
Mrs. Frost moved to accept preliminary design of the Aspen Grove building
with the strong recommendation to move and preserve every tree possible and
request further study of the pavers; seconded by Ms. McCrudden. Ail in favor
with the exception of Pasquarella. Motion carried.
Pasquarella'said he is opposed to giving up any open space.
PRELIMINARY REVIEW OF FACADE RENOVATION OF INDEPENDSNCE BUILDING 501 E. COO~
Stan Mathis, architect for the project, told the Co~unission he met with the
state historic society on this proposed change. Mathis showed the entrances
to Crossroads on the corner and on Galena street. There is an awning
covering the entrances into the basement. The plans are to renovate the
second and third floor into a nice lodge. An entrance and lobby are needed.
Mathis proposes going down a half level off Galena street with a new glass
facade, into a foyer, down the stairs and into the lobby which is the
basement.
Mathis said the entrance will be next to the existing entry on Galena street,
will be the same dimensions, replicate the steel columns, same window
motif. Mathis said they plan to take off the canopy and repairing the brick.
Mathis told HPC there has never been anything on the blank brick facade
along Galena street. Mathis said the state does not feel this change will
be a detriment to the building.

Mathi$ showed the existing stone column and told the Commission they can get
stone lintels in Lyons, Colorado, to replicate the grocery store entrance.
The entrance will be four feet inside the building. The entire building
will be upgraded, the alley will be cleaned up, the brick will be repointed.
Mathis said the building has had a structural analysis; it is in fine shape
and can handle this change. The plumbing and electric will be upgraded.
The Board discussed some design changes and said the rear glass should be as
in Victorian as possible.
Mathis said the recess is designed because the building already encroaches
on city property, and does not want to encroach anymore on city property.
Ms. Waggaman said Mathis did a nice job picking up the window detail; she
is not uncomfortable with the recess. Ms. Waggaman said she would like to
see this handled as originally as possible. Mathis said he will take this
into consideration. Mathis told the Commission the project will come back
with a exterior lighting plan. The Commission discussed what happened to
the Epicure building and how to prevent that from happening here. The
Commission asked if they could require posting of a bond, or phased construc-
tion. Mathis pointed out this construction is going to be done very quickly
because of the disruption to Crossroads Drug store. Ms. Penne said new
legislation would be required.
Ms. Waggaman opened the public hearing. This will be continued to another
meeting. Ms. Waggaman requested Mathis address pavers and any interaction
with the building next door.
Pasquarella moved to give the Independence building project preliminary
approval; seconded by Mrs. Frost. All in favor, motion carried.
VIETNAM VETERANS MEMORIAL - Chuck Cole, representing the Roaring Fork Vietnam
Veterans, said their goal is to establish a local memorial as a tribute to
Vietnam Veterans in the Roaring Fork Valley. Cole said they looked at
several sites in the valley and decided on Aspen. The Veteran approached
the Board of County Con~aissioners, who were pleased at having the memorial
at the Courthouse. Because the Courthouse is an historic building, the BOCC
asked for feedback from the HPC. The Commissioners have granted the veterans
100 square foot area on the southeast corner of the Courthouse facing Main
street, opposite Soldier's monument on the southwest corner.
Cole said the veterans propose to hold a state-wide art competition, raise
money, and grant a commission to an artist selected. Cole said the HPC should
be involved in the development of the criteria for this sculpture. Cole
read the criteria to the Board developed by the Veterans. The veterans have
decided this should be a sculpture, to reflect sensitivity to the site,
should be contemporaneous, highly artistic quality, an expression of
appreciation to living Vietnam Veterans, accessible to citizens in all seasons
be able to endure weather conditions, and be maintenance free to the extent
possible. The sculpture should be designed so as not easily vandalized, the
sculpture should be within 100 square feet, the height should be approximately
to the existing monument.
Ms. Waggaman suggested the scale and bulk of the sculpture should be in
keeping with' the old one. Pasquarella said the existing monuments represents
all veterans of all wars of the United States. Pasquarella questioned having
a separate monument for the Vietnam war. Pasquarella said he would like to
see this on paper before any approval. MS. Greenwood suggested having a
member of HPC on the selection staff. Cole said the veterans have been in
contact with the Colorado Council on the Arts and Humanities, who have given
the veterans a pre-arranged program to obtain public art. The competition
will involve CCAH and Colorado Arts Registry. The veterans intend to
advertise this project; people will apply at CAR. A group of 3 qualified
artists, selected by the veterans, will go through the applications. This
group will pick out about 10 applications, which will be submitted to a jury
of 7 people from the community. The jury will then select 3 finalists who
will then visit the site, prepare a narrative and site specific artwork.

The model will be brought back to the jury, who will make a final selection.
Ms. Waggaman suggested photographs of the existing statue and Courthouse
should be sent out initially. Ms. Penne said the HPC should not be chosing
a piece of artwork; this is an expression of the Vietnam Veterans. The HPC
does have to address the interface of this artwork with an historic building.
Ms. Penne said she has a problem with this sculpture sitting on the Courthouse
corner. The Courthouse is an old structure and there are already two
sculptures on the area. Ms. Penne suggested using the park to the east of
the Courthouse or in the area behind the Courthouse which is landscaped.
Ms. Penne said a location should be chosen and then let the veterans go
ahead with the contest for the sculpture, rather than having the location
dependent upon what the HPC thinks of the sculpture. That could waste a lot
of time and money. Ms. Penne said there is too much going on in the Courthous
space. This sculpture should stand on its own. Cole said they feel the
sculpture will add to the Courthouse site. The BOCC suggested this particular
site. Cole said they are not interested in moving east into the park. The
veterans would be willing to add size, shape, color into the criteria. Cole
said the veterans feel this site meets all their requirements.
Ms. Greenwood suggested that the HPC meet with the County Commissioners to
get their input. Cole agreed a meeting between HPC, Commissioners and the
veterans should be scheduled. Marge Riley asked how this would be funded.
Cole said through the state of Colorado. Mrs. Frost objected to this being
a sculpture to "living Vietnam veterans" as there are some from the valley
who died in that war. Mrs. Frost said she would rather see it be to all
Vietnam veterans. Cole pointed out there is a monument in Washington D.C.
for the veterans killed in Vietnam. Ms. Waggaman said she is opposed to the
monument on the proposed spot because it will have such an impact on the
Courthouse. Ms. Waggaman said this would spoil the integrity.
Pasquarella moved to shelf all facets of this discussion until another meetin?
in order to meet with the county officials; seconded by Mrs. Frost. All in
favor, motion carried.
Cicero said he liked the idea of a monument but would rather see it as the
centerpiece to the park to the east of the Courthouse. MS. Waggaman said
the Commission needs to address if (a) they want a sculpture on the grounds,
(b) in what location (c) contemporary or (d) traditional. Pat O'Bryan said
the corner of the Courthouse is all right with her. Cicero said he would
rather see it someplace else. Ms. Riley agreed with someplace else. Ms.
McCrudden does not object to the corner location, if it is traditional. Ms.
McCrudden said she feels the sculpture would get more attention in the park
east of the~Courthouse. Cole said the County may have some plans for the
park that would preclude the sculpture there.
Ms. Greenwood said she would rather see it in the park; if it is on the
corner, the sculpture will conflict with the Courthouse. Mrs. Frost said
she would like it on the southeast corner of the Courthouse property, the sa~(
distance and proportion as the other monument. Pasquarella objected to this
being a counter-balance to the existing war memorial. The Commission
requested communication with the BOCC they are concerned about the location
of this memorial.
Ms. Greenwood moved not to accept the site proposed for the Vietnam Veterans
Memorial on the southeast corner of the Courthouse until further information
becomes available; seconded by Pasquarella. All in favor, with the exception
of Ms. O'Bryan. Motion carried.

Ms. Penne told the Commission the Chitwood (Epicure) building will be redone,
the applicant had wanted to be on this agenda but did not appear. This will
be rescheduled.
Ms. Penne told the Commission that the street department will make "Centre
street" signs as soon as possible. This will be at the intersection on
Main street.
Ms. Penne read to the commission tha~ the Brand building (the Hyman building)
has been accepted on the National Historic Register.
Pasquarella moved to adjourn at 2:45 p.m.; seconded by Ms. Greenwood. Ail
in favor, motion carried.
