Regular Meeting
Historic Preservation Commission February 26, 1985
Chairman Waggaman called the meeting to order at 1:00 p.m. with members
Pasquarella, Frost, McCrudden, O'Bryan, Greenwood, Cicero and Riley present.
PRELIMINARY REVIEW CHITWOOD (EPICURE) BUILDING - Bill POSS, architect, told
the Commission this building has new owners. The would like to start
interior work on the foundations in order to finish the building. Poss
showed renderings of the Epicure building, of the street scene on Main and
on Mill streets. Poss told the Commission they plan to tie the two projects
together with uses of color and with an awning system along the street level.
Poss said they plan on planting mature trees to give a canopy effect and
to protect the courtyard from dust. Different shapes and colors will
distinguish between the existing restaurant, Pour la France, and the new
proposed restaurant.
Poss said the architectural integrity will be maintained. The plan plante~
boxes with hedges. New pavers will be used; Poss said he will bring theseI
back for approval. There will be a tree standard system to protect the !!iiiii!i
trees. There will be uplighting on the trees. The trees will create a iii!i!~!
softness and tie the projects together. Poss said they will be replacing
the store fronts on the old building and will be introducing smaller pane
window system, which duplicates the existing upper windows. Ms. Waggaman
asked about the treatment of the posts in the courtyard. Poss said these ! !i
will be covered with brick and painted over with brick veneer, and they plan
to reintroduce the ivy.
Mrs. Frost said she would like to have the building renamed the Chitwood
building, which is it's historic name. Mrs. Frost said she does not like
to have historic names disappear. Tom Wilson , owner of the building, said
this has not been discussed but renaming it is a possibility. Ms. Riley
asked about the size of the courtyard. Poss said it will remain the same
as it is now. Ms. Greenwood pointed out there is a co~aercial core and
Main street lighting plan being worked on and would like to see this building
and any lighting plans coordinated with that. Poss said he would definitely
do that.
Colette Penne, planning office, asked if Pour la France is going to change
their awning to match the building. Poss said this has not been discussed,
he will try to match their color scheme as the striped awning is their
trademark. Ms. Penne told HPC this has to have a public hearing and one
cannot be scheduled for a month. The applicants would like to keep proceedin,
Ms. Penne said she would contact the building department to see if they could
proceed before the public hearing, otherwise she will call a special meeting.
Wilson said it is his intent to put a lot of money into this building because
it is a focal point. They plan on street scenes, paving, trees, landscaping
to make it a great impact on the entrance to town. Mrs. Frost asked if the
alley would~be cleaned up and the trash covered. Poss said he would look
into the trash area.
Mrs. Frost moved to give preliminary approval to the Chitwood building;
seconded by Pasquarella. All in favor, motion carried.
INDEPENDENCE BUILDING - Ms. Penne reminded HPC they had scheduled this public
hearing and the applicant would appear if ready. Otherwise, the Board can
continue the public hearing.
Ms. Waggaman opened the public hearing and continued it to the next regular
meeting.

VIETNAM WAR VETERANS MEMORIAL LOCATION ~ At 1:30 the Commission, members of
the Vietnam Veterans co~u~ittee adjourned to the Courthouse for a site visit
and to meet with the County commissioners. The HPC settled on a site 25
feet from the iron fence, 22 feet to the concrete wall of the Courthouse
Plaza building, and 41 feet from the east wall of the Courthouse for the
memorial.
