Historic Preservation Committee March 12, 1985 Regular meeting Chambers
Present: Georgeann Waggaman, Connie Mc Crudden, Marge Riley, Mary Martin,
excused:Nick Pasquarella, Gretchen Greenwood, Mona Frost.
Meeting called to ~der by Georgeann Waggaman.
PUBLIC HEARING -FINAL REVIEW ASPEN GROVE BUILDING-COURTYARD
Heidi Hoffman- the final pavers-design will come before HPC
at a later date-the factors Of the system of what goes under
the pavers,as far as the control joints go, there will be a
concrete slab underneath, to except the paving texture, they
are looking at different paver sizes and colors and patterns.
It would look like the rendering, the strip might be more
concrete, and the pattern within the concrete squares will
be determined by the plans for the open court yard design.
Georgeann...it would be good to talk to the people who are doing
the Independence Building, for there plan is to do something
this sun~mer also.
Hoffman... Landscaping will be added to the Copper Street, and
more intense landscaping in the center.
Georgeann.. the design of the pavers in the rendering end at the
property line, it gives an unfinish feeling.
Heidi... the pavers end at the property line at the Aspen -Square
block, but that property does end at the street corner.
Connie...asked how they would feel doing a regular cement
patio in there but squaring it off maybe in smaller squares
like they have shown, like a two foot square.
Public Hearing open...no comments from the public...Public
Hearing closed.
Marge... where will the Spruce be moved?
Hoffman... the Spruce stall has its roots in chicken wirer,
and was moved a few years ago, and will probabl~ with stand
another moved it will be placed in front of Pablo's and
will become the City Christmas tree.
Hoffman has done a tree removal and planting permit with
Jim Holland.
Connie Mc Crudden moved to approve the remodeling of the
Aspen Grove Building as proposed with the idea that they will
bring in the plans of what they are going to do with the patio
area either pavers or cement; Seconded by Marge Riley,
Ail in favor, motion carried.

~ohn Wheeler ...color changes and minor changes to the residence
HPC approval for deign changes August 28, 1984.
Mary Martin...would like to see applicants bring in a model
showning the comparison to the size of the lot vs the
size of the house or building.
Colette... that would have to be a change in the code, with
HPC and then City Council approval.
Through the course of the design process they have made
some minor changes they would like HPC to review, along with
color schemes.to consider.
Colette said she did not feel the bay window was with keeping with
the rest of the house;
The bay was not drawn to scale of the house, it will be
narrower than that 6 foot wide picture window;
The detailing,most of the facade of the orginal victorian is
being kept, the applicant has asked for approval of diamond
windows and carry the fish scaling motif on to the orginal
little house that didnot have it to start with.
The applicant would like to come back in a month with the
final color scheme.
One column has been added under the eve to strenghthen the rail
and would blend to the verticle element of the victorian.
The orginal design element has been carried around to the
back gables and porches.
Connie...asked about the little window over the second baloncy
over the garages.
It is for vent~ation for the master bathroom...John Wheeler.
Georgeann Waggaman... that there should be a lot of planting
on both sides of the house, that it pushes the back house back,
using perhaps Aspen trees, and the planting area along side
of the garages, and trees and bushes between Henry's house and
the property line.
Colette said the orginal color scheme of powdery yellow
with the blue is one she preferrs, softer colors with the mass
of the house will help a lot.
And the bay window still seems not with keeping with the
orginal house .
George~nWaggaman...a planter would bring out, and with trees
in front of the bay window would pull it back from the little
house.
Mary Martin moved to approve the plans as shown today be accepted
with the plantings as shown for the Dietsch residence,
seconded by Connie Mc Crudden, all in favor, motion carried.
Color will be discussed at the next meeting, but the board tended
to go against the choice of lavendar.
Beige is being considered as the main part of the house~
Sardy House-Harry Teaque
This is one of the most important buildings in the town, as
far as historic, and the d~cision to make it into a Bed and
Breakfast Inn, has taken a lot of thought.
They want this house to be Individually designated to the national.
registry.
The new structure will be built behind the old house, and the
addition along with the old house will have about 20 rooms,
They are intending to leave as much of the old house as
possible, all the bathrooms will be redone, the public areas will
remain the same, the bathrooms will be added to the bedrooms,
but where they are being added are for the most part not the
orginal structure, on the ground floor, the kitchen will
be built back where'the orginal kitchen was.

The garage and Carriage house would become rooms, and the
carriage house would connect with a breeze way than has been there
before.
The serves entrance would be between the new structure, the
alley has been vacate, and the property line goes another 25 feet
on the other side of the alley, so the new structure will be on the
land is on the other side of the alley, they will have to respect the
rights of ways for ulities easements.
PArking will be underneath the new structure.
The height level will be at 37 feet in places.
The trees will be left there on the lot or they will put
in new trees, the tree forms will hide most of the new
structure.
A firepr ~f stair will be added to the back of the house,
to bring it up to code
Georgeann Waggaman said that if they need some type of
approval at a latter date that HPC will give one, the
conceptual idea is good.
The minutes were approved for the meeting of
by Georgeann Waggaman, seconded by Connie MC Crudden, all
in favor, motion carried.
